Reminder: Eastern Massachusetts ARES Net for January 2010

Hello to all…

A reminder that the monthly ARES Net for January is rapidly approaching. The monthly ARES Net for January is Monday January, 4th 2010, at 8:30 PM on the MMRA Repeater system. This is after the RACES Nets earlier in the evening. For frequencies that will be linked into the ARES Net on the MMRA Network, please see the following link from the MMRA web site and the repeaters that will be linked in will be through Hub 1:

In addition, if the Echo-IRLP node on the MMRA hub is available, we will likely link that to the New England Reflector system on IRLP 9123/Echolink Conference *NEW-ENG* Node: 9123.

Make the first Monday of the month, “Emergency Communications Night” and check into your local RACES Net and then check into the ARES Net on the MMRA Repeater System. We look forward to your participation and remember, we are always looking for Net Controls to run the ARES Net.

We will have several interesting announcements for the net that evening and we look forward to everyone’s participation. Updates will be posted via email and on the Eastern Massachusetts ARES Web Site at http://ares.ema.arrl.org.

Tech in Day Course at the Cape Ann Amateur Radio Association

The Cape Ann Amateur Radio Association will be sponsoring a Tech in a day course for those who are interested in obtaining their entry level Technician class amateur radio license.This course will be led by CAARA member Stanly Stone W4HIX. This course we be held on Saturday, January 30, 2010 and will start at 8:30 AM and will go to 4 pm. The course will be held at the Lanesville Community Center on 8 Vulcan Street in Gloucester,Mass. If you are intersted on taking the course for sign up please contact course leader Stan Stone at 1-978-281-2015 or at stan@lanescove.us . On course day please bring $20.00 to cover the cost of course materials and the testing fee. In order to process the test we will need two forms of ID which must be at least photo ID and must include a Social Security number. Merry Christmas, Happy New Year and Happy Holiday Season to All!

Hello to all..

On behalf of the entire Eastern Massachusetts ARES staff, we would like to wish everyone a Merry Christmas, Happy New Year and Happy Holiday Season to all! We feel we had another successful year within Eastern Massachusetts ARES. While we did not have a significant deployment or significant ARESMAT as we did in 2008 with the ice storm, much work was done over the past year.

We held two successful section level Emergency Communications Workshops (Boston and Acushnet) which trained approximately 40 Amateurs within ARES. South Shore ARES completed a very successful Amateur Radio licensing class of 15 people with all 15 people obtaining their Ham license. An EMCOMM Workshop will be targeted for this group as we move into early next year. Cape Cod ARES has had several deployments and exercises with the Barnstable County Local Emergency Planning Committee including its most recent deployment the weekend of December 19th and 20th for the Blizzard of 2009 and their most recent multi agency sheltering exercise in November. They have also held several Amateur Radio licensing classes and workshops for those newly licensed Amateurs significantly increasing the number of ARES members on Cape Cod.

We held two section wide drills for 2009 and one district to district exercise between South Shore ARES and Cape Cod ARES. The first section wide exercise being the Massachusetts Statewide Hurricane drill on the first Monday in June and the second section wide drill was in November coinciding with the Cape Cod and Islands Mulit Sheltering exericse. Both exercises went very well with the November exercise being the most interesting and successful as there was less than 24 hour formal notice for the exercise, yet there were over 70 participants outside of Cape Cod and the Islands with close to 100 participants counting those involved on Cape Cod and the Islands. In addition, the May district to district exercise between South Shore and Cape Cod ARES was very successful and was setup more widely to cover the entire section in the November exercise because of its success.

We had 2 Eastern Massachusetts ARES Stand-by moblizations for the year. The first was for the remnants of Tropical Storm Danny in combination with the funeral of Senator Ted Kennedy. The second stand-by mobilization was the weekend of December 19th and 20th for the Blizzard of 2009. Neither required section wide ARES deployment though Hams were deployed to shelters on Cape Cod and the Islands during the Blizzard of 2009.

Along with auxiliary support for RACES at the city and town level for the various exercises and monthly RACES Nets, ARES also supported Non-Governmental Organization as required. Eastern Massachusetts ARES also continues its very strong support of the National Weather Service Taunton SKYWARN program and ARES members trained in SKYWARN provided reports across various weather events over the past year.

We are very proud and thankful for all your support of RACES, Eastern Massachusetts ARES, local and state Emergency Management and the National Weather Service. We look forward to working with all of you again in 2010! Thanks to all for their continued support of Eastern Massachusetts ARES!

