A reminder that the monthly ARES Net for March is rapidly approaching.

The monthly ARES Net for March is Monday March 5th, 2007, at 8:30 PM on the MMRA Repeater system. This is after the RACES Nets earlier in the evening.

Make the first Monday of the month, “Emergency Communications Night” and check into your local RACES Net and then check into the ARES Net on the MMRA Repeater System. We look forward to your participation and remember, we are always looking for Net Controls to run the ARES Net.

We will have several interesting announcements for the net that evening and we look forward to everyone’s participation. Updates will be posted via email and on the Eastern Massachusetts ARES Web Site at http://ares.ema.arrl.org

Concord BPL Update

powerline transformer pixOn January 10, 2007, we reported that amateurs in Concord, MA and ARRL Headquarters were closely monitoring plans by the Town’s electric utility to implement a Broadband over Power Line (BPL) system in that town [See: BPL System Could Be Deployed In Concord].

It’s been learned that negotiations between Concord Municipal Light Plant and PowerGrid Communications of Meridian, Idaho have hit a snag, according to one official with the town’s utility. He reports that Concord Municipal Light Plant has gone through several iterations with PowerGrid, but they have been unable to come up with a plan that “ends with a positive cash flow.”

At the present time, the utility is exploring the feasibility of installing and operating the system by themselves.

SEMARA Proposes New 10-Meter Net To Welcome No-code Techs

SEMARA logoThe Southeastern MA Amateur Radio Association wants to form a new 10-meter SSB net, according to Zero Beat newsletter editor Bob Kelley, K1KVV.

“Considering that all licensed hams can operate SSB in the 28.300 to 28.500 MHz segment, I’d like to propose that SEMARA sponsor a 10 meter net on 28.490 MHz USB,” Kelley writes. K1KVV proposes that the net be held on 28.490 MHz which will “put it close enough to the General segment starting at 28.500 MHz to attract browsers to the net frequency.”

According to Kelley, one volunteer has already stepped forward to serve as a net control station. Kelly has asked for club members’ input in selecting a suitable day of the week, and a time for the new net so that it can begin sometime in March.

Whitman Hams Present To Scout Troop

Whitman ARC Scout presentation, pix 3Members of the Whitman Amateur Radio Club presented on ham radio to scouts in Whitman January 25.

Paul Moss, KB1MTW, attended the Scout den meeting at the Cardinal Spellman Center in Whitman, while Bill Hayden, N1FRE participated while mobile from another location in Whitman.

The scouts were “delighted to be able to participate with on-the-air experience.” Some brief ham radio information was exchanged during their contact over the Whitman two-meter repeater.

A “surprise message” welcoming the group was sent in Morse code and was later interpreted.

Special QSL cards were sent to each scout.

North Shore RA To Produce ARES Operations Manual

North Shore RA logoThe North Shore Radio Association‘s ARES team has begun production on an ARES Operations Manual, according to NSRA Emergency Coordinator Jim Palmer, KB1KQW.

“It is our hope that this manual will be used as a reference to the major operations conducted in our area: from severe weather to full-blown deployments,” writes Palmer. Palmer notes that the manual “is being compiled from various existing sources such as the ARRL and FEMA” as well as some original material.

KB1KQW invites NSRA members who have suggestions for the manual to contact the project leader, Assistant Emergency Coordinator Matt Dempsey, KB1MRH.

Operation Communications Pathways Exercise Saturday 2/24/07 10 AM-Noon

Purpose

Eastern Massachusetts ARES will participate in the Operation Communications Pathways exercise. This exercise will be more simplistic than previous Eastern Massachusetts ARES exercises. The goal of this exercise will be to test out pathways to a handful of major repeaters and also via simplex. The intent is to involve new ARES personnel who may be insecure in participating in a full blown exercise and to also concentrate on some deficiencies exposed in the last exercise particularly around simplex connectivity across the section. Message traffic will not be emphasized in this exercise but if time allows, Hams are encouraged to pass message traffic especially via simplex. The message could be sent tactically or formally giving the signal report of the main control point or secondary control point as required.
Concept of Operations

The concept of operations for this exercise will be to have Amateurs start on one 2 meter repeater frequency and then move on to other repeater frequencies to see if they can reach them following a specific schedule. The operations will end with an attempt to reach all stations participating on Simplex using a series of relays where appropriate. Below is a rough schedule of repeaters and simplex frequencies to be tested:

1000-1020 AM: 145.23-Boston Repeater (PL: 88.5 Hz)
1020-1040 AM: 146.64-Waltham Repeater (No PL)
1040-1100 AM: 145.47-Danvers Repeater (PL: 136.5 Hz)
1100-1120 AM: 145.49-Fairhaven Repeater (PL: 67.0 Hz)
1120 AM-Noon: 147.42-Simplex*

*–KD1CY @ W1AEC which is the SEMARA Club will act as the main control point on Simplex and will hand the control point off to other main stations as they come on the frequency. If you are a participating station and do not hear any traffic on simplex, be patient, and listen carefully to see if one of the other control points that will be established live during the exercise can hear you.

The HF Net will be active on either 3943 KHz or 7245 KHz depending on propagation and serve as a command/control point for those that cannot make contact on a designated repeater to fall back to until they move on to the next frequency and to let stations know what repeater the net is on or what repeater the net has moved to if in transition. In addition, the EchoLink/IRLP New England

Reflector (EchoLink Conference Server Node: 9123/IRLP reflector #9123) will also serve as a command/control point similar to what will be done on HF. We also will attempt to get information on where we move the body of stations passed via WinLink and Packet as another means to track where all the stations are active.

