Batteries in your radio; batteries in your car; batteries in your phone. Why one kind and not another? When you need them, you want to depend on them. You want to get the best out of them.

Leo Burke, KA1LN knows, and he will share the practical and safe points at the Boston Amateur Radio Club’s February General meeting. He will tell us about the proper charging of several types and how to make sure that they are ready in an emergency. Leo will also let us in on the future of packaged power.

The BARC General meeting is this Thursday, 19 February at the Salvation Army HQ in Boston, starting at 1900. Parking is free in a private secure lot next to the SA Building. Directions, a map and other details can be found on the club web site.

Note: Late arrivals (after 7:15) need to call on
the talk-in frequency to have the gate opened.

EMA Staff Meeting Minutes, Feb. 12, 2004

EMA ARRL logo Members of the Eastern Massachusetts ARRL staff met on Thursday, February 12, 2004 in Burlington for their quarterly-annual staff meeting. Those present were: Phil Temples, K9HI, Section Manager; Bob Salow, WA1IDA, Assistant Section Manager; Elaine Chase, N1GTB, Assistant Section Manager; Mike Neilsen, W1MPN, Section Emergency Coordinator; Rob Macedo, KD1CY, Assistant Section Emergency Coordinator; Frank Murphy, N1DHW, Affiliated Club Coordinator; Mike Ardai, N1IST, Bulletin Manager; Mike Goldberg, K1LJN, Official Observer Coordinator; Shawn O’Donnell, K3HI, State Government Liaison. Those staff members who were unable to attend: Stan Laine, WA1ECF, Assistant SM; Jim Duarte, N1IV, Public Information Coordinator; Jim Ward, N1LKJ, Section Traffic Manager.

The meeting was called to order at approximately 6:40 pm.

Phil announced the resignation of Technical Coordinator Greg Richardson, N1QLS. Phil indicated that a potential candidate for the vacant position has already been in contact with Phil. K9HI will consider other qualified applicants as well.
Mike Goldberg, K1LJN reported that he attended the retirement party of outgoing FCC New England Engineer-in-charge Vince Kajunski. Mike mediated a reported interference case involving an FM simplex EchoLink node. He also forwarded a malicious interference case in Southern California to Riley Hollingsworth. K1LJN reported that many OO appointees have not been filing monthly reports. KlLJN also announced that he is seeking an assistant to help with OOC matters.

Frank Murphy, N1DHW reported on his affiliated club activities. He attended six meetings in the recent past. Frank has been very involved with Salvation Team Emergency Radio Network communications activities. N1DHW presented about SATERN as a guest speaker at the Boston ARC. Discussion ensued about the CEMARC Youth Net. The Youth Net was suspended to lack of activity. With the activation of an MMRA EchoLink Node it is thought that the Net might enjoy greater success.

Phil Temples, K9HI reported on several recent items, including: a possible letter-writing project in support of the Amateur Radio Spectrum Protection Act (H.R. 713, S. 537) and the Amateur Radio Emergency Communications Consistency Act (H.R. 1478); potential funding of Eastern Massachusetts emergency communications projects from Citizens Corps; a recent ARRL financial grant (The “Big Project”) to a Cambridge elementary school; attendance at the recent ARRL New England Division Cabinet meeting in Springfield; the EMA ARRL Speakers List; efforts by PIO KA1MOM to be featured on a talk-show on WBZ radio. Phil passed out the latest list of EMA section field organization appointments. Some list corrections were given to Phil from WA1IDA.

Shawn O’Donnell, K3HI reported that there has been no movement on the “hands-free” cellular telephone legislation on Beacon Hill. He reminded all that there is almost 11 months before these bills will expire. Shawn distributed a well-written document with “Do’s and Don’ts” for communicating with legislators. (This document will soon be posted at http://sgl.ema.arrl.org.) Discussion ensued on a plan to construct a web page that might allow users to select “canned text” to “painlessly” produce a letter to their respective legislators to comment on pending congressional bills.

Mike Neilsen, W1MPN and Rob Macedo, KD1CY jointly reported on the multitude of ARES-related activities in Eastern Massachusetts over recent months.

Those activities included: an emergency communications workshop in Littleton; ARES presentation to the Genesis ARS; annual Section Emergency Test (SET); SKYWARN activation for strong winds; Plymouth and CC ARES Districts self-activation due to a widespread power failure; major Nor’easter SKYWARN activation report; New Year’s Day limited ARES activation for Red Cross and Salvation Army for Boston First Night; Red Cross and ARES Communications Committee update; ARES leadership meeting; Cape Cod ARES drill; SKYWARN leadership meeting. Upcoming ARES and SKYWARN events include: ARES exercise on 2/21/2004; ARECC test at the SEOC in Framingham, February 2/28/2004; numerous SKYWARN Training Seminars; NTS-ARES Coordination meeting; Emergency communications workshop in Hingham, 4/3/2004; future Red Cross/ARES Communications Committee meetings. (A comprehensive list can soon be found on the EMA ARES web site at http://ares.ema.arrl.org).

