September 2012 Eastern Massachusetts Hospital Net – Saturday 9/8/12 at 10 AM EDT

Good Afternoon Everyone,

As you know, due to the Labor Day holiday the Eastern Massachusetts Hospital Net will be conducted one week later on Saturday September 8 commencing at the usual time of 10am. Net Control for this months drill will be done by members from the South Coast Hospital Group. Going forward, if any group or organization would like to assist and run Net Control from your facility please let us know. It would be great to rotate months among several groups.

We would also like to extend an invitation to the EOC of any city or town that is served by any of our participating hospitals to join the NET. During an event it is quite possible that these locations will be activated and communications with health care facilities solely via amateur radio is a possibility. 

The following repeaters will be used in the order listed starting at 10AM unless otherwise announced at the beginning of the NET. If you can not reach a specific repeater please monitor the next system in the rotation and wait for the net to arrive. When checking into the Net please use the standard net check in procedure which is: Here is.., un-key, wait 3 seconds to check for doubling, then give your call sign, Name, and facility or group represented.
 
It should be noted that the Plymouth Repeater is being skipped this month and has been taken out of the list. Through the generosity of the Genesis Amateur Radio Society system will be in use for coordinating a large road race in Plymouth.

Boxboro Hamfest/New England ARRL Division Convention 2012 Features ARES/RACES/SKYWARN Booth/Presentations

The Boxboro Hamfest and New England ARRL Division Convention will be held Friday August 24th-26th, 2012 at the Holiday Inn in Boxboro Massachusetts. There will be a RACES/ARES/SKYWARN booth at the Boxboro Hamfest/New England Division Convention staffed by Eastern Massachusetts ARES, RACES, SKYWARN personnel who can answer questions on the various EMCOMM programs in Massachusetts and direct folks within the New England Division to resources within their section. Please stop by and visit the booth during the convention/hamfest. Sign-ups for ARES and SKYWARN and various email lists will be taken at the booth throughout the convention timeframe. Reminder: Monthly Eastern Massachusetts ARES Net for August 2012

Hello to all…

A reminder that the monthly ARES Net for August is rapidly approaching. The monthly ARES Net for August is Monday August 6th, 2012, at 8:30 PM on the MMRA Repeater system. This is after the MEMA Nets earlier in the evening. For frequencies that will be linked into the ARES Net on the MMRA Network, please see the following link from the MMRA web site detailing the repeaters that will be linked in through Hub 1:

Eastern Massachusetts Hospital Net – Saturday August 4th, 2012 at 1000 AM

Hello all,

On Saturday 04 Aug. 2012 at 1000hrs. the Eastern Ma. Hospital Net will be conducting their monthly exercise. The Net Control Station for this month’s drill will be St. Luke’s Hospital in New Bedford. I would like to invite all ARES and RACES Stations including EOC’s to participate in Saturday’s Drill.  The frequencies that will be used are listed below ,if you cannot make contact on a frequency please QSY to the next frequency or repeater and stand by for the net. The most important part of the drill will be the simplex portion of this test so we can see if there are stations out there that may be able to operate as relays between Hospitals if the need ever arises.This will be a great oportunity to test our ARES capabilities here on the South Coast. If anyone has any questions please feel free to contact me.The drill will begin on 147.180 Bridgewater repeater at 10am.

Plymouth G.A.RS. 146.685 Repeater Out of Service 8/1/12 Through 8/7/12

This is to inform users of the Plymouth G.A.R.S. “685” repeater will be out of service for a general checkup.  The repeater will be shut down on Wednesday August 1, 2012 and hopefully returned to general amateur use on the following Tuesday August 7, ready for the weekly net.

The repeater trustee’s will notify the G.A.R.S. if the repeater has any problems.  If a skywarn activation is needed use one of the other local repeaters for information.  You can check on line with the New England Repeater Directory or the frequency listing as posted on the wx1box.org web site.

Cape Cod ARES Drill "Operation Shake and Bake" – Saturday July 21st, 2012 from 10 AM-12 PM

Cape Cod ARES will be holding an ARES drill this Saturday July 21st, 2012 and Amateur Operators and ARES members outside of the Cape Cod ARES district are welcome to participate.

Cape Cod ARES District Emergency Coordinator, Frank O’Laughlin-WQ1O said “We’ll be looking for other stations in MA/RI/NH for HF contacts. We will also be looking for stations on 2 meters in the Southeast Massachusetts area.”

