Welcome to EMA ARRL NTS!
EMA NTS logo "...The National Traffic System plan is a means for systematizing amateur traffic handling facilities by making a structure available for an integrated traffic facility designed to achieve the utmost in two principal objectives: rapid movement of traffic from origin to destination, and training amateur operators to handle written traffic and participate in directed nets. These two objectives, which sometimes conflict with each other, are the underlying foundations of the National Traffic System.

EMA NTS PICNIC 2007

EMA TRAFFIC HANDLERS PICNIC SUNDAY AUGUST 12, 2007

The annual Traffic Handlers Picnic for EMA will be held Sunday August 12, 2007
at the Raynham Senior Citizen Center picnic area in Raynham, MA. The picnic will
run from 12:00PM to 4:00PM. Your host Jim N1LKJ will provide hamburgers. Bring
your own soft drinks. No Alcohol is allowed because its on Town Property.
If you wish to bring cookies or cakes to share with the group, that would be
great.

There are two barbecues for those who want to cook there oun food. There is
also toilet facilities available. A great chance to eyeball people you have been
hearing all year. A good time for all.

Directions: From RT 24 NORTH OR SOUTH. Take Exit 13 west to Taunton, which
is route 44. Follow 44 west 1.5 miles to set of lights. Brooks Pharmacy on connor.
Take right on to RT 104 Raynham. Follow 104 1/2 mile, take first left on to King
Phillip ST. Follow King Phillip 1/4 mile to Raynham Senior Citizen Center on left.
Pull right into parking lot. Picnic area on the left.

John N1UMJ Net Manager Appointment

Greetings all,

After more than a year with no manager other than my feeble attempts to
hold things together, we finally have a candidate for manager of 1RN
cycle 2. John Miller N1UMJ has been active on the net for some time now
and has agreed to take the job. I'm putting out a call for any further
nominations once again, and if none are forthcoming I would like to have
John appointed effective July 1, 2007. Section managers please pass this
along to your STMs where appropriate. Thanks.

Western MA ARRL To Offer NTS Traffic Handling Referesher Course

[Western MA] ASM Northwest Ralph Swick, KD1SM will be teaching a NTS Traffic Handling refresher course. This class will take place on 03/24/2007 from 10:00 AM to 12:00 PM at the Worcester ECC Building (i.e. National Guard Building) at 50 Skyline Drive, Worcester. The course is free and open to all area hams.

The class will go over NTS traffic writing, net protocol and procedure and tactical messaging. Students are strongly encouraged to bring with them a notepad, pen and HT.

If you are new to Emergency Communications and/or the National Traffic System or just in need of a refresher this is a good beginners program from which to learn.

We would appreciate a rough head count, so if you think you will be attending, please email Mark Rubin, WB1ARZ, whom is hosting the event on behalf of the Worcester Emergency Communications Team.

Originating Third Party Message Traffic -

Special care is required when preparing written third party message traffic for transmission over the amateur NTS traffic networks. What is third party traffic?
The generally accepted definition is "written or voice traffic between the control operator of one amateur station (first party) and the control operator of another amateur station (second party) on behalf of another person (third party)”. Usually it amounts to short written noncommercial messages between people who are not necessarily amateur radio operators".

Heavy Hitters Traffic Net Moves

I am proud to report that on Jan 01, 2006 the Heavy Hitters Traffic Net will be operating on the MMRA repeater system. I am very happy that the MMRA officials came forward and offered the use of their system for our nets. This will offer us a wider range of RF coverage with the hopes of getting more people interested.

The nets will be held at 2200 hrs Monday thru Friday. The list of repeaters involved are listed on the HHTN page on this site. The link is in the left column on this page under EMA Nets.

Remember to wait 2 seconds after keying to speak. This allows the links to come up so you will be heard.

I would like to thank the Boston Amateur Radio Club for the use of their Boston repeater for our net for the past year. It has been a great repeater and it is a great service to the radio community.

Hope you hear you on the nets.

NTS Role In Disaster Response

NTS Expansion in Disasters

In day-to-day operation, the National Traffic System passes routine messages around the country. in its emergency role, the NTS is dedicated to disaster communication on behalf of ARES. NTS is capable of expanding its cyclic operation partially or fully depending on the level of need. The normal cycles can be expanded to handle an increasing volume of messages with greater speed. In extreme cases, the cycles can operate continuously. This requires all nets to be on the air full time, with stations designated for liaison operation replacing each other as stations are dispatched to the higher or lower nets with which they make liaison.

