Eastern Massachusetts ARES "Mini-Exercise" to Support Cape Cod Regional Sheltering Exercise

Hello to all..

The following is an announcement on the Eastern Massachusetts ARES ‘mini-exercise’ for Saturday November 14th, 2009 from 10 AM-1130 AM. See announcement below:

Date: 14 November 2009

Time: 1000-1130 EST

This basic/low level ‘mini-exercise’ is sponsored by Eastern Massachusetts ARES. The short notice of the exercise is part of the exercise design. It is being conducted to simulate a disaster situation on Cape Cod that will require relief operators from our adjoining districts and coincides with the Cape Cod Regional Sheltering Exercise.

EC’s and RACES officers can also gather the information from their group and pass it along with a single checkin. For this exercise, look at your schedule for the next week and provide a date and shift(s) you could be available to deploy to Cape Cod. If you would be unavailable, that is fine too. Just check in or let your ARES EC/RACES officer know. Please plan a 12 hour window. Two hours to travel and brief, 8 hours on shift, and 2 hours to debrief and travel home. For the exercise we are assuming 0800-1600, 1600-2400, and 2400-0800 shifts. No deployments will actually occur.

A brief checkin with this information is all that is requested. The information can be relayed via the following means:

Bridgewater 147.18 repeater

Fairhaven 145.49 repeater

Echolink Conference *NEW-ENG* Node: 9123/IRLP 9123

MMRA Repeater System (Linked up for the exercise like it is linked up for the Monthly Eastern Massachusetts ARES Net)

HF 3943 KHz (may move up or down in frequency depending on HF usage due to other exercises/SETs going on in the area)

Winlink to N1XTB@winlink.org or kd1cy@winlink.org (Those that cannot participate between 10 AM-1130 AM Saturday 11/14 can send an email to either of these addresses anytime between the time of receipt of this announcement and 1130 AM Saturday. – Also, please put //WL2K in the subject of the message so Winlink spam filters do not block or delay the message.)

Local ARES/RACES/SKYWARN frequency as determined by your local ARES EC/DEC/RACES Radio Officer.

Liaison to the Cape Cod repeaters/simplex as well as winlink liaison will be performed by the regional and sub-regional ARES net control centers that are co-loated at the town of Bridgewater and Acushnet EOCs.

It is noted that portions of Southern New England will be impacted by the coastal storm that has impacted the Mid-Atlantic states for several days. The storm will bring heavy rain and strong winds to the region. The worst impacts will be felt over Cape Cod and the Islands. We have determined that we will proceed with the drill as planned and anyone with SKYWARN reportable criteria or a real emergency should preface their message with ‘This is NOT a drill’. Any drill traffic, tactical or formal should be addressed as ‘This is a drill’. We appreciate everyone’s attentiveness and ability to multitask the mini-exercise with the coastal storm.

Exercise objectives

-Validate contact information and communicate with Emcomm operators

-Exercise the leadership to assemble communication resource information

-Net Control/liason to communicate the relief information to the Cape Cod ARES DEC

-Information will be relayed via voice/Winlink email on available relief head count and shifts to the CC ARES DEC.

Thank you for your interest in public service.

BARC assists the Zola House

The Zola Center for Adults with Disabilities (zolacenter.org)along with the Boston ARC held a licensing class at which 8 new Hams obtained their licenses. Now, BARC is assisting in getting those folks on the air from the community center.

Eric (K1NUN)  writes:

“It was a beautiful day for Donna (KB1QVT and director of the Zola Center), Jeff (KB!QVW), Jean (KB1QVV), Alex (KB1SSN), Tom (KB1P), Hank (K1QK), Phil (K9HI), Eric (K1NUN, and John Rice to assemble, build, and install two Ham Radio antennas at the Brigham House in Newton.

