Federal Flood Recovery Assistance Available For Both Storms
 
BOSTON, MA – The State of Emergency that Governor Deval Patrick declared last week in response to the March 29 storm that produced heavy rains, widespread road closures and major flooding has been terminated. In addition, the Federal Emergency Management Agency (FEMA) affirmed that assistance will be available to residents and businesses impacted by both storms.

Lieutenant Governor Timothy P. Murray signed the State of Emergency termination document on Monday morning, which demobilized the Massachusetts National Guard called to duty by the Governor to fill and transport sandbags to affected areas, direct traffic, conduct wellness checks and patrol areas with forced evacuations.

FEMA’s announcement affirmed that the current Disaster Declaration for Individual Assistance will now apply to individuals and businesses impacted by both flooding events last month – March 12-15 and March 29-30.

“I am thankful to President Obama for acknowledging the impact the two storms and resulting flooding has created for most of the Commonwealth,” said Governor Patrick. “We urge people to register with FEMA and apply for help, especially if you need assistance with housing, clothing, food, and other basic needs.”

The assistance was initially authorized under a Major Federal Disaster Declaration requested by Governor Patrick on March 25 and issued by President Barack Obama on March 29 for the March 12-15 storm and flooding event. In the three days since the approval, 5,170 people have applied and FEMA inspectors have already started visiting homes of these applicants to make determinations quickly and get assistance to impacted homeowners and businesses.

“Communities across the Commonwealth were dramatically impacted by the two major storms that struck Massachusetts at the end of last month,” said Lieutenant Governor Timothy Murray. “Governor Patrick and our administration appreciate the support and recognition by President Obama, who declared a state of emergency for Massachusetts last week as a result of these devastating storms. At this time, it is imperative that our residents learn of the resources and funding available through FEMA so that they can receive the proper assistance during this critical time.”

The President’s action makes Individual Assistance (IA) Programs available to affected homeowners, renters and businesses in a seven-county area – Essex, Middlesex, Worcester, Suffolk, Norfolk, Bristol and Plymouth Counties. State officials are reviewing data to see if any additional counties qualify to be added to the eligibility list.

IA Programs administered by FEMA and the Small Business Administration (SBA) include Individuals and Households Programs (IHP), Disaster Unemployment Assistance, Crisis Counseling, Legal Assistance, Tax Relief and Small Business Administration Disaster Loans.

Individuals and business owners who sustained losses in the designated counties can initiate the application process for assistance by calling the FEMA Teleregistration numbers: 1-800-621-FEMA (3362) or 1-800-462-7585 (TTY) for the hearing and speech impaired, or by registering online at www.fema.gov. The toll-free Teleregistration numbers will operate from 7 a.m. to 10 p.m., seven days a week until further notice

Disaster Officials Offer tips To Speed Assistance
 
BOSTON – Disaster recovery officials urge residents and businesses dealing with severe storm damage and loss to adopt a take-charge action plan to help speed the possibility of obtaining state and federal disaster aid:
 
Register Now:
•Don’t wait. Homeowners, renters and business owners who suffered disaster-related damage or loss should call the Federal Emergency Management Agency (FEMA) registration line at 800-621-FEMA (3362) or 800-462-7585 for the hearing- or speech impaired. Online registration is available at www.DisasterAssistance.gov.  Multilingual operators are available.

•Register, even if you are insured. Your insurance coverage may not be adequate and some foundation damage may not appear until later. Anyone who suffered any damage or loss should register for assistance.•Disaster assistance covers a wide range of losses. Structural damage or repair is covered, as is damage or loss of essential personal property, such as a major appliance or medical equipment (wheelchairs, etc).

After Registering:
•Keep critical appointments. A FEMA-contracted inspector will make an appointment to visit your home, usually within a week. Make every effort to be at home or you can authorize an agent to be present. Use the Helpline option at the FEMA registration toll-free numbers for contact updates, including your agent’s name, a new phone number, or to change appointment times.

•Return all forms promptly. After registering, you may receive a U.S. Small Business Administration (SBA) disaster loan application package in the mail. Fill out and return these forms promptly since they are an essential part of the disaster-assistance process.