Eastern Massachusetts Hospital Net Saturday July 7th at 10 AM ET

Good Afternoon Everyone,

We will be hosting the Eastern MA Hospital Net this Saturday July 7th commencing at 10am. If any group or organization would like to assist and run Net Control from your facility please let us know. It would be great to alternate or rotate months among several groups.

In addition to 2 meter voice communications in the future it might be beneficial to include voice communications using HF and also point to point (non-bbs) packet communications using 2 meters. We have tested some programs and RMS express has proven so far to be successful using both telnet and packet (BBS) and point to point (P2P) in addition to it’s ability to compress messages. Compressed packet messages may play a very important role in communications between health care facilities. We look forward to everyone’s thoughts on this as one standardized program and protocol should be used.

We would like to extend an invitation to all city or town EOC’s that are served by one of our participating hospitals to join the NET. During an event it is quite possible that these operation centers would be active also and the need to communicate between health care facilities and local government may be necessary.

Update on RACES to ACS transition program.

As you know, we have been working with MEMA to affect changes to the RACES program since last fall.  Their main premise is for us to reduce the local government use of AR resources providing gap communications in an emergency.  They were concerned that Amateur Radio (AR) is still married to the old Civil Defense model, and that AR needed to fit better in the 21st century modern communication and response doctrine environment.

MEMA’s main goal is that AR should rather focus on situational/incident reporting as part of our response activities under the ESF-2 umbrella, based on what is done in the highly successful SKYWARN model.  They also liked the potential of folding AR personnel with other volunteers into an Auxiliary Communication Service (ACS).  We formed a stakeholder committee that met several times with MEMA personnel we were told were authorized to negotiate with us, and we were led to believe that progress was being made.

Then, inexplicably, the rapid progress to implement the program came to abrupt halt.  MEMA claimed that the AR leadership was telling its membership that “the state was terminating AR” and that “MEMA was going to close their regional offices”.  Both claims were manifestly untrue.  The implementation date slipped from the 1 April date they requested to late April/mid-May.  When it became obvious to me that even a 1 July date would not be met, I requested a meeting to clarify status.  Not only was my request not honored, I received no response for nearly three weeks.  Frankly, I would have been satisfied with MEMA to use 19th century protocols that encourage notes to be responded to.  In my judgment, no one is too busy to show good manners.

After all this effort, I was finally told that MEMA desired to “… continue to use MRAS assets as we have in the past, until the Fall.”  So we will do that with some caveats I will explain in the next section.

Continuation of present RACES organization.  We will continue our organization and manner of “doing business” with the following notatioins:

State RACES:  I will continue as the State RACES Officer until sometime into the Fall.  I will need to be relieved as I have other commitments to attend to on the first of the year.  I also believe that MEMA wants a very cursory presence in the SEOC.  As we also desire more of a local/regional emphasis for this program, I welcome this development.  I am also eager to convert the SEOC to client status, requiring them to request specific services on an as needed basis (excepting Level 4 activations).

Regional RACES:  For years, regional RACES Officers have been serving at the pleasure of the MEMA Regional Directors, coordinating AR communications from resident towns and cities.  As of this writing, many communities insist that AR is the only way they can communicate with the state to receive needed services during a disaster.

Towns and Cities: Communities that cannot avail themselves (for any number of reasons) to more robust state systems, will use AR communications and RACES operators.  We will continue this practice, but also encouraging the following practices:

Attempting to use state resources first, utilizing the plan published in the Massachusetts Interoperable Field Operating Guide (MIFOG).  Please contact me if your EMD has not received this document.

Utilizing communications with neighboring towns and cities for informational exchange and mutual support.  Please discuss this with your EMD, and set it up well before the next disaster.

Utilizing digital communications software for non-tactical communications supporting #2 above.  Please contact any RACES Leader for information

Go ahead with your own ACS conversion.  Design and implement a program to integrate other communication volunteers such as ARES, REACT, MARS, CAP, and other skilled or retired communication professionals interested in volunteer work.  Please contact any RACES Leader for information.

RACES net training schedule.  NO changes to schedule to the end of this year.

We will drill our tactical frequencies as we have since last Fall.  The dates are the first Monday of each month (the next is 7/2), except in September when it is pushed to the second Monday due to the Labor Day Holiday.

Please exercise your resource frequencies at the same time and consider staying on a little longer and play with the ARES folks!

Exercise training with Operation “What do I do next?”.  I would like you to participate in some specific communication exercises for the next three months to be prepared for a possible hurricane strike in September.  This will be detailed in a separate memo I will issue tomorrow or Saturday.