Getting an early start, Hank, Tom, and Eric inserted eye-bolt ring insulators at the sunroom corners. These would be the end termination points for the inverted-V antenna. Indoors, Jeff, Jean, Donna, and Alex built the Cushcraft AR270 V/UHF collinear antenna. Eric and Phil ran around distributing hardware, wire, and tools, and performing quality control on the Cushcraft. Hank and Tom, in the attic, mounted the inverted-V antenna at the top of the attic window  and draped the ends down to the standoff insulators and dropped the two coaxial cable transmission lines down to the sunroom. The MFJ pass-thru panel was cut to size and inserted in a rear window. Hank had hand-made a similar panel for the attic window to allow installing the V/UHF antenna indoors, inside the attic.

Jean, Donna, and Eric made several trips up and down, delivering tools, hardware, and encouragement.

Indoors, cables were attached to the pass-thru panel, into the corner cabinet, and it was done!

Tom connected the Boston Amateur Radio Club’s Yaesu FT-897 transceiver to test out the antenna. All worked as expected! Primarily, the V/UHF antenna is our first priority to allow visitors to connect and make contacts through local repeaters. Later, the inverted-V may need pruning for better matching on 20 meters and up through six meters, but the antenna is fine for casual short-wave broadcast listening.

John Rice showed up to pass his approval on the installation. John, by the way, was elected ward alderman just this week, and he continues to serve on the Brigham House Board of Advisors. He said he is pleased to see the Ham Radio antenna and station installation as a means to encourage greater participation in the House’s activities as a community center.”

Way to Go Gang !  A job well done!

South Shore ARES Reports Successful First Ham Radio Licensing Class

Hello to all..

The South Shore ARES group reports that it had its first successful Ham Radio licensing class. The class, which had 15 students, had all students pass the test and earning their Amateur Radio Licenses.

South Shore ARES District Emergency Coordinator, Phil McNamara-N1XTB, Eastern Massachusetts ARES Assistant Section Emergency Coordinator and Assistant Section Manager, Carl Aveni-N1FY, and NWS Taunton ARES-SKYWARN Operator, Phil McLaughlin-KB1CYO were the teachers of the class in Middleboro which was conducted over weekly sessions spanning approximately 1 month. “I’m really tickled.  The class taught by Carl, Phil McLaughlin and myself made a clean sweep at the VE session last night.  The Norwood VE team came down for the session.  We have 15 new hams.  One existing tech got his General.  One woman also took and passed the General after passing the tech” said Phil-N1XTB.

“The class was a mix of MRC, CERT, Fire Department, Police and others. It was a good group” Phil added. Efforts are now underway to schedule a Basic Emergency Communications Workshop for the group.

Congratulations to the students and teachers of this first Ham Radio licensing class for South Shore ARES!

Boston Salvation Army Disaster Services On WBZ Sunday Night and Live Field Exercise Sat 9/26/09

As provided by SATERN Coordinator for Boston Salvation Army, Frank Murphy-N1DHW via the MRAS General email list:

Dear Officers, Staff, Board Members, and EDS Volunteers,

It always is an exciting, delightful opportunity when our programs are extensively promoted to the public. But in this particular occasion, it is time for our Emergency Disaster Services (EDS) Ministries to shine!

On Sunday night – September 13, from11:00 pm – 11:30 pm (“The Jordan Rich Show”), WBZ Radio 1030 will highlight The Salvation Army’s EDS program. Jordan Rich, acclaimed talk show host, will interview Chris Farrand, our Massachusetts EDS Director and Mike Orfitelli, The Salvation Army’s Territorial EDS Coordinator and Trainer,  on-air. The broadcast will not only reach the entire Commonwealth but also 38 states including Michigan, Ohio and Florida. It will also reach portions of Canada.

The interview will highlight:
1) Discussions on The Salvation Army as a reputable, reliable support responder to police, firefighters and all other disaster first responders for any and all disaster events – local, regional and national.
2) The response of The Salvation Army to the 9/11 Tragedy, an event that remains significant in our minds, even as we commemorate it today.
3) EDS Training Programs that will inform and equip our volunteers to provide mass care such as food & hydration, clothing, shelter, emotional & spiritual care, and reconstruction & re-establishment of devastated communities as they rise up from the ashes. The Salvation Army does all of these – depending on the need – both short-term and long-term.

The public can call-in with questions.   It is my sincere hope that we all set aside some time to listen, and even participate when we can to the forum.