Eastern Massachusetts ARES Stand-By Secure Message for Blizzard of 2009

Hello to all…

Eastern Massachusetts ARES will secure its stand-by operation as of 20:00 EST.  The Blizzard of 2009 has departed the region leaving in its wake a widespread 1-2 foot snowfall across portions of Rhode Island, the South Coast, Cape and Islands. 

While wind gusts of over 60mph were reported in some instances, the amount of damage from this storm was minimal with the primary impact resulting from heavy snow accumulation.  With the storm moving away from the region, the threat for additional damage has passed thus allowing Eastern MA ARES to secure its operation.  A summary of wind and snowfall reports can be found below within this notice. 

We offer a special thanks to each and every Amateur Radio Operator that offered their assistance to this storm in some way, from EOC/Shelter operations to relaying critical weather information to the NWS.  Without all of us working together as a team this tremendous effort would not have taken place.  It should be noted that we received a tremendous amount of gratitude from local Boston Meteorologist Matt Noyes from NECN who was receiving our reports in real-time and promoting Amateur Radio SKYWARN during his live coverage of the storm.

Eastern Massachusetts ARES on Stand-By for Major Nor'easter/Blizzard – Saturday 12/19 8 PM Through Sunday Evening 12/20

***EASTERN MASSACHUSETTS ARES TO BE PLACED ON STAND-BY FOR POSSIBLE MOBILIZATION STARTING AT 8 PM ET SATURDAY LASTING THROUGH SUNDAY EVENING FOR MAJOR NOR’EASTER/BLIZZARD TO AFFECT PORTIONS OF THE EASTERN MASSACHUSETTS SECTION***

***SKYWARN ACTIVATION WITH OPS AT NWS TAUNTON WILL COMMENCE AT 6 PM ET THROUGH EARLY SUNDAY AFTERNOON***

With the impacts of a major nor’easter/blizzard clearly defined, we will be placing Eastern Massachusetts ARES in stand-by mode from 6 PM ET Saturday through Sunday Evening for the impact of this major nor’easter/blizzard to affect portions of the Eastern Massachusetts section. Blizzard and Winter Storm Warnings are in effect for the Eastern Massachusetts section. Please see the Blizzard Coordination Message posted at the link below:

The Massachusetts State Emergency Operation Center Headquarters in Framingham along with the Region 1 MEMA Tewksbury office will be in partial activation starting at 9 PM. Region Two MEMA office in Bridgewater will be active between  7-9 PM to monitor this major coastal storm. A Public Advisory on State EOC activation can be seen at the following link:

We will place the town of Bridgewater EOC as the Eastern Massachusetts ARES Incident Command Post on stand-by. We will, however, activate the Acushnet EOC sub-regional ARES command center due to the most significant impact of the storm being over South Coastal Massachusetts and Cape Cod and the Islands.

We’d like to have ARES personnel assist with SKYWARN reporting of snowfall, whiteout conditions, thunderstorms with heavy snow as well as any wind damage and power outages. Keep your situational awareness level high for any updates from ARES leadership by checking your email for updates and our ares web site at http://ares.ema.arrl.org, monitoring local SKYWARN/ARES/RACES frequencies and reporting into the nets and monitor local media on this potentially significant storm.

What is ARES Stand-By mode?

ARES stand-by mode is to alert Amateurs within ARES that a mobilization is possible on a wide-scale and that some localized mobilizations are or could be taking place in isolated areas. It means to take a look at your Go-Kit and have batteries and equipment ready to go and charged up and take care of any requirements at home in case a mobilization is required and you can participate. Do NOT self-deploy. Wait for guidance from leadership for any deployment. It is an honor to be ready even if you don’t deploy for the event.  Hopefully, this is just another exercise of our preparedness and capabilities. If not, the ARES leadership looks forward to working with you if any wide scale mobilization is required after the impact of this major storm to the region.

On the evening of Saturday, November 26, 1888, New England was struck by the most destructive storm the region had ever experienced. The gale killed over 200 persons and wrecked or sank at least 140 major vessels. The best-known victim of the gale was the coastal steamer Portland, lost off Cape Cod with 191 people aboard. The steamer gave her name to the storm, and has since been memorialized in New England folklore and legend. 

