Hello Everyone,

Net Control for the March 2,2019 Eastern MA Hospital Net will be W1SSH, The South Shore Hospital Amateur Radio Club . The net will commence at the usual time of 10:AM using the following repeaters in the order listed.

1. Attleboro 147.195 Mhz tone 127.3
2. Boston 145.230 Mhz tone encode 88.5 decode 100.0
3. Plymouth 146.685 Mhz tone 131.8
4. Simplex 147.42 Mhz

The Net will then return to the Attleboro Repeater for final comments and Net closing.

NET Protocol: Please wait for Net Control to ask for Check-ins. When asked to check in please use the standard net check in procedure which is: Here is.., un-key, wait 3 seconds to check for doubling, then give your or your facilities call sign, your first name, and your facility’s name.

We extend an invitation to any health care facility or EOC of any city or town that is served by one of the participating hospitals to join the Net. We also extend an invitation to any RACES or ARES member to check in during the NET.

Any hospital wishing to join the net that needs assistance with equipment or personnel should contact us at ssharc@gmail.com. We can assist you with getting your location on the air.

We are always looking for groups or organizations to try their hand at Net Control duties. If you are interested please let us know. Our goal is to rotate Net Control practice and the experience among as many groups as possible.

New ARES Plan Approved by ARRL Board of Directors Press Release

The ARRL Board of Directors at their last board meeting approved the new ARES Strategic Plan and on Tuesday 2/19/19 put out a press release on the strategic plan and a link to the finalized ARES plan. Details can be found at the following links:

Massachusetts Emergency Management Agency (MEMA) Has a New State Director – Samantha Phillips

The Massachusetts Governor’s office announced on Wednesday 2/20 that Samantha Phillips will be the new state director of the agency replacing Kurt Schwartz after 30 years of public service in various roles in the commonwealth of Massachusetts. MASSACHUSETTS TRAFFIC REPORT FOR JANUARY 2019

Greetings All,  Below you will find the January Traffic Report for the combined sections of East and West Mass, thanks to the efforts of both Greg KC1CIC and Peter KD2JKV.

I am also including here a clip from an email received concerning a response from a radiogram recipient which was received by Henry WA1VAB of the MARI CW net.  I’m sure it was very rewarding to Henry and it is part of the reasons we deliver these radiograms.

“Thank for the radio gram! Most unexpected and a real treat to seeing how the network works!

I’ve just returned from a crash course at New England Sci-Tech in Natick, where I was upgraded to general class. Looking forward to getting on the air. I haven’t quite decided which frequencies and modes are best, as I’m in “low ground”, and thus may have some experimentation to do.

Thanks to all who have participated in helping to deliver message traffic.  It can be frustrating when phone numbers don’t work, which often is the case, but as you can see from Henry’s example, going the extra mile can pay off.  I know some of you have mailed messages out.  Others have found email addresses (often available for hams on qrz.com).  Your efforts are very much appreciated and help to spread the word about NTS nets and message handling.

Just a reminder about service messages.  The NTS manual tells us there are three (and only three) things we do with radiograms we receive: 1) deliver it, 2) relay it, or 3) service it back to the station of origin if undeliverable.  The station of origin is the one whose call sign is in the preamble and not necessarily the person signing the message.  Using the arl numbered radiogram “arl sixty seven” is a convenient way to do this as you only need fill in the blanks.  These blanks include the message number and a brief explanation of why it was undeliverable.

Another reminder, along the same lines, is to observe the handling instructions or HX_ We often see HXC in a preamble, and I for one have at times been remiss to send a message back to the originating station with the date  and time of delivery.  I have seen complaints from some originators that they never heard back the status of their message.  That’s not necessarily from Massachusetts as I know you all know “the ropes”, but just a reminder to all since I need such a reminder too.

