Statement from ARRL President Jim Haynie, W5JBP

My fellow Amateur Radio Operators:

There is no doubt that the recovery efforts following Hurricane Katrina will be the largest and longest emergency actions that hams have ever undertaken. It will also be one of the hardest, not simply due to the large areas involved, but also because many of us have friends and relatives directly impacted by this catastrophe. For them, and all the people of the Gulf region, we ask divine aid and comfort in this time of sorrows.

But we are also hardened and resolved to turn this event into one of the most glorious opportunities to show the unique attributes of ham radio–it works! You know that. We can again show the world that we have the best trained, most ingenious and dedicated ARES and RACES operators ever in history. We have the attention of the world press, and we will show what ham radio can do.

This will not happen in a week, not even in a month. The recovery efforts will be drawn out over numerous states and are expected to go well into the winter. Hams will grow weary and need relief and replacement from all across America. The ARRL, the national association for Amateur Radio, is already working on strategic plans to make it possible for these volunteers to come. Our goal is to provide the SECs with all the support we can muster and allow them to do their jobs.

There is a curious coincidence in the fact that the United Technologies grant, which allowed the ARRL to train so many thousands of hams in emergency communications, ends this week. Now we are seeing the results of that effort. Disciplined hams, using correct procedures have already saved many lives, and will save hundreds more by providing timely, accurate and critical communications to our served agencies. To the students, mentors, organizers, funders and teachers of those courses we can only say, “Well done!”

I know many people would like to move now. Please don’t. I know many of you want to enter the fray, come to the coast and get involved. Please, not yet. Instead, get yourself ready. Refresh your skills and knowledge of protocols and procedures. Once the agencies are able to complete a preliminary needs assessment, we will know who is needed and where. For now, the area is simply too dangerous and no one is being allowed in. Transportation and logistics, including volunteer groups coming in, must be done in an orderly manner or we may only add to the chaos and confusion. Information and coordination for such a historically large response is being developed and will be made available soon. But for now, work through your SECs and follow their lead. I would also ask that you be professional and disciplined whenever checking into an HF net. Net control is a difficult job at best, so be respectful. If you have traffic fine, but if not, please stand by.

There is already no doubt that when the history of this event is written, the role of Amateur Radio will be one of honor. Unpaid volunteers who came through for their country and communities when all other systems failed or were overwhelmed. By working together and mutually supporting each other, we can perhaps give these very dark days a small glint of glory. Let these be the days that hams, decades from now, remember with pride. Together we can–and will–make it happen because, after all, we are hams.

As many of you know, Hurricane Katrina hit the Gulf Coast area with devastating results to the residents of New Orleans, Gulfport/Biloxi, MS, and Mobile, AL. As of this writing, the situation in the most of the area is grim. What are we to do? This is the subject of this note.

I will elaborate in this note, but here are the bullets:

…Get your information from the media. Their coverage is excellent and extensive. Refrain from crowding EchoLink and IRLP links for your own personal report. If you would like to volunteer to be a VoIP or HF NCS, please contact Rob, KD1CY, our SEC.

…Use our long standing Health & Welfare NTS system to get information on your relatives, or those of friends and neighbors. Remember, it will be very difficult to get a request TO your relatives. We are standing by to receive any word FROM impacted relatives and friends in the next days and weeks. Please contact Jim, N1LKJ, our STM, Rob, KD1CY, Mark, KB1EKN, our ASM, or me by email (preferred) or phone for assistance. All of our contact information is listed on our website http://ema.arrl.org . Further information appears below.

… If you want to volunteer to help in the impacted region, it is commendable but it has to done correctly. There are two avenues you can pursue as a ham. The first is to volunteer directly with agencies such as the American Red Cross (ARC) and Salvation Army, etc. They will give you further instructions. The other avenue is through EMA ARES. At this time, however, we have not received any request to activate or assist. If we receive a request for individuals to assist, we will pass that to you. In the meantime, DO NOT SELF ACTIVATE. Due to the dire circumstances in the area, we need to receive necessary clearances from local authorities before anyone can proceed into the area.

…If you are volunteering other talents, please contact appropriate agencies directly.

…This is an excellent time to explain the workings of amateur radio to your family, neighbors, and friends. Yesterday, many agencies there were relying on Amateur Radio after their normal communications paths had failed.I am taking the liberty of pass Rob’s message so all in the Section can see it. Hello to all….

Hurricane Katrina made three landfalls across the Northern US Gulf Coast and caused catastrophic damage as it affected Southeast Louisiana, Southern Mississippi and Southern Alabama. Katrina tore roofs off homes and caused wall damage, downed thousands of trees and power lines, totally destroyed some homes and caused 70-80% of the city of New Orleans to be under water as 2 levees were damaged. Communications infrastructure was also severely damaged. Katrina was a large hurricane that spread a path of hurricane force winds almost 150 miles inland and was a hurricane for 13 hours after landfall as it spread that damage of hurricane force winds inland.

There have been some inquires concerning contact into the affected area by people who have loved ones in those locations. Jim Palmer-KB1KQW, ARES Emergency Coordinator on the North Shore had one such request as did the President of the SEMARA Club, Don Manley-N1PMB.