We ask all participating stations to try all 5 frequencies even if they feel they cannot reach a specific repeater or don’t have reasonable simplex coverage. It will be a good way to determine the range of your station and holes in coverage when using this specific set of repeaters or Simplex. Use HF, VoIP and Digital modes as control points.

If you are participating and cannot or do not feel you can hit any of the slated repeaters, simplex or control points on HF, VoIP or digital modes, please contact your local ARES EC/DEC or SEC so we can assist you in some way to participate in this exercise.

The following are important Packet Frequencies on VHF/UHF and HF for this drill where message traffic on what frequency is currently active will be passed to with enough participating stations:

WinLink Frequencies:
145.75: Main WinLink Frequency for Mass. State EOC and MEMA Region I
3.591 USB: Main HF WinLink Frequency for Mass. State EOC and MEMA
Region I. Region I setup currently down due to interference issues.

Packet Frequencies:
145.01: Packet Frequency supporting MEMA Regions and State EOC
145.09: BBS infrastructure supporting MEMA and NWS main Packet Freq.

There are additional local frequencies that maybe utilized in this drill at your local town/city level or at a regional level as another means to follow where the net goes for stations who may not hit the selected repeaters. Please contact your ARES DEC or EC for further information on additional frequencies that maybe utilized in your specific area during the drill.

Eastern Mass ARES & Massachusetts SATERN in Local Statement of Understanding

Hello to all….

Eastern Massachusetts ARES and Massachusetts SATERN have signed a Local Statement of Understanding (LSOU) through the end of 2008 announcing mutual cooperation in exercises and support if disaster strikes and SATERN needs Amateur Radio support from ARES. The agreement was worked through Frank Murphy-N1DHW, Massachusetts SATERN Coordinator, Joe Fratto-N1RLO, Massachusetts SATERN Training Officer and SATERN’S ARES/MARS/SHARES/APCO liaison, and Bill Foley-KB1GLF Salvation Army of Massachusetts Emergency Disaster Services Coordinator.

The agreement was worked out in November 2006 with Eastern Massachusetts ARES Section Emergency Coordinator, Rob Macedo-KD1CY and Metro Boston ARES District Emergency Coordinator, Blake Haskell-K1BTH. The agreement, approved by Dick Montgomery-N3DV, the Salvation Army SATERN Eastern Territory Coordinator, was signed off at the end of 2006 with a signed copy distributed early in 2007. SATERN-Boston (MaSATERN) has participated in several ARES exercises since 2001, as well as ARES Nets on the MMRA Repeater system under their call sign W1MSA. MaSATERN is also a NavyMarine MARS Club Station, call NNN0RNT.

The LSOU is in line with the national MOU between ARES and Salvation Army and institutes and reinforces that agreement at a more local level. Eastern Massachusetts ARES is very pleased to work with Massachusetts SATERN across the Eastern Massachusetts section.

ARES members are asked to please be prepared to support Massachusetts SATERN when required for exercises and actual diaster related incidents. Thanks to all of you for your continued support of Eastern Massachusetts ARES!

SEMARA Fox Hunt, Feb. 15, 2007

fox pixThe Southeastern MA Amateur Radio Association will conduct a “fox hunt” in lieu of its regularly scheduled “Tech Talk” this evening. Those interested are requested to meet at the club hall (54 Donald Street, Dartmouth) at 7:00 PM for a brief meeting and rule review. Afterwards, they will “send the fox on his way to hide” as participants discuss direction-finding techniques. No experience or special equipment is required.

WCVB’s Chronicle To Air Happy Birthday Radio

Bob Merriam, W1NTE at station PJBoston television station WCVB will air the program Happy Birthday Radio on Friday, February 23, 2007 from 7:30 to 8:00 PM ET., simulcast in 720P HD on WCVB-DT5.1 Boston, according to Art Donahue, KA1GGG. Donahue is the producer of the Happy Birthday Radio program.

The show is based on the 100-year celebration of the first voice radio transmission at Brant Rock, MA.

Red Cross Backs Off On Credit Checks For Volunteers

Red Cross logoCQ Magazine Public Service Editor Bob Josuweit, WA3PZO, reports that the American Red Cross has announced changes to its controversial policy requiring background checks of all volunteers, including, in many cases, hams working through the Amateur Radio Emergency Service. Many hams were concerned about invasion of privacy, as the standard consent form granted permission not only for criminal background checks but also for credit checks and “mode of living” checks.

A spokeswoman for the Red Cross region serving Arkansas, Louisiana, New Mexico, Oklahoma and Texas, has confirmed the following changes in the background check policy:

* A new consent form will be developed that eliminates all references to credit checks and mode of living.

* People who signed the previous forms will not be subject to credit checks or mode of living checks. A new form will be developed for those positions requiring credit checks.

* Red Cross senior management will establish a policy to define which positions will require credit checks and how those checks will be evaluated.

Bryce Salmi, KB1LQC is also mentioned in Youth@HamRadio.Fun. An Amateur Extra class operator, Salmi is currently a senior at Chelmsford High School. KD1CY Appointed ASM

Eastern MA ARRL Section Manager Art Greenberg, K1GBX has announced the appointment of Rob Macedo, KD1CY as an Assistant Section Manager.

“I appointed KD1CY as my first appointment because of his talent, knowledge, and his ability to get the job done–fast and correctly, no matter what that job is,” writes Greenberg.

Macedo has held a number of positions within the ARRL field organization, including his current appointment as Section Emergency Coordinator. In addition, KD1CY serves as SKYWARN Coordinator for the Taunton, Massachusetts National Weather Service office.

“He is a young man with outstanding leadership, adds Greenberg. “For what I have planned for Eastern MA ARRL, I need a great second hand.”