•Stay in touch. Use the Helpline for answers to your questions about federal assistance, the same number you called to register for aid.

•Have realistic expectations. You should not expect disaster assistance to restore you to       pre-disaster conditions. It is intended to help you get safe and sanitary housing and meet other critical needs so you can begin your long-term recovery.

•Read all FEMA letters and documents. Applicants deemed eligible for disaster assistance will receive a letter from FEMA providing guidance on their disaster relief grant. It will tell you about ways the money can be spent in your recovery. Be advised that federal assistance may have to be repaid if it is duplicated by insurance or other assistance received.

•Talk to FEMA if you have questions, especially about insurance. If you receive a FEMA letter saying your application has been denied, it often means that one or more aspects of your application require further information or correction. An “INS-Insured” denial does not necessarily mean “case closed,” it means you must first settle with your insurer to prevent any duplication of payments.

•Keep FEMA in mind after your insurance settlement. You may have been underinsured and some uncompensated losses may be eligible for some form of disaster aid. Call the Helpline if your insurance settlement is delayed, if it does not cover all of your loss, if you can’t find rental housing in your area, or if your additional living expense benefits are exhausted. Remember, failure to file a claim with your insurer within 12 months can affect your eligibility for FEMA assistance.·        

Rebuild with disaster prevention in mind. Before starting any repairs or reconstruction, check with local building officials on required permits and inspections. If you were displaced from your home and incurred hotel or motel expenses, save your receipts and check with FEMA on possible reimbursement.

Eastern Massachusetts ARES Stand-By Status Secured at 830 PM ET Monday April 5th, 2010

Hello to all..

Eastern Massachusetts ARES Stand-By status is now secured at 830 PM ET Monday April 5th, 2010. It is noted that a request for Ham support has been made for the state of Rhode Island by Rhode Island Red Cross per a note from K1NPT-Mike Cullen posted to the mras_general email list. If any Eastern Massachusetts ARES Amateurs deploy to Rhode Island to support Red Cross Amateur Radio needs, please notify your ARES EC/DEC if you support that effort. No requests for support are currently expected in Eastern Massachusetts based on latest contact with served agencies.

The recent March 28th-30th storm dumped another widespread 3-6″ of rain with a maxima of rain of 5-10″ with isolated higher amounts over portions of Southeast Massachusetts and Rhode Island. The heavy rains of the coastal storm coupled with the March 13th-15th storm and the storm from March 23rd, 2010 resulted in a major to historic flood episode in Southeast Massachusetts and Rhode Island with a moderate flood episode in Northeast Massachusetts. Northeast Massachusetts was hit harder from the March 13th-15th storm then the March 28th-30th storm. Many Amateur Radio Operators from across the region along with non-Ham SKYWARN Spotters provided pictures and reports of the flooding and rainfall that was used not only by the National Weather Service in Taunton Massachusetts but Massachusetts Emergency Management and the Federal Emergency Management Agency. The flood pictures, reports and rainfall reports were also forwarded to local media outlets. Monthly rainfall across Eastern Massachusetts and Rhode Island was between 10-20″.

We wish everyone the best of luck in recovery efforts for all those affected and thank all Amateur Radio Operators who supported this incident for local/town Emergency Management, SKYWARN/NWS and other served agencies. Thanks to all for their continued support for Eastern Massachusetts ARES!

Hints about Obtaining Speakers for Club Meetings

One of the most important aspects of a good ham radio club meeting is the featured speaker. Good attendance at club meetings can often hinge on the featured speaker of the day. I had the job of recruiting speakers for the monthly meetings of our local club for years. I know how difficult it is and how much a club depends upon good speakers. So, I thought I would draw from my experience and hopefully provide some guidelines and hints to help others in this difficult task.

You might wonder just what types of topics are good for ham radio club meetings. It has been my experience that there are a wide range of topics that “fit the bill”……both topics within ham radio and those, outside of ham radio that would appeal to technically oriented people. Most ham radio clubs in Eastern Massachusetts are general purpose clubs so just about any ham radio related topic……digital modes, propagation, microwaves, antenna design, rig restoring……will draw a good crowd. I recall visiting the Quannapowitt Radio Association club meeting in Reading a few months ago. The speaker for the evening was talking about a power amplifier project he had been working on. Even though I have never been on the air with over 100 watts of power, this talk was fascinating. I also recall a talk given by Ed (AB1CW) to the PART group in Westford on model helicopters. This was a talk way outside the realm of ham radio but one that was well received by all the members. So, don’t be bothered by the subject….hams are quite receptive to new ideas and to old technology.