Managers of NTS nets at local, section, region and area levels are directly responsible for activation of their nets at the request of ARES or NTS officials at lower levels.

Section Traffic Manager and Section Net Manager Roles

The STM and specific section net managers may be contacted during a disaster situation by the Section Emergency Coordinator to activate specific section nets, whether NTS or not, either to provide section-wide contact or, in the case of NTS nets, to provide liaison with the "outside." It is important that net managers have some means of activating their nets at any time. Net members should automatically monitor the net frequency in the event of a disaster. Some net stations at critical locations can be activated by using the telephone or local repeaters if these are available.

The STM and section net managers make contact with NTS region net managers in the event that communications connected with the disaster cross section boundaries, and may recommend extraordinary activation of the region net. There should be some prearranged method of contact for this purpose.

Specific net stations are designated to conduct liaison with the NTS region net, either through another section net or directly. This is the responsibility of section officials, not the region net manager.

General Policy for all NTS Operators

NTS operators should be self-alerting to disaster conditions that might require their services, and should report into an appropriately assigned net or other function without being specifically called upon. That is, the assignment should have been worked out with the net manager in advance. If the operator cannot answer the question, "If I hear of a disaster condition, what should I do?" they should seek an answer to it through their Net Manager. It may be as simple as "Report into the X Net on X frequency."

If the operator concerned is highly specialized, it might be "Report to your TCC director in the X net on X frequency for a special assignment." Such an assignment might be an extra TCC function, or it might be as a functionary in a "hot line" point-to-point circuit needing special abilities or equipment.

Although every net member should have a specific assignment, they must also remain flexible enough to change assignments when the need arises.

Health and Welfare Traffic Handling

One of the biggest challenges during a disaster is handling so-called "health and welfare" messages, or as the American Red Cross calls them, "Disaster Welfare Inquiries" (DWI). The ARRL-recommended precedence for this type of traffic is W or "Welfare," and refers to either an inquiry as to the health and welfare of an individual in the disaster area or an advisory message from the disaster area that indicates all is well. The Red Cross at first attempts to handle DWIs through normal communication channels. If the volume of traffic to and from the disaster area is large, or if normal channels are disrupted, the NTS may be called upon to assist with the overload.

The NTS policy is to handle as many DWI messages as possible, but to adhere to its precedence. Higher-precedence traffic must be handled first, and welfare traffic should be handled only when the circuit is free. Routine (R) traffic is not normally handled by an NTS net operating under disaster conditions, because usually the net is involved to capacity with higher precedence messages. However, should a disaster circuit be temporarily available, routine messages can and should be passed until the circuit again becomes occupied with higher-precedence traffic.

Maintain close contact with the Red Cross or the Salvation Army as appropriate, since most inquiries are handled through these organizations. Civil preparedness organizations may also set up procedures for handling such traffic.

In a widespread disaster, it is seldom possible to handle all the welfare traffic with efficiency and dispatch. At times, DWI traffic piles up alarmingly, even to the extent that much of it is never delivered. In these cases, high volume modes should be used rather than slower phone and CW. In the past, special RTTY, ASCII, AMTOR, fax, and packet circuits have been established with great success. PSK31 and similar new digital modes hold great promise for high volume, high accuracy traffic handling as well.

Until or unless means for handling DWI traffic are established, it is usually wisest not to accept it from the general public, or to do so only with an explicit understanding that chances of delivery are not guaranteed or even good.

New Cape and Island Net Manager

New Net Manager for Cape & Islands Traffic Net.

Mike Wilbur N2JWW has been appointed Net Manager for the
Cape & Islands Traffic Net effective November 1, 2004. Mike
is an expeirenced Traffic Handler working both local and HF
Traffic Nets. Mike is a resident of Marstons Mills and is active
with local radio clubs. We welcome Mike to his new position
and ask everyone to support him and the Cape & Islands Net.

New EMRICW Net Manager

The EMRICW Net ha a new manager. He is K8SH Chris Hanson. Chris has many years of experience in Traffic
Handling, working mostly in the CW Nets. He has been
an active member of this Net for years and will do a great
job.

We want to thank K1MGY Mark Richards for the fine job he
has done as the former Net Manager and wish him well.
Mark has his hands full as a work at home Dad and also
raising twin 14 month old girls. All the best Mark.
