Cape Ann Amateurs Participate in Pandemic Flu Drill

CAARA Pandemic ExerciseMembers of the Cape Ann Amateur Radio Association participated in a “Pandemic Flu” outbreak exercise on March 28, 2008 at the Cruiseport Terminal Building in Gloucester, Massachusetts.

“The exercise was first discussed at length and the participants were given a scenario to provide necessary public safety, health and support for the duration,” writes Bill Poulin, WZ1L, a member of CAARA’s Emergency Communications Group.

Thirteen amateurs from the group participated in the drill, which lasted five hours. Police, fire, EMS and logistics personnel from the Cape Ann communities of Manchester-By-The Sea, Essex, Gloucester and Rockport also participated.

“We utilized ‘WEBEOC’ (software) on 12 laptop-computers for the drill. Message traffic was developed and sent via computer which was then displayed on the wall so that all participants could keep in the loop of what was happening in their community,” adds Poulin.

During the question-and-answer period immediately following, Kevin Tully, Massachusetts Emergency Management Agency’s Area One Director commended the participants on their first drill.

Salvation Army to Offer NIMS-700 Training

I wanted to inform you of an upcoming course being offered by the EDS department of the Salvation Army here in MA. Many of you have expressed interest in receiving further disaster service training, and this course will allow you to explore what takes place ‘behind the scenes’ at a disaster. This is a FEMA endorsed course and will give you national certification when completed.
IS-700 National Incident Management System (NIMS), An Introduction

Course Overview
On February 28, 2003, President Bush issued Homeland Security Presidential Directive-5. HSPD-5 directed the Secretary of Homeland Security to develop and administer a National Incident Management System (NIMS). NIMS provides a consistent nationwide template to enable all government, private-sector, and nongovernmental organizations to work together during domestic incidents. During the course we will also have the time to look at case scenarios and apply what we are learning in class.

NEAR-Fest Is Coming May 2-3, 2008!

NEAR-fest logoALL radio enthusiasts are invited to attend the Spring 2008 convocation of NEAR-Fest II at the magnificent Deerfield New Hampshire Fairgrounds.

Gates open Friday 0900. Prepaid ticket holders admitted first. Admission is $10.00 per person ($5.00 Saturday after 0600) and $10.00 per vehicle (RVs, Campers, Trailers) $20.00) into the flea market.

Ample free parking available outside the flea market. Thursday night camp over and pre-hamfest get-together @ $20.00 per vehicle. Plan on joining us and help get the fun started early! North Shore ARES Participates in Peabody Regional Homeland Security Exercise

The North Shoare ARES team led by North Shore ARES District Emergency Coordinator, Eric Horwitz, KA1NCF, and North Shore ARES Emergency Coordinator, Jim Palmer, KB1KQW, participated in a a mock exercise with Peabody Emergency Management held by the Northeast Regional Homeland Security Advisory Council. Below is a write-up of that report:

(PEABODY, MA) – Leadership officials from the North Shore Amateur Radio Emergency Service team responded today to a mock exercise being held by the Northeast Regional Homeland Security Advisory Council.

The exercise simulated a mock crash of a tractor trailer truck which carried and released a cloud of chlorine gas into the atmosphere prompting emergency response officials to coordinate efforts on a regional scale, in addition to simulated evacuations and shelter-in-place operations of community residents. Members of the Police and Fire Departments, Electric Light, Department of Public Works were primary responders along with numerous regional Chiefs and Officials from various other communities.

Eric Horwitz – KA1NCF, North Shore ARES District Emergency Coordinator, along with Jim Palmer – KB1KQW, North Shore ARES Emergency Coordinator staffed the Emergency Management desk at the operations center.

Meantime, Mike Griffin-KB1OHZ conducted a surprise resource call-up drill on the 145.47 NS1RA Danvers Repeater simulating an ARES activation across the area. At the ready to assist with shelter communications within an hour’s time were Nat Henricksen-NG1Z, Pete Aery – KI1P, and David Titelbaum – KB1MSR. The operations phase of the simulation kicked off at 10:00 and concluded at 13:00.

Testing our skills further, the exercise ended with a working fire in the Peabody area and we were able to transition to a more realistic operational phase while the scope and extent of the fire were ascertained by the various officials on site. The fire remained small and additional resources were not required from the Emergency Management resources on location for the exercise.