Local Communities Looking for RACES Officers

A few months ago, the Massachusetts Emergency Management Agency conducted a survey for all local community emergency management directors across the Commonwealth. The survey was specifically about the use of amateur radio and RACES locally within their community, whether each emergency manager has an appointed RACES Officer, and if not, if they would like to find one.

 

The Radio Amateurs Civil Emergency Service (RACES) is a radio service using amateur stations for emergency management communications during periods of local, regional or national emergencies. RACES is defined in law in Part 97.407 of the FCC rules. In the event the U.S. President ever needed to silence the regular Amateur Radio Service by invoking the War Powers Act of 1941, only RACES appointed stations could continue to operate and assist their appointed served agencies.

As a result of the survey conducted by MEMA, the list of communities below are interested in locating an amateur radio operator to serve as their RACES Officer.

If you are interested in any of these appointments, please inquire with that community’s emergency management director. It is also highly recommended to discuss the matter with MEMA Regional RACES Officer which services that local community’s county. We might be able to recommend you based on whatever previous amateur radio EmComm or other public service you’ve done that we’re aware of. We may also be able to give you additional insight into the role in that community.

The first Monday of every month, unless the first Monday is a holiday, is a test of the Massachusetts RACES and ARES communication capabilities. If the first Monday of the month is a holiday, then the test is delayed one week and will be held the following Monday.

For February, the first Monday of the month is Monday Feb. 4.

MASSACHUSETTS TRAFFIC REPORT FOR DECEMBER 2018 AND YEAR END TRAFFIC SUMMARY

Winter is now upon us and showing not only it’s beauty but it’s challenging propagation where NTS nets are concerned. On HF, radiowave skip continues to be long many days and evenings making it difficult to hear local stations on section and region nets. We have been able to make good use of 160 meters on MARI CW net, but have to get creative where not all net participants have 160 meter capability (a 160 meter dipole is approximately 265 feet long). If you don’t find us on 3565 Khz, look on 1810 Khz.

The MARIPN continues to operate on 3978 Khz plus or minus for interference. With long skip bringing distant stations into hearing range, we have often moved up a couple Khz so look around. Local signals also have been on the weak side but we look forward to spring and better conditions and hopefully more check-ins.

The 2 meter nets are doing well although with a reduced amount of traffic due to the government shutdown which means FCC is issuing no new amateur licenses and therefore no radiograms to new or upgrading hams.

HHTN has been growing partially through the use of Echolink. They have regular checkins from as far away as Florida. Manager Joe W1HAI is working to expand their local RF coverage as well through linked repeaters.

You will find here the December report along with a posting of a traffic summary for all of 2018 with many thanks to our ASTM Greg KC1CIC. Note we conducted 2,364 net sessions, passed 3,564 messages and had 14,933 check-ins, all this over 25,741 minutes. WOW!! MASSACHUSETTS TRAFFIC REPORTS FOR OCTOBER AND NOVEMBER 2018

Time has flown by and Christmas is now only two weeks away. Apologies for not getting the October Traffic Report out until now. Your STM takes the full blame for that. Thanks to KC1CIC who has consistently provided the monthly report in a timely manner.

Winter conditions on the HF nets have been creeping in requiring us to get creative. For those who have the capability we have found 160 meters to work when we’re too close to copy one another on 80 meters. The MARI CW net has as it’s alternate frequency 1810 Khz. We always begin on 3565 Khz but move to 1810 Khz as needed. Sometimes even that doesn’t work well and where possible we try to find a 2 meter repeater for passing traffic.

MARIPN has its own problems with these conditions as the more distant stations are now heard, often requiring us to call the net on a nearby frequency. If you don’t find us on 3978 Khz, look around, usually up the band rather than down.

Heavy Hitters Traffic Net (HHTN) which meets on the Minuteman Repeater Network is accessable by Echolink and has experienced checkins from New York and Florida and probably other locations. If you can’t reach one of the repeaters give Echolink a try. Information is available on this website under a listing of nets.