Now just where does one find club meeting speakers. The best and closest source is right in your own club. Club members feel at ease speaking at their own club meetings. I suggest the person in charge of club speakers promote this idea. Its not uncommon to have a member present a project he is working on during a club meeting. This could be any ham radio project…..even if it is not complete. Often there is a great interaction between the speaker and club members when it comes time to talk about completing a project. If you are in charge of obtaining speakers for club meetings constantly let the membership know they are welcome to speak at a future meeting.

Another great source of club speakers is people who have spoken at nearby ham radio clubs. These people have already prepared their talk and are often quite willing to give it again to a group close by. I constantly searched the web pages of nearby clubs to see who is speaking and what their topic is. If something looked interesting I would sent them an e-mail (almost all active hams have e-mail at ARRL.net) to inquire if they would be willing to talk at my club. I have always been impressed by the number who replied positively. Also don’t overlook the great list of speakers put together by the people running Boxboro every other year.

I have found that it is an advantage if the club president is in charge of obtaining meeting speakers. A potential speaker is much more willing to respond to the president as he would be to someone appointed by the president………Just a thought!

A reminder that the monthly ARES Net for April is rapidly approaching. The monthly ARES Net for April is Monday April 5th, 2010, at 8:30 PM on the MMRA Repeater system. This is after the RACES Nets earlier in the evening. For frequencies that will be linked into the ARES Net on the MMRA Network, please see the following link from the MMRA web site and the repeaters that will be linked in will be through Hub 1:

…GOVERNOR DEVAL PATRICK HAS KEPT THE STATE OF EMERGENCY IN EFFECT FOR THE COMMONWEALTH OF MASSACHUSETTS AND A FEDERAL DISASTER DECLARATION HAS BEEN DECREED…

…RED CROSS IS GEARING UP DAMAGE ASSESSMENT EFFORTS. EXTENT OF EFFORTS AND WHETHER IT REQUIRES AMATEUR RADIO SUPPORT OR NOT IS CURRENTLY BEING REVIEWED..

Eastern Massachusetts ARES will extend its stand-by status through Monday Evening April 5th, 2010 in the wake of major river, stream and urban flooding that has significantly impacted the section. While much of the section has received some level of flooding, the hardest hit areas are in Bristol, Norfolk and Plymouth counties of Massachusetts with impacts through Northeast Massachusetts comparable to or slightly less than the March 13th-15th, 2010 flood and major nor’easter event. Rhode Island was also severely impacted by this major storm with major flooding. A complete report will be compiled and sent to the SKYWARN email list and an updated stand-by status message issued with a link to that information no later than the end of the weekend.

Governor Deval Patrick has kept the state of emergency in effect for the commonwealth of Massachusetts with a federal disaster declaration being decreed for the region. At this time, the Red Cross is currently gearing up for damage assessment and determining whether Amateur Radio support will be required. Between this potential support and the fact that the Easter and Passover religious events may delay damage assessment efforts, Eastern Massachusetts ARES stand-by status has been extended through Monday Evening April 5th, 2010 and will be reviewed again at that time. It is noted that the Eastern Massachusetts ARES Net will be that Monday Evening so an announcement will be given on the net as well as via the web.

Those ARES folks who are able to do so are asked if they live near a river or stream that is in flood to take pictures of the flooding. Please contact me if you have those pictures and they will be sent with appropriate credit to the person who took the pictures to the National Weather Service, state Emergency Management and the media. If you only want the pictures to go to NWS and/or Emergency Management versus the media, we’ll respect and honor that request and if you want the pictures to be sent anonymously, that will also be accepted. Please contact me via email with the pictures that can be sent through email, or a link to web album or file system.