The storm started quietly on the evening of the 26th of November, with a light but strengthening wind. Within hours it had grown to hurricane proportions and was creating havoc all along the coast. The winds raged all through the night of the 26th, all day on the 27th, and did not subside until the 28th, some 36 hours after the storm had started. Winds were clocked at up to 72 mph in Boston, and were probably even stronger along the coast southeast of Boston, especially on Cape Cod.

To call the damage widespread is a vast understatement. Houses were blown over and washed away all along the coast from Cape Cod to Portland, Maine. The coastline was littered with the wrecks and wreckage of dozens of vessels, large and small, smashed or sunk by the fierce winds and seas. In Provincetown harbor alone over 30 vessels were blown ashore or sunk. Damage along Boston’s south shore and Cape Cod was probably the worst; telegraph lines were brought down, railways washed out, and even the low scrub trees of Cape Cod were blown away. In Scituate, a small coastal community 30 miles south of Boston, the coastline was permanently altered when mountainous waves cut a new inlet from the sea to the North River, closed the old river mouth, and reversed the flow of part of the river.http://www.hazegray.org/features/1898gale/

Scouts get a sampling of Ham Radio

“Local Scouts recently took in the Jamboree-On-The-Air an annual Scouting and amateur radio event sponsored by the World Organization of the Scout Movement.  Thousands of amateur radio stations around the world participated giving Scouts a chance to exchange greetings all over the world.

 

For the Past two years Don Burke (KB1LXH) has put together a team of local hams form the Taunton Area Communications Group and the Whitman Amateur Radio Club to participate in the event with Cub Scouts at Camp Norse in Kingston.  Contacts were made with the Cape and Islands Council at Camp Greenough in Yarmouth, and Troup 53 Mattapoisett from the Narragansett Council.  Jeremy Breef Pilz (KB1REQ) was busy contacting stations in Florida, Kansas and Alabama,the Central Nottingham Scout District in Sherwood Forest and others from Illinois, Wisconsin, Estonia and the Check Republic….

 

At the end of the day the team put 233 cub scouts, scouts and brownies on the air and may have lit the spark for the next generation of hams…. “

Mel Cole WZ1Q, SK

Melrose R. Cole

WENHAM — Melrose “Mel” R. Cole, 84, died Tuesday, Nov. 10, 2009 at the Kaplan Family Hospice House in Danvers, with his loving family by his side.

Mel shared 62 years of marriage with his beloved wife, Elizabeth “Betty” (Rohr) Cole. Mel was the son of the late Wilbur M. and Mabel (Ramsay) Cole. Mel grew up in Michigan and graduated from Wayne State University with a degree in electrical engineering. He was a World War II veteran who served in the United States Air Force as a weatherman in China, Burma and India.

Mel was the founder and owner of Products for Research in Danvers until his retirement in 1985. The company was involved with many domestic and global corporations, including NASA Space Center. He was also a member of Rotary International in Beverly for 30 years, on the Board of Directors at Beverly Cooperative Bank for 30 years and the president of the Turtle Creek Elderly Housing for many years.

Mel was an avid Ham Radio Operator, whose call letters were WZIQ. One of his most dramatic moments as a radio operator, was assisting the U.S. Coast Guard with the attempted rescue of the ship “Can Do” during the Blizzard of 1978. Mel loved to sail and was a member of the Manchester Yacht Club and the Corinthian Yacht Club of Marblehead. Mel also taught the Power Squadron Boating/Weather course in the North Shore area. He was also an active member at the First Parish Congregational Church of Manchester -by-the-Sea.

In addition to his wife, he is survived by two sons, James Cole and his wife Rose of Amesbury, and Robert Cole and his wife Marilyn of Kensington, N.H.; three grandchildren, Erik Cole and his wife Jaime of Salisbury, Brandon Cole of Danvers, and Adam Cole of Beverly; two great-grandchildren, Tyler and Jacob Cole of Salisbury; and two step-granddaughters, Danielle Priestly of Litchfield, N.H. and Michelle Gray of Amesbury.

ARRANGEMENTS: A memorial service will be held on Saturday, Nov. 21 at 11 a.m., at the First Parish Congregational Church, Manchester-by-the-Sea. Relatives and friends are invited to attend. Burial will be held privately for the family. There will be no visiting hours. In lieu of flowers, memorial contributions may be made in Mel’s name to Hospice of the North Shore, 75 Sylvan St., Suite B102, Danvers, MA 01023, or First Parish Building Maintenance Fund, Chapel Lane, Manchester-by-the-Sea, MA 01944. MEMA Recommendations on Recent FCC Notice

The following is a memo from Massachusetts State RACES Radio Officer Tom Kinahan-N1CPE and MEMA Operations Manager Jon Dillon on the recent FCC Notice on paid employees and drills/exercises.