MASSACHUSETTS TRAFFIC REPORT FOR SEPTEMBER 2018

It seems at this writing that summer has abruptly come to an end and winter has begun. Not only has the temperature changed, but so has propagation affecting communication on the traffic nets. I suspect we will face challenges on the HF nets as we have the past few winters as we dip further into the solar minimum. However Massachusetts traffic handlers are up to the challenge and we will perservere. If anyone is capable of getting on 160 meters, we will surely appreciate your help there.

Of particular note, at our NTS Forum at Boxboro in September, Bill Mann W1KX, manager of the cycle 4 (evening) First Region Net (1RN) mentioned his desire to step down as manager after serving for the past seven years. Eric Wilhelm W1RVY, frequent participant of our MARI CW section net and 1RN CW net, has offered to take leadership of 1RN. Eric is well qualified and will take over effective November 1 2018. Congrats and many thanks to Eric. We look forward to working with you.

I would also like to mention that Greg KC1CIC gave a very informative presentation on digital message handling at Boxboro, and recently presented this same program via Skype to a club in Western Mass. Many thanks to Greg for all his efforts and expertise. If any other clubs are interested in learning more about this very relavant subject let Greg know. Training in general message handling is also available by contacting your Section Traffic Manager.

NEW 1RN NET MANAGER – W1RVY

After serving as manager of the First Region Net Cycle 4 (1RN) since 2011 , Bill Mann W1KX of Monmouth ME is stepping down.  Bill took over following the passing of W1UD and has done a tremendous job of keeping the net active,  and we are very grateful to Bill for all he has done for NTS.  We expect to see him continue as a regular net participant, but Eric Wilhelm W1RVY of Southbridge MA has volunteered to assume net leadership and will take over as manager effective November 1, 2018.  Eric has been a regular participant on both Massachusetts Rhode Island (MARI) CW net and Central Mass 2 Meter net (CM2MN) as well as 1RN and we look forward to his leadership.  Thanks to Eric for stepping up.

Eastern Massachusetts ARES Net for October – Monday 10/1/18 at 830 PM on MMRA Network

We will be continuing our monthly ARES Net in October. The monthly ARES Net for October is Monday the 1st, at 8:30 PM on the MMRA Repeater system. For frequencies that will be linked into the ARES Net on the MMRA Network, please see the following link from the MMRA web site detailing the repeaters that will be linked in through Hub 1:

We look forward to your participation and remember, we are always looking for Net Controls to run the ARES Net.

As part of our relationship with MARS and our own situational awareness gathering we will be asking for any known infrastructure issues that you are aware of. The information must either be personally observed, or obtained “over the air” via amateur radio. Items considered to be infrastructure include but are not limited to: electrical power, water, medical facilities, sanitation, communications, and transportation. Examples of failure would be: small or large area power failure, water main breaks, hospitals’ ER closed, sewage issues, TV/radio station off the air (including public safety), interstate highway or major road closed. No known issues are just as important as reporting failures.

Additionally we are interested in relay of any weather information from airport ATIS/ASOS stations that you can directly receive via radio. These stations broadcast continuously in the 120.000 – 138.000 MHz frequency range using amplitude modulation. Information from the ATIS should include airport, temperature, altimeter (barometer), wind, precipitation, and visibility.

MASSACHUSETTS TRAFFIC REPORT FOR AUGUST 2018

Earlier in September we saw a nice NTS presence at the ARRL Convention at Boxboro MA. At an NTS Forum we had a good turnout and some good discussion with traffic handlers from all over New England, as well as some ARES folks. We also had an excellent presentation on digital messaging for both NTS and ARES by Greg KC1CIC. Anyone who missed that can contact Greg for more information. On Sunday there were two presentations by W1YSM of CT on how to be an effective net control as well as some of the “nuts and bolts” of formal message traffic.