Beyond the above request, please advise your local EC/DEC/ADEC of your availability to support a potential deployment anytime over the next week through Monday April 5th. Please copy your ASEC and SEC when you send a note to your EC/ADEC. This is being done to cover a situation where the EC/ADEC or DEC is unavailable because they were adversely affected by the storm, out of area or some other exigency has occurred. Keep your situational awareness level high for any updates from ARES leadership by checking your email for updates and our ARES web site at http://ares.ema.arrl.org, monitoring local SKYWARN/ARES/RACES frequencies and reporting into the nets and monitor local media on this potentially significant storm.

What is ARES Stand-By mode?

ARES stand-by mode is to alert Amateurs within ARES that a mobilization is possible on a wide-scale and that some localized mobilizations are or could be taking place in isolated areas. It means to take a look at your Go-Kit and have batteries and equipment ready to go and charged up and take care of any requirements at home in case a mobilization is required and you can participate. Do NOT self-deploy. Wait for guidance from leadership for any deployment. It is an honor to be ready even if you don’t deploy for the event. Hopefully, this is just another exercise of our preparedness and capabilities. If not, the ARES leadership looks forward to working with you if any wide scale mobilization is required after the impact of this major storm to the region.

Get on the Air Activity from the Falmouth Amateur Radio Association

Hi,

I’m Jim, WA1GPO, one of the directors for (FARA) the Falmouth Amateur radio association. FARA is working to encourage operators to become more active. Generally speaking the amateur bands have been ‘quiet’; this may be due to the low sunspot activity or just the pace of the world we live  in, we don’t know. We’re hoping to try to generate a little interest in the local area with various ‘on the air’ activities. Everyone appears to have a 2m radio so that seems like a logical place to start.

Our first activity is a 2m QSO party, it’s on Sunday, May 30 from 7:30 to 9:00 PM. Sunday evenings are generally quiet so hopefully most operators will find it a convenient time. The major objective is to simply encourage folks to turn on a radio and to have a little fun!! It is a simplex (direct) style of operation, repeater contacts do not count  however repeaters may be utilized to solicit simplex contacts and to generate a little more activity!!

To make it a little more interesting we’re encouraging others in the SEMA area to participate as well.  I’d like to ask your assistance in spreading the word; if your group has a local net perhaps the net control could mention the activity, a few fliers at club meeting would be helpful, a mention in the club newsletter, a mailing list … the more activity we can stimulate the better.

If this activity is successful we would like to do more; different bands, modes, VHF/HF, whatever sparks an interest. Comments or suggestions would be most welcome. Please feel free to invite other groups or individuals to participate.

***SKYWARN ACTIVATION WITH OPS AT NWS TAUNTON WILL COMMENCE AT 3 PM MONDAY AFTERNOON AND LAST THROUGH THE OVERNIGHT HOURS AND INTO TUESDAY EVENING**

Another in what has been a series of significant coastal storms that has affected the region in the month of March will affect the region with significant river, stream and urban flooding with 3-6″ of rainfall and isolated higher amounts likely with the potential of an axis of heavier amounts somewhere in Southern New England. Due to the past coastal storms that have caused flooding and saturated the ground and the amount of rainfall this storm will bring, Eastern Massachusetts ARES will be placed on stand-by beginning at 3 PM Monday March 29th lasting through Thursday Evening April 1st. There is the possibility that ARES Stand-By could be extended past April 1st if it takes longer for the recovery phase of the operation to occur or recinded early if the storm is less than expected. It is also noted that New Hampshire ARES has been elevated to a Level-2 activation for SKYWARN and potential ARES support for served agencies in their section as well. Eastern Massachusetts ARES Stand-by Status Secured at 8 AM ET Monday 3/22/10 – More Rainfall Expected Tuesday 3/23/10

Hello to all..

Eastern Massachusetts ARES Stand-by status is now secured at 8 AM ET Monday March 22nd, 2010. Over the past 3 days, ARES was active supporting the Red Cross with communications support for damage assessment on Friday March 19th and North Shore ARES was active supporting the distribution of Red Cross clean-up kits working with Peabody Emergency Management during the daytime hours of Saturday and Sunday. A brief synopsis of each activation follows below:

Red Cross requested ARES support for damage assessment on Friday March 19th for the entire day. Six Amateur Operators deployed to the Red Cross field office in Haverhill for supporting this activity. The Ham Radio piece of the operation was small but did help support the damage assessment work and allowed for a good exercise in supporting such an operation in the future. In the past several years, many of the players for Red Cross had changed and this was an opportunity to meet many of these new people and to establish relationships. The activation was successful and Red Cross viewed the operation and the work done by Hams as an asset for future incidents.