I would strongly recommend formulating such traffic into a routine or Health & Welfare NTS traffic message. You can then pass this message through one of the local NTS traffic nets in Eastern Massachusetts. Information on Eastern Massachusetts traffic nets can be obtained at the Eastern Massachusetts NTS web site, located at the following link:

Please make sure to have the contact’s full name, address and phone number.
While phones maybe down and the person may not be at their home, that information maybe helpful to the American Red Cross and Salvation Army to locate the person if they are in a shelter.

If you cannot get on one of the local NTS traffic nets, you can pass the traffic via Packet or you can send an email to our ARES EC for NTS liaison, Gil Follett-W1GMF or our Eastern Massachusetts ARRL Section Traffic Manager, Jim Ward-N1LKJ. Eastern Massachusetts ARES provided front-line support for WX4NHC, the National Hurricane Center in Miami Florida, for the VoIP Hurricane Net. The VoIP Hurricane Net connected a handful of EOC’s, served agencies, and spotters/Hams in the affected area of Hurricane Katrina. Connection was made with the Louisiana State EOC in Baton Rouge, Louisiana, the National Weather Service in Mobile, Alabama, the Mobile, Alabama EOC, and a handful of Hams and Spotters in the affected area. Indirect contact was made with the NWS Forecast Office in Slidell, Louisiana which lost all communications except for Amateur Radio as winds reached 135 MPH and caused significant building damage to the office. Contact was also made with the ARRL Assistant Section Manager in Mississippi and the Louisiana ARES Section Emergency Coordinator.

An offer of assistance from Eastern Massachusetts ARES was made and maybe reiterated once a day’s worth of damage assessment is complete.

Our thoughts and prayers are with the Amateur Radio Operators and citizens in the Northern US Gulf Coast who have suffered catastrophic damage from Hurricane Katrina.

If you want to help indirectly, cash donations made directly to reputable agencies such as the ARC are usually best. Please do not leave food and cloth stuffs at agency locations or at state agencies. Be wary of phone and email solicitations which will undoubtedly increase in the coming days and weeks.

The WGBH Ice Cream FunFest will be held on Saturday, 17 September 2005. For many years the Boston Amateur Radio Club has responded to their request for communications to assist and protect the 10000 expected visitors at the WGBH (Public TV and FM) annual Ice Cream FunFest. It is held outside their studios on Western Avenue in Brighton.

This year the weather WILL be better than last year. After all, how could it be any worse? Remarkably, in all that rain, the attendance last year was down but definitely not out.

To those who have participated in the past, I can assure you that your service received their greatest praise. To you and any newcomers, your help is needed even more this year to assist with crowd and parking management and emergency needs. Our operation begins at 0900 and should be over before 1400.

The area is compact enough to use 2-meter hand-helds on simplex. Helpful is an antenna better than the rubber duck that came with your radio, as well as battery capacity to last the day.

Not only is this a visible ham public service, but we (and all their visitors) get to sample the wares of the ELEVEN ice cream providers FREE. Eat all you can, but don’t get sick!

WGBH gives us some extra thanks by allowing BARC booth space to promote and demonstrate ham radio to the visitors of all ages. Every year this proves to be a great opportunity to introduce ham radio to the public. This date coincides with the ARRL designation of Public Awareness Day, so more materials are available. We plan to demonstrate Morse code to kids of all ages. In the past we have even stirred some dormant ham visitors back into operation. You can be of help here, too.

Time is short and your help is needed. For those who have not done much ham public service, this is an excellent opportunity to get familiar without much effort. Please contact me as quickly as possible. More details to follow. If you have any questions, don’t hesitate to ask.

The Framingham Amateur Radio Association will conduct Amateur Extra licensing classes at its radio club shack, located in the basement of the Danforth Museum on Lexington Street in Framingham.

According to FARA President Gordy Bello, K1GB, “Ed [Weiss, W1NXC] will run an Extra Class theory class at the shack the first three Saturdays in October.”

W1NXC received the prestigious ARRL Herb S. Brier Instructor of the Year Award in 2003 for his years of selfless teaching and mentoring of Amateur Radio to the local community.

The PL (subaudible) tone for the Marlborough 146.610 MMRA repeater has been changed to 100.0 Hz. This change is in preparation for the new 01/61 repeater which is scheduled to go live in Brookline later this week. If you wish to continue to use the 01/61 in the Marlborough location, you will need to program your radio’s PL tone to 100.0 Hz.

When this project is complete, there will be two MMRA repeaters on 146.61. The repeater at the Brookline location will be the primary repeater, with an MMRA standard tone of 146.2. The repeater in East Marlborough will continue to be available as a backup, using a tone of 100.0 Hz. When choosing to use one of these repeaters, kindly give a quick listen to be sure the frequency is not already in use.

The Whitman Amateur Radio Club is once again coordinating a special event operation at the annual Marshfield Fair at the fairgounds on Route 3A in Marshfield on August 19-28, 2005. An antenna-raising party is scheduled for August 17.