It is also encouraging to note in the new ARRL Strategic Plan reference to how NTS and ARES can work together. I encourage all to read this plan which can be found on the ARRL website, keyword Strategic Plan, and refer any comments by October 31 to K1TW or KD1CY in East Mass or to KB1LRL or N2YHK in West Mass before this plan becomes finalized. Note too that in East Mass Greg KC1CIC, our Assistant Section Traffic Manager, has been appointed as District Emergency Coordinator for NTS on our Section Emergency Coordinator’s staff.

MASSACHUSETTS TRAFFIC REPORT FOR JULY 2018

July and the first half of August have been busy ones.  As many of you know I was privileged to go on a cruise to Alaska late July into early August.  While Massachusetts had heat and rain, we had perfect weather in Alaska, at least perfect for us tourists but no so for those who live there.  Southeast Alaska is a rain forest and they hadn’t had rain in over a week!  The sun shone every day we were there and temperatures were in the 70s and 80s.  The scenery in Alaska is fabulous in itself, and to add to that my friend and I enjoyed zip-lining and a helicopter ride up to a glacier where we went dog sledding in the snow!  The nets while I was gone were in the capable hands of ASTM Greg and all our great net managers.  Thanks to all!

In Western Mass I have appointed an Assistant Section Traffic Manager, Peter KD2JKV.  Peter has been managing one of the West Mass Two Meter nets and I look forward to working with him as I do with Greg KC1CIC our East Mass ASTM.  Peter has been living in Albany NY but is in the process of moving to Pittsfield MA.

The Cape and Islands Traffic Net (CITN) has a new manager.  Bob Holland N1SYC has resigned and Mark Pereira AC7RB has agreed to assume the manager position.  We thank Bob for his years of dedicated service to NTS and wish him well.  Our thanks to Mark for stepping up.

Shortly after my return from vacation we held our annual Traffic Handlers Picnic on August 12 in Concord.  We had a good group of around 15 folks, and had plenty of food and good conversations.  It is always a highlight of my year to be able to meet face to face with the traffic handlers in our state. Pictures are on the EMA Facebook page.

One of the discussions we had centered around the proliferation of “bulk” traffic and how it might be managed.  We came up with a summary of the discussion in a document now on our website.  It has been slightly edited since it was initially posted.  I encourage all to check it out.  You will see it under “News Flash – Bulk Traffic Handling Policy”.  Note this applies to Massachusetts only at this time.  Any comments positive or negative can be directed to kw1u@arrl.net.

A reminder the annual Boxboro Convention will be held September 7-9.  Information on this event can be found at boxboro.org.  There will be an NTS Forum at 1:00 Saturday where folks can meet and talk about nets and issues of concern to NTS folks. This will be followed by a presentation by our own Greg KC1CIC on “Digital Messaging with Winlink for NTS and Emcomm”.  With growing interest in digital comms this should be a very interesting forum.  There will also be a “nuts and bolts” pair of forums on Sunday morning.  These will be presented by W1YSM of CT.  Anyone just beginning message handling and traffic nets will want to check that out.

Bulk Traffic Handling Policy

Section Traffic Manager Marcia Forde, KW1U writes:

Hello to all Massachusetts traffic handlers,

Those who were able to attend the annual traffic handlers picnic last Sunday, which included ASTMs, Net Managers and those who handle a large number of radiograms, were involved in a discussion regarding the disposition of what has come to be called “bulk” or “spam” traffic, arriving on Massachusetts traffic nets. As mentioned in the enclosed document, there has been an increasing proliferation of radiograms originated by traffic handlers throughout the US and addressed to other amateurs  whose call signs, names and addresses were acquired from an FCC database list. In most cases the originators are unknown to the intended recipients and these messages have often not been welcomed by the recipients thus causing an increasing number of potential delivering stations to have turned away from the nets. While we don’t wish to discourage the origination of messages which help keep the nets viable, it has become a problem for the health of the nets.