To All Massachusetts Amateur Radio Operators and Emergency Management Directors

As you may know, the FCC recently clarified it’s position on the operation of amateur radio stations
by licensed operators acting on behalf of an employer, including those who are employees of a
government agency, during drills and actual emergencies. Below is a link to this FCC notice.

Paid employees, of any organization, including government employees may not operate an amateur radio
station for their employer during a drill, unless a waiver is requested by and granted to the
government agency who is conducting the drill.

We reaffirm the importance of including Amateur Radio in emergency drills and exercises and we
encourage Emergency Management Directors to continue to take advantage of the skills and training
available in the licensed Amateur Radio community.

We recommend that amateurs follow all FCC rules, and not jeopardize their license and risk fines.
We also suggest that only volunteer amateur radio operators operate Amateur Radio communication
systems while participating in drill operations. It will be necessary for your local government to
request a waiver of the rules for specific drills, according to the procedure indicated in the
public notice, if paid employees will be expected to operate Amateur Radio Transmitters.  We request
that when and if your local government does request a waiver of the rules in this situation, that
you send a courtesy copy of your request to the Massachusetts Emergency Management Agency –
Communications Division, by mail or fax, or through the Massachusetts State RACES Officer who will
be able to forward your information to MEMA.

We anticipate that MEMA will request waivers for a limited number of upcoming exercises involving
MEMA and power plant staff.

Massachusetts QRP Convention Tickets are now available

Tickets are now on sale for the Massachusetts QRP Convention to be held at the Westford Regency Hotel and Conference Center in Westford, Massachusetts March 12-13, 2010. Conference admission is $25 per person which includes access to the Friday night meet-and-greet and the Saturday conference event. Ten speakers are scheduled to appear including three members of the QRP ARCI Hall of Fame and Joeseph H. Taylor, Jr., Professor in the Department of Physics at Princeton University and winner of the Nobel Prize in Physics (1993).

A post conference banquet will be held Saturday evening featuring Steve Galchutt, WG0AT, the “goat hiker” and his adventures climbing Colorado’s various 14,000 foot peaks with his faithful pack-goat companions Rooster and Peanut. Admission to the banquet is $40 per person.

Caribbean Buddies off to St Lucia (J6) for 2010

Members of the Caribbean Buddies 2010 team (including one from Eastern Massachusetts) will mount a DXpedition to St. Lucia (J6) February 2-10, 2010. Nine operators from eight states will have fixed operations from a cliff-top villa and portable operations from various points on the island using CW, SSB, and digital modes. The team consists of the following operators: Chris Drummond (W6HFP), Budd Drummond (W3FF), B. Scott Andersen (NE1RD), Dan Gagnon (WZ1P), Steve Galchutt (WG0AT), Mike Greenwood (KC4VG), Guy Hamblen (N7UN), Paul Van Dyke (KB9AVO), and Weymouth Walker (K8EAB). Licensing is not yet complete but each operator is expected to receive their owncall sign. QSL via LoTW, eQSL, or mail to operator’s home call (SASE required).

The following is an announcement on the Eastern Massachusetts ARES ‘mini-exercise’ for Saturday November 14th, 2009 from 10 AM-1130 AM. See announcement below:

Date: 14 November 2009

Time: 1000-1130 EST

This basic/low level ‘mini-exercise’ is sponsored by Eastern Massachusetts ARES. The short notice of the exercise is part of the exercise design. It is being conducted to simulate a disaster situation on Cape Cod that will require relief operators from our adjoining districts and coincides with the Cape Cod Regional Sheltering Exercise. 

EC’s and RACES officers can also gather the information from their group and pass it along with a single checkin. For this exercise, look at your schedule for the next week and provide a date and shift(s) you could be available to deploy to Cape Cod. If you would be unavailable, that is fine too. Just check in or let your ARES EC/RACES officer know. Please plan a 12 hour window. Two hours to travel and brief, 8 hours on shift, and 2 hours to debrief and travel home. For the exercise we are assuming 0800-1600, 1600-2400, and 2400-0800 shifts. No deployments will actually occur.