North Shore ARES was active supporting Peabody Emergency Management with the distribution of clean-up kits to citizens in and around Peabody. Much of the communications occurred on simplex and was to help coordinate the distribution of the kits. The operation lasted from 9 AM-6 PM Saturday March 20th and 10 AM-3 PM Sunday March 21st. Approximately 12 Amateurs took place in this operation supporting Red Cross and Peabody Emergency Management. Further details on these activations will be posted next week or in early April.

At the time of writing this status message, additional rainfall of 1-3″ with isolated higher amounts and the potential for renewed flooding threatens the Eastern Massachusetts section as we get into Tuesday Morning and Afternoon. A Flood Watch is in effect for the entire Eastern Massachusetts ARRL Section except for Cape Cod and the Islands. The watch extends into Worcester County of the Western Massachusetts section, Rhode Island and Southern New Hampshire. The rainfall will not be as significant as what we just had so flooding should not be as significant, however, it will not take as much rainfall to cause flooding over the region. At this time, the current thinking is that any flooding that takes place will fall below ARES activation thresholds but this will be monitored closely and those Hams involved in ARES and SKYWARN are asked to keep a close eye on rivers and streams as the potential for renewed flooding and report in observations that meet the SKYWARN reporting thresholds. Please copy your ASEC and SEC when you send a note to your EC/ADEC. This is being done to cover a situation where the EC/ADEC or DEC is unavailable because they were adversely affected by the storm, out of area or some other exigency has occurred.  ARES operators will need at least a mobile radio with a mobile antenna to assist with any potential operation or activation that may occur and this will be refined with future coordination.

A complete update to this email will be issued either late tonight or early tomorrow morning with further details once additional agency coordination has been completed

A significant coastal storm affected the region with significant river, stream and urban flooding. Secondarily, the storm has brought down pockets of trees and power lines across portions of the Eastern Massachusetts section.  Due to the significant flooding and pockets of wind damage that has been reported, Eastern Massachusetts ARES continues in stand-by mode from through 12 PM ET Saturday Afternoon in the event that support is requested by our served agencies.  There have been numerous reports of significant flooding which has included evacuation of apartment complexes. As of Thursday morning, a press release was sent by MEMA concerning damage assessment in the wake of this major storm. It is here where Amateur Radio resources ‘may’ be requested similar to what occcurred in the May Floods of 2006. Frank O’Laughlin-WQ1O, Cape Cod ARES DEC and Red Cross Communications Officer is checking in with Red Cross officials to determine if our help maybe needed to assess damage areas. It is noted that all reports from the National Weather Service on flooding and damage and pictures provided by various Amateur Radio Operators with appropriate credit to those folks has been forward to state and federal emergency management, the National Weather Service and media outlets. What is ARES Stand-By mode?

ARES stand-by mode is to alert Amateurs within ARES that a mobilization is possible on a wide-scale and that some localized mobilizations are or could be taking place in isolated areas. It means to take a look at your Go-Kit and have batteries and equipment ready to go and charged up and take care of any requirements at home in case a mobilization is required and you can participate. Do NOT self-deploy. Wait for guidance from leadership for any deployment. It is an honor to be ready even if you don’t deploy for the event. Hopefully, this is just another exercise of our preparedness and capabilities. If not, the ARES leadership looks forward to working with you if any wide scale mobilization is required after the impact of this major storm to the region.

CALL 2-1-1 WITH FLOODING ISSUES

Mass2-1-1 Serves as the Commonwealth’s Information Line during Emergencies

 

FRAMINGHAM, MA – The Massachusetts Emergency Management Agency (MEMA) recommends that those who have been impacted by the storm and subsequent flooding should call 2-1-1 with any questions or issues. Mass2-1-1 serves as the Commonwealth’s primary telephone information call center during times of emergency. 