Sincerely,
       Major William H. Bode
       Divisional Commander

LIVE FIELD EXERCISE REMINDER:
I also wanted to use this opportunity to remind anyone who has not yet responded the invitation to participate in the live EDS field exercise scheduled for Sat. Sept. 26th. This mock disaster drill will train the different response services we provide from feeding to emotional triage to Incident Command operations. The event will be at Camp Wonderland in Sharon, MA and is scheduled to take place from 8:45am until 3:30pm (with lunch being served from the canteens). This is a great opportunity to learn more about deploying to an actual disaster, as well as build your skills for the field. Flu Facts : What You Need to Know

Tune in to a live broadcast tomorrow, Thursday, September 10 th to see
Dr. Lauren Smith discuss the latest information on H1N1 (swine) Flu.

Dr. Smith will be on Channel 5 WCVB Boston at 7:00 p.m.

I want to let you know about the work we are doing to educate the residents of Massachusetts about the H1N1 Flu this fall. Our strategy incorporates a number of new messages, particularly around vaccination.  The DPH Communications Office is in the process of launching a communications campaign that incorporates messages about key areas of H1N1, with the goal of reducing morbidity and mortality associated with flu.  It has 3 main objectives:  Vaccination – encourage people to get a seasonal flu shot, and an H1N1 flu shot, especially if they are considered high-risk; Prevention – increase behaviors that prevent the spread of flu such as hand washing and covering your cough/sneeze; and Mitigation – encourage people to stay home when sick and to keep their kids home when sick.

The campaign involves messages in a variety of languages, through multiple channels and across several media markets. The channels of communication for the campaign will include:

The Press:  Medi a relations will continue to form the backbone of our communications response.  In addition to regular briefings, we will proactively support our response by pitching relevant stories to support our messages around vaccination, prevention and mitigation.

·        Print:   advertisements will be placed in the Metro, as well as Spanish, Portuguese Chinese, Vietnamese, and H aitian Creole language newspapers.  The print campaign will also include display advertising on mass transit on the 5 major transit authorities in the state.  A copy of one of our web ads is attached as an example of some of our work.

·        Radio:  paid ads and public service announcements in multiple languages will be distributed to stations throughout Massachusetts.  Particular attention will be paid to utilizing ethnic radio outlets.

·        TV:  We are partnering with Channel 5 (WCVB) to conduct a live television show which will air this Thursday at 7:00.  Tune in as Heather Unruh leads a discussion with Dr. Lauren Smith, Medical Director of DPH and Dr. Richard Besser, National Health Correspondent for ABC that answers all the basic questions about H1N1. In addition to this live TV show, we will be taping a 30 minute television show that will air statewide on Comcast OnDemand as well as on cable access stations.  And we will be placing advertisements on both the Boston and Springfield area TV and cable stations, including a Spanish language station.  A copy of one of our TV ads in English is attached to this email.  ( Please note, you many need to save the file to your desktop in order to view.)

·          Social Networking : A variety of social media will be utilized including podcasts, You Tube videos, Facebook, Twitter and blogs.

The campaign began this week, and will continue throughout flu season.  As always, we will continue to use the DPH H1N1 webpage and blog to disseminate a wide variety of information for the public as well as providers and various target groups.  Our website has recently undergone a major revision in an attempt to make the massive amount of information on it more manageable.  You can find it at www.mass.gov/flu .

Please feel free to share this information with your colleagues and family.

Thank you.

Eastern Massachusetts ARES Stand-By Mobilization Secured at 630 PM ET Saturday August 29th, 2009

Hello to all…

…EASTERN MASSACHUSETTS ARES STAND-BY MOBILIZATION SECURED AT 630 PM ET SATURDAY AUGUST 29TH, 2009…

Eastern Massachusetts ARES Standby Mobilization for the Kennedy Funeral and the Nor’easter storm associated with the remnants of Tropical Storm Danny is secured at 630 PM Saturday August 29th, 2009. Thanks to all ARES folks who checked their go-kits and assisted with reports during the nor’easter associated with the remnants of Tropical Storm Danny.