A brief checkin with this information is all that is requested. The information can be relayed via the following means:

Liaison to the Cape Cod repeaters/simplex as well as winlink liaison will be performed by the regional and sub-regional ARES net control centers that are co-loated at the town of Bridgewater and Acushnet EOCs.

It is noted that portions of Southern New England will be impacted by the coastal storm that has impacted the Mid-Atlantic states for several days. The storm will bring heavy rain and strong winds to the region. The worst impacts will be felt over Cape Cod and the Islands. We have determined that we will proceed with the drill as planned and anyone with SKYWARN reportable criteria or a real emergency should preface their message with ‘This is NOT a drill’. Any drill traffic, tactical or formal should be addressed as ‘This is a drill’. We appreciate everyone’s attentiveness and ability to multitask the mini-exercise with the coastal storm.

-Validate contact information and communicate with Emcomm operators

-Exercise the leadership to assemble communication resource information

-Net Control/liason to communicate the relief information to the Cape Cod ARES DEC

-Information will be relayed via voice/Winlink email on available relief head count and shifts to the CC ARES DEC.

BARC assists the Zola House

The Zola Center for Adults with Disabilities (zolacenter.org)along with the Boston ARC held a licensing class at which 8 new Hams obtained their licenses. Now, BARC is assisting in getting those folks on the air from the community center.

Eric (K1NUN)  writes:

“It was a beautiful day for Donna (KB1QVT and director of the Zola Center), Jeff (KB!QVW), Jean (KB1QVV), Alex (KB1SSN), Tom (KB1P), Hank (K1QK), Phil (K9HI), Eric (K1NUN, and John Rice to assemble, build, and install two Ham Radio antennas at the Brigham House in Newton.

Getting an early start, Hank, Tom, and Eric inserted eye-bolt ring insulators at the sunroom corners. These would be the end termination points for the inverted-V antenna. Indoors, Jeff, Jean, Donna, and Alex built the Cushcraft AR270 V/UHF collinear antenna. Eric and Phil ran around distributing hardware, wire, and tools, and performing quality control on the Cushcraft. Hank and Tom, in the attic, mounted the inverted-V antenna at the top of the attic window  and draped the ends down to the standoff insulators and dropped the two coaxial cable transmission lines down to the sunroom. The MFJ pass-thru panel was cut to size and inserted in a rear window. Hank had hand-made a similar panel for the attic window to allow installing the V/UHF antenna indoors, inside the attic.

Jean, Donna, and Eric made several trips up and down, delivering tools, hardware, and encouragement.

Indoors, cables were attached to the pass-thru panel, into the corner cabinet, and it was done!

Tom connected the Boston Amateur Radio Club’s Yaesu FT-897 transceiver to test out the antenna. All worked as expected! Primarily, the V/UHF antenna is our first priority to allow visitors to connect and make contacts through local repeaters. Later, the inverted-V may need pruning for better matching on 20 meters and up through six meters, but the antenna is fine for casual short-wave broadcast listening.

John Rice showed up to pass his approval on the installation. John, by the way, was elected ward alderman just this week, and he continues to serve on the Brigham House Board of Advisors. He said he is pleased to see the Ham Radio antenna and station installation as a means to encourage greater participation in the House’s activities as a community center.”

South Shore ARES Reports Successful First Ham Radio Licensing Class

Hello to all..

The South Shore ARES group reports that it had its first successful Ham Radio licensing class. The class, which had 15 students, had all students pass the test and earning their Amateur Radio Licenses.

South Shore ARES District Emergency Coordinator, Phil McNamara-N1XTB, Eastern Massachusetts ARES Assistant Section Emergency Coordinator and Assistant Section Manager, Carl Aveni-N1FY, and NWS Taunton ARES-SKYWARN Operator, Phil McLaughlin-KB1CYO were the teachers of the class in Middleboro which was conducted over weekly sessions spanning approximately 1 month. “I’m really tickled.  The class taught by Carl, Phil McLaughlin and myself made a clean sweep at the VE session last night.  The Norwood VE team came down for the session.  We have 15 new hams.  One existing tech got his General.  One woman also took and passed the General after passing the tech” said Phil-N1XTB.

“The class was a mix of MRC, CERT, Fire Department, Police and others. It was a good group” Phil added. Efforts are now underway to schedule a Basic Emergency Communications Workshop for the group.
