Biographical Information I was born and raised in Saratoga Springs, New York and moved to the New Bedford Massachusetts area in 1991 to go to college at UMASS-Dartmouth and graduated with a Bachelor of Science in Electrical Engineerng in 1995 where I got a job at EMC Corporation in May of 1995. I have worked at EMC Corporation for roughly 15.5 years. I became interested in Emergency Communications when I first got my Ham Radio license in 1988 by supporting SKYWARN Nets in Upstate New York from 1990-1992. After a 2-year hiatus, I became involved with the National Weather Service in Taunton, Massachusetts by providing SKYWARN training to local Hams in South Coastal Massachusetts and became the SKYWARN Training Coordinator in 1995 followed by becoming the ARES SKYWARN Coordinator for NWS Taunton in 1996. I was also involved with local Emergency Management Agencies in the towns of Dartmouth, Fairhaven and Acushnet. I became the Southeast Massachusetts ARES District Emergency Coordinator in 1999 along with my SKYWARN Coordinator position. In the past 5 years, I’ve continued my involvement in SKYWARN and have chaired a Communications Committee on a statewide level for the Red Cross. Over the past several years as ARES Section Emergency Coordinator and Assistant Section Manager, ARES involvement has included planning and execution for operations for the Democratic National Convention in 2004 working with Red Cross and Salvation Army, the Operation Atlas Logan Airport Drill in 2005, the ice storm ARESMAT to Western Massachusetts in December 2008 and limited ARES deployments for nor’easter storms and flooding in the late Febarury and March 2010 timefame. I continue to have a strong desire to bring my knowledge and experience in continuing the advancement of ARES in the Eastern Massachusetts section and look forward to working with all the great Amateurs in Eastern Massachusetts, who without their help, none of our great accomplishments would be possible. |

Section Emergency Coordinator Description The SEC is the assistant to the SM for emergency preparedness. The SEC is appointed by the SM to take care of all matters pertaining to emergency communications and the Amateur Radio Emergency Service (ARES) on a sectionwide basis. The SEC post is one of top importance in the section and the individual appointed to it should devote all possible energy and effort to this one challenging organizational program for Amateur Radio. There is only one SEC appointed in each section of the ARRL Field Organization. SEC qualifications and functions: 1. Encourage all groups of community amateurs to establish a local emergency organization. 2. Advise the SM on all section emergency policy and planning, including the development of a section emergency communications plan. 3. Cooperate and coordinate with the Section Traffic Manager so that emergency nets and traffic nets in the section present a united public service front, particularly in the proper routing of Welfare traffic in emergency situations. Cooperation and coordination should also be maintained with other section leadership officials as appropriate, particularly with the State Government Liaison and Public Information Coordinator. 4. Recommend candidates for Emergency Coordinator and District Emergency Coordinator appointments (and cancellations) to the Section Manager and determine areas of jurisdiction of each amateur so appointed. At the SM’s discretion, the SEC may be directly in charge of making (and canceling) such appointments. In the same way, the SEC can handle the Official Emergency Station appointments. 5. Promote ARES membership drives, meetings, activities, tests, procedures, etc., at the section level. 6. Collect and consolidate Emergency Coordinator (or District Emergency Coordinator) monthly reports and submit monthly progress summaries to the SM and ARRL Headquarters. This includes the timely reporting of emergency and public safety communications rendered in the section for inclusion in QST. 7. Maintain contact with other communication services and serve as liaison at the section level with all agencies served in the public interest, particularly in connection with state and local government, civil preparedness, Federal Emergency Management Agency, Red Cross, Salvation Army, the National Weather Service, and so on. Such contact is maintained in cooperation with the State Government Liaison. 8. Section Emergency Coordinators are encouraged to earn certification in Levels 1, 2, and 3 of the ARRL Emergency Communications Course. Recruitment of new hams and League members is an integral part of the job of every League appointee. Appointees should take advantage of every opportunity to recruit a new ham or member to foster growth of Field Organization programs, and our abilities to serve the public.