Run To The Rock Road Race in Plymouth – Saturday September 8,2012

Hello Everyone,

We are looking for Amateur Radio Volunteers for the annual “Run To The Rock” Road Race in Plymouth. This is an exciting event as we cover 3 separate race courses that converge on the Finish Line at Plymouth Rock.

Amateur Radio public service is interesting and offers a fun experience. The communication load for this event is fairly light, but safety and support for the participants and staff are always our primary concern.  It is an excellent event for hams new to public service that want to gain experience.  

A 2-meter hand-held portable is needed at most assignments however we do have a few locations that can be covered by a mobile unit.  An antenna better than the “rubber duck” that came with your portable radio should be used for all public service events.  Be sure you charge your radio’s battery before the event.  An extra battery pack is sometimes helpful.

Hams/ARES Participate in Scituate Health Department Anthrax Medicine Dispensing Drill

The following report from ARES Emergency Coordinator, Bob Callahan-W1QWT:

We had the Anthrax medicine dispensing drill in Scituate on Saturday June 2. The participants were comprised of member of the Medical Corps, Town Employees, CERT, and ARES. This was a setup drill only. Bob-W1QWT was the communications person and he set up the radios for everyone to use.

The State provided 12 FRS radios which were used for communications around the dispensing site
which was the Jenkins school. The State provided two Motorola UHF radios programmed to the
Scituate Police frequency used to talk to the police. The plan was to have buses pick up
residents at the Greenbush train parking lot and the North Scituate train parking lot.

Hams were dispatched to those locations and used the 145.25 repeater to communicate back to the
Incident Commander (Board of Health Director).Also KB1FBA was stationed at the EMS center at the
Scituate Fire Department

Bob-W1QWT shadowed the Incident Commander with a HAM radio, CERT radio (MURS), and FRS radio. We
assembled for pre-training at 8:30 AM and were done by 11:30 AM.

To those who are new to message handling, delivering messages is one of the more important aspects of traffic handling since it is an interface between amateur radio and the general public, educating people on the public service ham radio provides.  Messages to other hams also provide an opportunity to introduce message handling and traffic nets to those who may not be familiar with this aspect of our hobby.  It is also fun, meeting new people, sharing messages to them from family, friends and other hams around the country, and in the case of other hams, perhaps talking with them about their interests in the hobby as well as yours.  This is a skill however, one that improves and becomes more comfortable with practice. 

Begin by making sure you copied the message accurately, requesting fills as needed and making sure the  check in the preamble matches the number of words in the text.

When calling introduce yourself as a ham radio operator with a radiogram for (addee) from (name in signature) in (place of origin).  This helps them to know you are not a telemarketer.  You might explain that the message is sent as a free public service so they know you’re not going to ask for money.  If you have ascertained that you are speaking with the addee, go on to read the message.  If the addee is not home ask the person answering if they wish to copy the message or when would be a good time to call back.  If you get an answer machine leave your name and phone number and a brief explanation why you are calling and that you will call back.  Some will call you back.  If you don’t hear back try again another time.  If after three tries you still get no response, send a service message to the originator.  This will be covered later.

When delivering a message you will only read the text and signature.  Remember most people will not know about arl numbered radiograms, so make sure you are prepared to read the corresponding text for the specific arl number.  (See nts.ema.arrl.org for list of these texts)  Any use of the initial “x” corresponds to a period and the word “query” represents a question mark, so these are generally not read in the text.  Most folks are very appreciative of the messages we deliver.  However you may get someone on a bad day who will react accordingly.  Remember we are ambassadors for amateur radio and conduct yourself accordingly.

Notice any handling instructions (HX’s in the preamble).  If there is an HXC send originator a radiogram with date and time of delivery.  If there is an HXE, attempt to get a reply to send back to the sender.  An HXF followed by a number means hold message for delivery until  that date.  If a message is undeliverable send a service message back to originator explaining reason for non delivery.  If phone number is incorrect, disconnected or not in service, include number you called in the text of your service message since sometimes phone numbers you received may have been garbled along the way.

Sound complicated?  It really is not.  The important thing is to relax and have fun, and know that you are getting practice in performing a public service

A reminder that the monthly ARES Net for June is rapidly approaching. The monthly ARES Net for June is Monday June 4th, 2012, at 8:30 PM on the MMRA Repeater system. This is after the MEMA Nets earlier in the evening. For frequencies that will be linked into the ARES Net on the MMRA Network, please see the following link from the MMRA web site detailing the repeaters that will be linked in through Hub 1:

Notes from the Section Traffic Manager

Greetings Eastern Mass traffic handlers, 

It is with great sadness that we have lost a fellow traffic handler and friend in Gil Follett W1GMF.  He will definitely be missed.  Gil’s passing has not only left us without that booming voice on the nets and a lot of traffic, but he was also sysop for the N1XTB BBS, our local digital outlet for traffic and helped maintain the NTS page on the ema.arrl.org website.  Phil N1XTB has agreed to keep the BBS operational for our use, and Loren N1IQI, who has helped keep us busy with his traffic, has also, along with K1YCQ and N1LUM, been monitoring the BBS for traffic to make sure it gets cleared.  Thanks to all you folks and others who take traffic from the BBS for delivery.  It is much appreciated.