The Nor’easter brought the advertised 3-5″ of rain across Southeast New England with 1.5-3″ rainfall amounts common in Southern New Hampshire, Central and Northeastern Massachusetts. This produced some urban and poor drainage flooding and caused small rivers and streams to rise to near or just short of bankful. Winds briefly kicked up around the coast with 40-50 MPH wind gusts across East Coastal and South Coastal Massachusetts and Cape Cod and the Islands. One report from an elevated wind platform at 60 feet in Horseshoe Shoals had a wind gust of 53 MPH/61 Knots associated with the storm. The winds were brief and were likely convective in nature except for some backside winds reported in some areas between 5-6 PM Saturday Evening. Rainfall and wind reports can be seen via the links below:

The Kennedy funeral also went flawlessly and without incident in Boston Massachusetts earlier today. The State EOC was operational and secured at 2 PM for this event and for the nor’easter storm that affected the area. Once again, thanks to all who supported the stand-by mobilization and thanks to all for their continued support of Eastern Massachusetts ARES!

Eastern Massachusetts ARES Stand-by Mobilization Saturday for Danny and Kennedy Funeral

Hello to all..

***EASTERN MASSACHUSETTS ARES TO BE PLACED ON STAND-BY FOR POSSIBLE MOBILIZATION STARTING AT 6 AM ET SATURDAY LASTING THROUGH 12 AM ET SUNDAY FOR IMPACTS OF TROPICAL STORM DANNY AND FRONTAL SYSTEM INTERACTION ALONG WITH THE SENATOR EDWARD KENNEDY FUNERAL PROCEEDINGS IN BOSTON FOR SATURDAY MORNING***

***SKYWARN ACTIVATION WITH OPS AT NWS TAUNTON WILL COMMENCE AT 5 AM ET THROUGH LATE SATURDAY EVENING/EARLY SUNDAY MORNING***

With the impacts of Tropical Storm Danny and his interaction with a frontal system potentially bringing 3-6” of rainfall and the potential for strong to damaging winds near and just inland from the coast coupled with the fact that there are a significant amount of dignitaries present for the Senator Kennedy Funeral, Eastern Massachusetts ARES will be placed on stand-by to cover the storm and potential flooding and damaging wind issues as well as any exigencies with the Senator Kennedy funeral.

While the intensity and track of Tropical Storm Danny is uncertain, there remains the potential for flooding rains and strong to damaging winds as Danny interacts with a couple other approaching storm systems. There is the potential for a strong hybrid system to bring 3-6” of rain and strong winds of 50-60 MPH on Cape Cod and the Islands and 40-50 MPH along East and South Coastal Massachusetts. While this would normally be handled simply as a SKYWARN Activation, there is an outside chance of something stronger and that needs to be watched. This coupled with the fact that we have a large number of dignitaries in the Metro Boston area for the Senator Kennedy funeral means we should be alert for any issues that could occur with the storm or the funeral or a combination of both events.

We will activate the town of Bridgewater EOC as the Eastern Massachusetts ARES Incident Command Post. We will also activate the Acushnet EOC over the course of the day Saturday to assist with storm reporting and monitoring any other exigencies pertaining to the Kennedy funeral.

We’d like to have ARES personnel assist with SKYWARN reporting of flooding of rivers, streams and urban areas as well as any wind damage. Keep your situational awareness level high from any updates from ARES leadership by checking your email for updates and our ares web site at http://ares.ema.arrl.org and monitor local media on the funeral for Senator Kennedy.

What is ARES Stand-By mode?

ARES stand-by mode is to alert Amateurs within ARES that a mobilization is possible on a wide-scale and that some localized mobilizations are or could be taking place in isolated areas. It means to take a look at your Go-Kit and have batteries and equipment ready to go and charged up and take care of any requirements at home in case a mobilization is required and you can participate. Do NOT self-deploy. Wait for guidance from leadership for any deployment. It is an honor to be ready even if you don’t deploy for the event.  Hopefully, this is just another exercise of our preparedness and capabilities. If not, the ARES leadership looks forward to working with you if any wide scale mobilization is required after the impact of this major storm to the region or an issue arises at the Kennedy funeral.

Thanks for your continued support of Eastern Massachusetts ARES!