The exercise was considered a great success and all parties involved were able to walk away with various information to improve the efforts at the center. Jim-KB1KQW and Eric-KA1NCF promoted Amateur Radio’s role to the various attendees by teaching that we are available when all else fails. This information was well received and we hope that these officials will spread the word about our valuable role in emergency communications and response.

Overview of all groups participating in the exercise
North Shore ARES has been continuously working on our relationship with Peabody Emergency Management, most recently activating the operations center for a recent Nor’easter on March 8th. No reports of flooding were received from that event but minor wind damage was realized later into the evening prompting an ARES/SKYWARN activation to monitor the storm. Our first activation with Peabody Emergency Management took place on Patriots Day 2007 with a significant Nor’easter which brought several episodes of urban/coastal flooding along with numerous reports of wind damage across the region. Since then we have participated in approximately 15 other activations, mostly for weather related incidents across the area.

The next [Quannapowitt Radio Assocation] fox hunt will be held Thursday night, March 27, starting at 7:00 PM from the Senior Center in Reading. Alex Svirsky, N1PRW, will be in place as the fox at that time using his new foxbox transmitting on 146.565 MHz. We will talk with the fox as necessary on the 145.290 repeater in North Andover. This should be more enjoyable than previous hunts because the foxbox will automatically transmit periodically (and fairly frequently), and we won’t have to keep making requests for the fox to start yapping so we can get a fix on him.

International Marconi Day/KM1CC Operation, 4/26/08

International Marconi Day starts on Saturday, April 26, 0000 UTC this year. That means KM1CC will start operating Friday night April 25 at 20:00 EDST and go thru early evening on Sat. April 26. You can always operate longer on April 26/27 if you want. It will be at the Coast Guard Station, Eastham.

Let me know if you want me to save you a bunk bed so you can spend Friday and/or Sat night. Operating on 80 meters is fun early in the morning! I am planning to provide a “Marconi Pasta Feast” on Saturday night.

Our operation will be open to the public from 9 am-4 pm, so we will need to take turns acting as amateur radio ambassadors to all ages.

Whitman ARC Fox Hunt, March 29, 2008

foxThe Whitman Amateur Radio Club will conduct a fox hunt on March 29, 2008. The hunt begins at 10:00 a.m. and will last until 12 noon, after which time a talk-in will occur for those who have not found the fox.

“I will be the fox and I will be hiding somewhere in Whitman,” writes WARC President Paul Burbine, N1VTI. Burbine adds that he’ll transmit every five minutes on 146.565 MHz.

KD1CY To Present At The National Hurricane Conference

KD1CYARES SKYWARN Coordinator and Director of Operations for the VoIP Hurricane Net, Rob Macedo, KD1CY, will be presenting at the National Hurricane Conference at the Amateur Radio Workshop on Tuesday April 1st, 2008 from 130-500 PM. Rob will be a part of a panel discussing Amateur Radio Operations during hurricanes and will discuss the VoIP Hurricane Net and working with Manager of Preparedness and Response at ARRL HQ, Dennis Dura, K2DCD, they will present the importance of gathering disaster intelligence information during hurricanes.

Assistant WX4NHC Coordinator, Julio Ripoll-WD4R, will present operations at the National Hurricane Center Amateur Radio Station, WX4NHC, where Julio and WX4NHC Coordinator John McHugh-K4AG and their team of Amateurs have been involved assisting the National Hurricane Center for 28 years. They will present highlights of their operations and what the agency is looking for during hurricanes as far as reporting.

The National Hurricane Conference for 2008 will be held in Orlando Florida and the Amateur Radio Workshop is one of a number of workshops, training sessions and presentations at the conference. For more info, please see the link below on the conference:

Reminder: Monthly Eastern Massachusetts ARES Net for March

Hello to all….

A reminder that the monthly ARES Net for March is rapidly approaching. The monthly ARES Net for March is Monday March 3rd, 2008, at 8:30 PM on the MMRA Repeater system. This is after the RACES Nets earlier in the evening.

Make the first Monday of the month, “Emergency Communications Night” and check into your local RACES Net and then check into the ARES Net on the MMRA Repeater System. We look forward to your participation and remember, we are always looking for Net Controls to run the ARES Net.

We will have several interesting announcements for the net that evening and we look forward to everyone’s participation. Updates will be posted via email and on the Eastern Massachusetts ARES Web Site at http://ares.ema.arrl.org