 

The easy-to-remember 2-1-1 telephone number is a 24/7 resource for human service, public safety and disaster response agencies.  It was designed, in part, to reduce the number of non-emergency calls made to 9-1-1.

Secondarily, the storm has brought down pockets of trees and power lines across portions of the Eastern Massachusetts section.  Due to the significant flooding and pockets of wind damage that has been reported, we are placing Eastern Massachusetts ARES in stand-by mode from 8 PM ET Sunday Evening through at least 9 AM Tuesday Morning in the event that support is requested by our served agencies.  There have been numerous reports of significant flooding which has included evacuation of apartment complexes. Winds to near hurricane force on Cape Cod and the Islands and wind gusts to 50 MPH or more have occurred in the Eastern Massachusetts section. Winds to near hurricane force on Cape Cod and the Islands and wind gusts to 50 MPH or more have occurred in the Eastern Massachusetts section. Another round of winds with gusts to 50-60 MPH will occur overnight before the storm finally departs from the region Tuesday. The Massachusetts STATE EOC and Regional offices are now in a full activation mode to monitor the progress of this storm.  Other than local support at the city/town level, there have been no formal requests for widespread assistance from our served agencies (i.e.: Red Cross and Salvation Army among others) in Eastern MA and our Eastern Massachusetts ARES leadership continues to closely monitor this changing situation.  It is noted that 2 regional American Red Cross shelters have been opened which are the Arlington School in Lawrence and the Brockton High school in Brockton. To date, phone services continue to be in place but that could change, as rivers are still not at the point of cresting. In addition, auxiliary support resources by served agencies such as the Red Cross may be utilized for damage assessment similar to what was done in the May Floods of 2006. A request of this type occurred several days after the floods and the storm had passed. Therefore, the ARES Stand-By mobilization has been extended in case such an agency request occurs. 

We’d like to have ARES personnel continue to assist with SKYWARN reporting of any river, stream, urban flooding, wind damage and power outages, along with reports of coastal flooding.   Keep your situational awareness level high for any updates from ARES leadership by checking your email for updates and our ARES web site at http://ares.ema.arrl.org, monitoring local SKYWARN/ARES/RACES frequencies and reporting into the nets and monitor local media on this potentially significant storm.

Please advise your local EC/DEC/ADEC of your availability to support a potential deployment anytime over the next week through Sunday March 22nd. Please copy your ASEC and SEC when you send a note to your EC/ADEC. This is being done to cover a situation where the EC/ADEC or DEC is unavailable because they were adversely affected by the storm, out of area or some other exigency has occurred.

What is ARES Stand-By mode?

ARES stand-by mode is to alert Amateurs within ARES that a mobilization is possible on a wide-scale and that some localized mobilizations are or could be taking place in isolated areas. It means to take a look at your Go-Kit and have batteries and equipment ready to go and charged up and take care of any requirements at home in case a mobilization is required and you can participate. Do NOT self-deploy. Wait for guidance from leadership for any deployment. It is an honor to be ready even if you don’t deploy for the event. Hopefully, this is just another exercise of our preparedness and capabilities. If not, the ARES leadership looks forward to working with you if any wide scale mobilization is required after the impact of this major storm to the region.

State Government Liaison (SGL): K3HI Cell Phone Legislation Bill Update

Hello to all..

Please see info on the Cell Phone Legislation Bill as provided by State Government Liasion (SGL) Shawn O’Donnell-K3HI. The bill which currently includes the exemption ammendments for Amateur Radio and other Two-way radio communications is in the ‘house-senate’ conference committee and Shawn describes what we can do next to make sure our ammendments remain in the bill once it comes out of conference committee and potentially goes to a full vote, DE Rob-KD1CY.

Wagner and Baddour are the co-chairs of the Joint Committee on Transportation.  Hedlund was co-sponsor of one of the amendments that granted amateur radio an exemption in the Senate version of the bill.  So we have a friend on the committee. 

As for your right to petition the government…

I don’t get the sense that direct communications with these conference committee members, even from their constituents, will have much effect.  These guys get their marching orders from the House/Senate leadership.  It would perhaps be more effective for us to contact our own representative and senator, and ask them to urge their chamber to support the two amendments in S2290 that recognize the important contributions of amateur radio.  If the leadership hears from enough representatives & senators, we’ll be in good shape.

