The Eastern MA ARRL NTS Traffic Handlers Picnic will be held on August 22, 2004 from 12:00 to 4:00 p.m. at the Raynham Senior Citizen Recreation Area. According to Section Traffic Manager Jim Ward, N1LKJ, the event is “bring your own food and beverages.” No alcohol is allowed on the property as it is owned by the Town. ARRL Headquarters has given the Southeastern MA ARA the “thumbs-up” for its September flea market.
In a letter dated August 6, 2004 to SEMARA’s Ray Arruda, KB1EVX, ARRL Convention Program Manager Gail Iannone wrote, “We’re pleased to tell you that Director Frenaye has approved the application of the Southeastern MA Amateur Radio Association to hold an ARRL approved hamfest in Dartmouth, MA on September 12, 2004.”

I’ve been asked to support the Hurricane Alex Activation starting around 3 PM this afternoon. We’ll be on the air from SEMARA under call-sign W1AEC and will be on the air with the Voice Over IP WX Net which can be found via reflector 9210 on IRLP and the WX-TALK node on Echolink. In addition, we will also monitor the Hurricane Watch Net on 14.325 KHz.
We are recording the entire net via the Echolink side of the program.

My staff and I would like to deeply thank everyone again for your time and effort in support of the DNC limited mobilization operations last week. It was a spectacularly successful undertaking.

RUC 9Z says locally ducted and likely to remain so during the day. Eta-M (2nd
6Z) says through 20Z only, with localized enhancement off and on over night,
with full scale local ducting Tuesday Dan.

On Friday July 23, the Massachusetts Senate deleted a cellphone provision from a major transportation bill. This is the bill (number H-4771) that you may have heard about late last month. The provision would have made it illegal to drive while using a hand-held cellphone.
The bill on which the H-4771 cellphone provision was based, H-3919, remains in the House Ways and Means committee. H-3919 has been stuck there for over a year. If it is not approved by the end of the year, it will expire.
While neither of these bills represents a direct threat to amateur interests, it is important that we be prepared to make ourselves heard should circumstances warrant.

EMa ARES will begin a limited mobilization starting next Sunday, July 25th. Many of the germane parts of the Operations Plan (OpPlan) appear in the left column under the heading “DNC OPERATIONS”.
This is the daily update for Friday, July 23rd, on our plans to assist participating agencies with the DNC. News items will appear in this column, while permanent material or changes will be posted in the left hand column under the heading “DNC OPERATIONS”.
Please note that the frequency plan for our mobilization will not appear on this website, but will be passed to players under separate cover.
Amateur Radio Operators outside the ARRL Eastern Massachusetts section should first contact their ARES Section Emergency Coordinator for permission to mobilize, as no “self mobilized” hams will be accepted, and will be turned away. Their response to you will depend on whether we have asked for assistance from outside our section, based on how much support we receive from inside the Eastern Massachusetts section.
And now the news…..
1. The Red Cross Rapid Action Team (RAT) met last night to finalize plans before the DNC begins next week. Rob, KD1CY, presented the ARES brief. In attendance were SEC, Mike, W1MPN, and CCARES DEC, Frank, WQ1O. It was also announced that All personnel must have government picture ID’s (preferably two) each time they enter ANY client facility next week.
2. Jim, N1IV, ARRL Public Information Coordinator for the Eastern Mass Section, has appointed Bill, KA1MOM, to provide “PR” assistance with the DNC Activities next week. “With your Boston Media contacts and previous experience up there, we feel that you are the best person to handle this task,” Jim stated in an email overnight. He went on to add that “This is, on a grand scale, the best PR opportunity that we have had in the Eastern Mass Section, that I can remember.” SEC, Mike, W1MPN, said that Bill’s primary job will be to keep all ARES volunteers (and our entire community through the League) informed on a daily basis, of our activities supporting the DNC event.
3. SM, Phil, K9HI, and SEC, Mike, W1MPN, met yesterday at the ARRL Headquarters in Newington, CT, with Field and Educational Services Manager Rosalie White, K1STO, and ARRL Public Service Specialist Steve Ewald, WV1X, and briefed them on our preparations for the DNC.

EMa ARES will begin a limited mobilization starting next Sunday, July 25th. Many of the germane parts of the Operations Plan (OpPlan) appear in the left column under the heading “DNC OPERATIONS”.
This is the daily updates on our plans to assist participating agencies with the DNC, for Tuesday, July 20th. News items will appear in this column, while permanent material or changes will be posted in the left hand column under the heading “DNC OPERATIONS”.
Please note that the frequency plan for our mobilization will not appear on this website, but will be passed to players under separate cover.
Amateur Radio Operators outside the ARRL Eastern Massachusetts section should first contact their ARES Section Emergency Coordinator for permission to mobilize, as no “self mobilized” hams will be accepted, and will be turned away. Their response to you will depend on whether we have asked for assistance from outside our section, based on how much support we receive from inside the Eastern Massachusetts section.

1. We held our combined RC/ARES communication drill last night. The drill was very successful, according to Deputy SEC, Rob, KD1CY. Other key players included N1CPE, WQ1O, N1VUX, N1FY, N1BDA, and W1ZSA. Our thanks to everyone who checked in and participated.

2. We will be having a communication drill tonight. Please see the updated note in this column. Please note that the frequency plan for our mobilization will not appear on this website, but will be passed to players under separate cover.
3. We have filled most of the required shifts, but we can still use more volunteers. Please contact any of the DEC’s or me if you would like to help. A summary of our requirements appears below.
4. We held a meeting this past Saturday with most of the ARES leadership staff, and some of the participating players to go over the draft OpPlan.
5. Players can expect the updated plan by the end of the week.

“I will be operating from the deck of the USS Constitution (Old Ironsides) this Saturday July 17 in conjunction with the ‘Museum Ships on the Air’ weekend. Please look for us on 20m and 40m SSB. Here is some more info below. I will be operating while underway in Boston Harbor. This may be a once-in-a lifetime opportunity to work the Constitution maritime mobile.
Museum Ships on the Air Weekend
Museum ships and submarines weekends offers operators a chance to work some rare and unusual stations and collect unique QSL cards and certificates. More than 80 museum ships and subs worldwide are expected to take part in the event, which is sponsored by the USS Salem Radio Club. Club members will operate K1USN aboard the USS Salem (CA-139), the world’s only preserved heavy cruiser, and WW2MAN from the Seehund U boat (U-5075) from their moorings at the US Naval Shipbuilding Museum in Quincy, Massachusetts.

Stations working 10 participating vessels are eligible for a certificate by sending a copy of log pages showing these contacts and a self-addressed, stamped envelope large enough to hold an 8-1/2 x 11-inch certificate (or send $2) to Bob Callahan, W1QWT, 56 Acorn St, Scituate, MA 02066.
The EMA ARES leadership, in cooperation with the Southeastern Massachusetts ARA will present an Advanced Emergency Communications Workshop on Saturday, August 28, 2004 from 9:00 a.m. to 3:30 p.m. at the SEMARA club house on 54 Donald Street in South Dartmouth. [Full story].
A Red Cross “Special” Communications Test for the DNC will take place on Monday July 19th, 2004 at 7 PM. We would like a huge amount of participation across the typical HF frequencies (7245/3943), 47.42 and we will also be testing 2 Meter/440 MHz frequencies that would potentially be utilized during the DNC. I will be sending out the frequency plan and the Red Cross Communications Meeting Minutes from our past meeting Saturday later this week.