Bulk Traffic Handling Policy” is a summary of that discussion and attempts to set guidelines for Massachusetts traffic handlers. It primarily affects those on local nets and not section nets or above, as local VHF nets are generally the final destination points for delivery of messages. Any messages on section nets not picked up for delivery can often be brought to the local nets as needed.

We would like to implement these guidelines as soon as possible after allowing a brief period for dissemination of this information.   If anyone has comments, positive or negative, they may send them to me kw1u@arrl.net. These guidelines will be implemented effective Friday, August 17.

TRAFFIC HANDLERS PICNIC THIS SUNDAY AUGUST 12

REMINDER – The annual traffic handlers picnic will take place this Sunday, August 12 from noon to 4 at 44 Raymond Road, Concord MA.  All traffic handlers and others interested in learning more about traffic handling are invited.  Hamburgers, hot dogs and Italian sausages will be provided.  Bring your beverage of choice.  I have heard of some folks bringing chips and cake.  If you wish to bring something to share it would be most welcome and appreciated, but we do always seem to have a lot  left over.  I also have a limited number of chairs, so if you happen to have lawn chairs you can easily stuff into your car, by all means please do.  If anyone doesn’t have GPS and wants directions, email kw1u@comcast.net or call or text 508 314 6836.  Last weather report indicated a chance of a brief shower, but we’ve been lucky before and I’ve put in my request to the weatherman.  At least the temperature should be more agreeable than it has the past few weeks.  A head count by Saturday would be great so I know I have enough food, but if it’s spur of the moment, do come anyway.  Look forward to seeing you there.

MASSACHUSETTS TRAFFIC REPORT FOR MAY

Greetings all traffic handlers,

Attached is the May traffic report for the combined sections  of East and West Mass.  Thanks to all for your support, and as always a special thanks to Greg KC1CIC for compiling the report and to all who make the deliveries, whether by phone, email, USPS or bicycle.  As some of you know Dan N1AXR is back on the nets and hand-delivering messages by travelling around the area on his bike. As you can see, there is no end of possibilities in message handling.

Just a reminder that Field Day is this coming weekend June 23-24.  I hope many of you will be able to participate.  Additional points are given for formal radiograms sent to the SM K1TW or SEC KC1CIC in EMA, SM KB1LRL or SEC N2YHK in WMA as well as up to 10 additional messages sent throughout NTS at 10 points per message.  Make sure your club is taking advantage of this opportunity and offer to help there as needed.

RULES FOR FD EXTRA POINTS FOR NTS MESSAGES

7.3.6. Message Handling: 10 points for each formal message originated, relayed or received
and delivered during the Field Day period, up to a maximum of 100 points (ten messages).
Copies of each message must be included with the Field Day report. The message to the
ARRL SM or SEC under Rule 7.3.5. does not count towards the total of 10 for this bonus.
Available to all Classes. All messages claimed for bonus points must leave or enter the Field
Day operation via amateur radio RF

TRAFFIC HANDLERS PICNIC DATE CHANGED TO AUGUST 12

As previously announced and following a long standing tradition, the annual traffic handlers picnic was to have taken place the first Sunday in August, this year on August 5. However your host, Marcia KW1U was invited to join a cruise to Alaska, a part of the world I have long wished to visit, and I could not turn down this exciting opportunity. I will not however be returning to the lower 48 until Friday August 3 and will then have to get from the west coast back to Boston.

Therefore I am rescheduling the picnic to be held Sunday August 12. This event will take place at my QTH in Concord MA. All traffic handlers throughout New England and any others interested in traffic handling are invited to attend. More information will be posted closer to the date. Please note that date on your calendars. We look forward to seeing you then.

New NCS for Eastern MA 2 Meter Net

The Eastern MA 2 Meter Traffic Net would like to welcome Peter F Doherty KC1HHO as the new Monday night NCS. Peter has worked very hard to gain proficiency in traffic handling and traffic management.