Your STM is about to learn how to post information on the website, so you can look for the monthly report and any other traffic notes which I hope to put up there.  If anyone has any traffic related articles they would like to see posted there please let me know.

It is great to see all the new folks checking into both the two meter nets, taking traffic and taking on net control.  Just a reminder that not only does the 8:00 net meet daily on the Boston repeater, but Heavy Hitters meets regularly at 10 on the Minuteman linked repeaters Monday, Wednesday and Friday as well as Tuesday and Thursday when  NCS is available.  Dave N1LUM has been running most nets along with Scott N1SGB on Wednesdays.  This net has been growing, but I’m sure Dave would appreciate help with NCS duties. 

We have an Eastern Mass section net which currently meets Monday through Friday at 5:30 on 3918 Khz.  Participation on this net has not been very good.  Currently this is our only section net, and liaises with the region nets to get traffic beyond the section.  Is anyone on HF who could help out with this net?  Please see Jim N1LKJ or KW1U for more information.  If we had more participation we would like to return to seven days a week. 

Anyone interested in CW traffic handling?  We have had no CW section net for awhile now due to lack of participation.  There is an excellent CW training net and I would be happy to provide more information about that to anyone interested.  Not feeling good about your CW skills?  I would be glad to get on the air for some code practice.  I haven’t tried CW on two meters, but can set up some practice time on HF if anyone is interested.

RACES/ACS Transition Program Update from Acting State RACES Radio Offier Mike Neilsen-W1MPN

Hello all stations

I hope you all had a good Easter Holiday.  I have an important update on the ACS transition project, and some other announcements.

The management at MEMA has informed us that they are still developing their ACS Program guidelines, and they are desirous of postponing any further transition activities.  This means we will continue with the present RACES program until further notice.  I will also remain in the State RACES role (albeit temporary) until we begin the transition process again.

MEMA has been hard at work at this process, but it had to attend to several important projects first in order to make this change a reality.  One of the most important was finalizing the State Interoperable Operations Guide, and defining how new communication positions will support the state Communication Leader (COML) program.  For example, the Radio Operator (RADO) position will be important to us.

We are now anticipating receiving MEMA’s draft plan for our comment sometime early next month.  After our review, we will enter into discussions to finalize the plan.  Assuming we do not suffer any major disasters this Spring, we *may* be able to begin the transition process again in July.  So please go about your normal RACES routine until you hear from me again with the approved plan.

I can tell you that rumors have hurt us in the past few months.  I have always been honest with you.  If you have questions, please ask one of us on the transition team.  You are encouraged to contact any of the following team members:

News:

RACES and ARES will activate in stand-by mode from 0730 to 1800 on Monday to support any issues occurring outside of the Boston Marathon Race Zone.  This is for those of you who are not already committed to supporting the Marathon.  A unified command center (RACES/ARES) will be stood up in the SEOC and the EMA ARES ICP in the town of Bridgewater.  We are also hoping that WECT can be available.  These facilities are expected to begin to function within 15 minutes.  We would like other RACES stations to be able to mobilize within 30 minutes.  Please see the RACES OPLAN to be passed under separate cover.

2. The Hurricane training conference will be held on May 9th in the former Ft. Devens complex.

3. Please plan on a normal “emergency communications” night on Monday May 7th.  As before, we will conduct system checks only on tactical frequencies.  We will be looking to you to set up relays for simplex comms.  Please try to use battery power.  Pass administrative and club traffic on resource nets, digitally if possible.  Finally don’t miss the opportunity (and fun) of checking in with the HF gang.  NVIS anyone?

4. The FCC has invited comments on the use of AR in emergency communications.  I will be submitting comments on behalf of the AR community in MA.  If you want us to consider any issue in our submission, please forward them to my email at w1mpn@arrl.net.

5. Finally, don’t miss the opportunity to avail yourself to SKYWARN training classes to be held in various venues around the state.  See the schedule at wx1box.org.  Remember too, you can always practice your skills at a public service event.