Waltham ARA Raises Funds for Courage Center Handiham

Waltham PHI logoMembers of the Waltham Amateur Radio Association recently embarked upon a project to benefit the Courage Center Handiham program, and to honor the memory of long-time member and Silent Key, Laurie Cote, KC1BN.

A Cote family member contacted Handiham in November, 2009 to inform them that KC1BN had left a sizeable amount of ham equipment from his estate to the non-profit organization based in Golden Valley, Minnesota. Handiham’s Manager, Pat Tice, WA0TDA reached out to Eastern MA Handiham volunteer instructor Phil Temples, K9HI.

Handiham very much appreciated the generous gift from Laurie,” explained Temples. “But the Handiham staff were not easily able to take possession and liquidate the equipment.” That’s when Temples thought to approach Laurie’s home club, the Waltham Amateur Radio Association and seek their help.

“I suggested to WA0TDA that it might make sense to enlist the aid of WARA to sell the equipment from Laurie’s estate, retain a portion of the proceeds, and donate the remainder to the Handiham program. Pat agreed.” Temples added, “I thought it would both honor an organization that Laurie admired, and afford WARA the opportunity to honor Laurie’s memory.”

All parties were agreeable, so K9HI presented the idea at a Waltham ARA meeting in January, 2010. WARA’s Vice President, John Flood, KB1FQG enthusiastically agreed; he volunteered to spearhead the project.

“I’m glad that WARA is able to help the Handiham group with this project,” said Flood. “I do remember hearing that [Laurie] liked the work they do. He wanted to do something like this to help Handiham.”

Flood spent many hours cataloging and testing equipment from Cote’s estate, as well as advertising the items on the club’s mailing list. The response has been very positive: to date, over $3,500 has been collected from sales, with an additional $1,000 expected in the coming weeks.

“Thank you so much for your hard work on our behalf,” wrote Pat Tice, WA0TDA to Flood on behalf of WARA.

“I want to add my thanks for all the hard work [KB1FQG] and other Waltham ARA members have contributed to this project on behalf of Laurie’s family and the two organizations,” added K9HI.

The Courage Center Handiham System is a national program that provides tools for people with disabilities to learn Amateur Radio and technology skills, and to earn their Amateur Radio licenses.

The Waltham Amateur Radio Association is an ARRL-affiliated club, established in 1938. Its repeater site is located on Prospect Hill in Waltham, MA.

Cell Phone Bill Legislation Update from K3HI State Government Liaison

Hello to all..

The following is an update from State Government Liaison Shawn O’Donnell-K3HI on the Cell Phone Bill Legislation:

Last Thursday, I was told by a Senate Ways & Means staffer that there was no schedule for hearing the bill; by Friday, they had edited & published an amended version of the bill.

The Senate’s version of H4475 is called S2290.  It removes the requirement for hands-free cell phones for the over-18 crowd.  It still bans all cell phone use for junior drivers, and it still prohibits text messaging for everyone, but the hand-held phone/radio rule is gone from this version of the bill.

The Senate is expected to debate & vote on this tomorrow, 2 March.  If they approve this altered version of the bill, then the House & Senate will have to go to a conference committee to hammer out a mutually agreeable version that they can both approve.  Once a bill makes it out of conference, it moves rapidly.

It’s impossible to say what S2290 will look like if it makes it through the Senate.  There could be numerous amendments introduced from the floor during debate.  At this point, however, it looks like the part of the bill that was most threatening to us has been removed. Whether it will stay removed after debate, or after conference committee–who knows.  So it might still be nice for a ham radio exemption to make it in there.  If it doesn’t, we’ll just have to hope that the Senate version prevails.

Phone calls to Senators’ offices today, Monday the 1st, or early tomorrow, the 2nd, could be helpful.  Please pass the word.  For today & tomorrow, we need calls to Senators, not Representatives.  We can call the Representatives once we learn what happens in the Senate.

A reminder that the monthly ARES Net for March is rapidly approaching. The monthly ARES Net for March is Monday March 1st, 2010, at 8:30 PM on the MMRA Repeater system. This is after the RACES Nets earlier in the evening.