“[I] will be activating Nobska Lighthouse, Woods Hole, with W1NOB” for the International Lighthouse Weekend operation.

W1NOB was activated for the first time during the 2002 International Lighthouse Weekend. The club call belongs to the Falmouth Amateur Radio Association.

[The first lighthouse on the site was built in 1828. In 1876, the original structure was replaced with a 42-foot high structure of cast iron shell lined with brick. The light was automated in 1985. The keeper’s house now serves as the quarters for the Commander, Coast Guard Group Woods Hole. The light has the distinction of appearing red from the east, due to a red section on the east side of the lantern house. This phenomenon warns ships away from the Hedge Fence and L’Hommedieu Shoals south of the Cape.

N1DT and K1VV plan to activate Nantucket Lightship II WLV613 ARLHS USA 524 under the call W1AA on Saturday, August 20, 2005 from 11:00 UTC (7:00 AM EDT) until 19:00 UTC (3:00 PM EDT) during the International Lighthouse Weekend operation.

“We will operate on 40 and 20 meters CW and SSB–on 7035.0 14035.0 CW, and 7270.0 14270.0 on SSB. The frequencies are plus or minus QRM. CW will be on the half hour,” writes Robert “Whitey” Doherty, K1VV.

Doherty notes that they’ll have a packet station in the truck and can spot themselves on the worldwide DX packet cluster.

“We’ll also monitor IRLP node 4617 in Fairhaven on 145.490 CTCSS 67.0 on the half hour,” adds K1VV.

DX QSLs are via the W1 Bureau and stateside are via W1AA please with an SASE. A color photo QSL of the lightship will be furnished.

Congratulations to Donna LaRoche, KB1LWY, and her Winn Brook School “HAMsters” for their recent affiliation with the ARRL’s Education and Technology Program–also known as “The Big Project.” The Belmont, Mass. school–along with three other schools across the country–joined the program, according to a recent article on ARRL Headquarters’ web site.

ETP Coordinator Mark Spencer, WA8SME is quoted in the article, saying “Winn Brook is getting ‘exceptionally strong support’ from the local ham community–something he considers essential to the success of an ETP school.”

Ham Radio Outlet is holding a “Manufacturers Day” at its 12 locations, including their Salem, New Hampshire store on August 13, 2005 from 10 a.m. until 5:30 p.m.

According to a mailed flyer, the store says that representatives from Icom and other manufacturers will be on hand to demonstrate some of the latest ham radio gear. In addition, HRO will hold hourly prize drawings.

“We have been asked again to support safety communications for the fifth annual Triathlon held in Boston. Formally known as the ‘The Boston Triathlon,’ the event is basically unchanged from last year.

For those who have done this event before, you know the road conditions call for our best support for the athletes. We need you again, and the Race Director has asked for even more ham help (that’s what happens when we are appreciated).

The triathlon consists of a swim in the harbor around the World Trade Center (WTC) in South Boston; bike from there through downtown Boston, Charlestown, across and around Cambridge, and back to the WTC; and run from the WTC into and around the Marine Industrial Park and finish at the WTC. Exhausting? Yes for the racers, no for us hams.

Date: Sunday, 4 September 2005
Ham start: 0600
Ham finish: 0930 to 1100

The ham start time is governed by road closures and access to the station locations. It is important to be at the assigned locations on time (even if you are the first one there) – the triathletes move very fast (I don’t know how they do it), so the course is occupied quickly.

Yes, I know it is the day before Labor Day. The upside is it starts early and ends early, leaving plenty of time to enjoy the long weekend. Your help is greatly needed to continue this as a superb event and to uphold our reputation for dependable support. Our assignments consist of monitoring hazardous and critical locations along the course, and the medical/support stations. As we did last year, we plan to use a 2-meter repeater and/or a 70-cm repeater. Hand-held with a good battery is the way to go.

If you can help, please contact me as soon as possible. I will email the assignments and more detail as soon as they are available. For most locations, you can go directly to your station.

Time is short, so please let me know quickly if you can help. If you reply from an email address other than the one best for you, let me know. Also, please send me a phone number. Parking should be available very close to each assignment. Feel free to contact me if you have any questions.

An additional note:

This is the first of the series of public service events for this fall which are coordinated by the Boston Amateur Radio Club. In the near future I will be sending you information about each. ** 17 September – WGBH Ice Cream FunFest – Logistics management, ham radio public awareness.

** 25 September – Boston Bike Festival – 15-, 25-, and 40-mile bike rides entirely in Boston.

** 9 October – BAA Half Marathon – 13.1 miles, 98% in Boston, 2% in Brookline.

“Starting this Sunday August 7th from 7-8 pm W1GKE and KB1MNG will be hosting a YL net for all women. It will be held on the 146.760 Scituate repeater. Come join us for an hour of chat and fun.

“If you are licensed or unlicensed all women are invited to join. If you are unlicensed just ask your husband, father, uncle, or brother to let you go third party for an hour.

“We would like to have more women take the test to receive their Amateur Radio License. The YL net will be every Sunday from 7-8 pm.”