Discussion ensued about Citizen Corps funding opportunities, and whether the monies available for Amateur Radio via Citizen Corps and those for cities and towns for CERT were one-in-the-same.

Mike Ardai, N1IST reported on his recent listserv activities.

Broadband over Power Lines Reaches NPRM Stage

Power lines The FCC today agreed yesterday to go forward with a Notice of Proposed Rule Making (NPRM) on the subject of Broadband over Power Line (BPL). The NPRM is the next step in the BPL proceeding, which began last April with a Notice of Inquiry that attracted more than 5100 comments–many from the amateur community.

League President Jim Haynie, W5JBP, expressed disappointment with the FCC’s decision. “I had hoped the FCC would have shown a greater depth of understanding of the issue.” [Full story]

NHARES to hold 2m/6m SSB net

Hello to all. At the last NHARES leadership meeting, it was decided to run an initial test of using 2m SSB and /or 6m SSB as an alternative to 75m and the K1JY system. The test will be on Feb. 22 (Sunday) from 0930 to 1200. All NHARES members with 2m SSB or 6m SSB with any type of antennas (fixed or mobile or portable) are requested to participate. Vertical polarization is preferred, but we want to test all types…yagis, omnis…whatever we have. Those of you who know how bad 75m phone has been, know how important it is that we come up with an alternative.

Please put this on your schedule and try to participate. Further details are to follow.

[Although this is a great training opportunity for our members in the northern part of the EMa Section, this net is a directed net held for NH ARES members. To that end, please check in only after NCS asks for “any other stations”. Please allow NH players to check in first – W1MPN]

N1QLS Resigns As Technical Coordinator

EMA ARRL logo Section Manager Phil Temples, K9HI today accepted the resignation of section Technical Coordinator Greg Richardson, N1QLS.

“Greg’s workload has increased to the point where he feels he can no longer serve in this capacity. I understand and appeciate his position,” remarked K9HI. “I want to warmly thank Greg for his service as the Eastern Massachusetts TC for the past 16 months.”

A 35-year veteran of the electronics industry, Richardson is the Communications Supervisor for the Boston Fire Department, and a member of several public safety frequency coordinating committees. N1QLS is an active member of the Mystic Valley Amateur Radio Group; he also serves as 440 MHz band coordinator for the New England Spectrum Management Council.

EMA Simulated Emergency Test February 21, 2004

The Eastern Mass ARES staff will be conducting its annual winter Simulated Emergency Test (SET). The goal of the test is to simulate a winter storm-driven, large scale, long-term power outage. This is an ideal exercise to participate from your home. The exercise will begin at 1000 a.m. and end sometime after 1200 p.m. local time.

Please tune to your local RACES 2M repeater frequency and/or to 146.64 to participate.

All ARES members and interested amateurs are invited and encourage to participate.

The events of August, 2003 which plunged much of the eastern part of the country into darkness has once again illustrated our vulnerability to massive power outages and the many problems associated with loss of power. It also once again bought out the importance of amateur radio communications.

First USS Cassin Young ARC Meeting

Members of the USS Cassin Young Amateur Radio Club (WW2DD) held their first official meeting recently. Those attending the Saturday, February 7, 2004 meeting were: W1QWT, KB6YNO, Bob Quinn, NS1N, K1WCC, KC1HO. The USS Cassin Young ARC’s next meeting is April 10; the club plans to hold meetings every other month.

The historic destroyer is situated next to the USS Constitution in the Old Boston Navy Yard in Charlestown. The Cassin Young’s World War II call sign was NTTH; its tactical call sign was “CLINKER”. CCARES Weekend Exercise

A happy WQ1O, CCARES DEC, presided over his “Operation Arctic Chill” exercise on Sat 1/31. Based at the Sandwich EOC, team members established comms around the entire Cape Cod district (including Martha’s Vinyard and Nantucket Islands) using pre-planned 2m, 6m, and HF frequencies. NVIS quick deploy antenna systems were used for HF comms.

The exercise began at 10am will the following EOC stations:

1. CCARES EOC Hyannis

2. Sandwich EOC

3. Falmouth EOC

4. Martha’s Vineyard EOC

5. Nantucket EOC

The CCARES primary operations Net was established on the RACES repeater 146.955. A resource Net was established on the Falmouth Repeater 146.655. An NVIS callup was started on 7232khz. NTS mesages were initialized just after 10am. Many messages were passed between EOC stations. Several home stations were used for relay and liaison purposes. 6m FM was established for backup long range district wide operations. Operations ended about 12:15pm as stated goals were met.

Sandwich EOC Evacuation and Field Operations

At just after 11am, a simulated evacuation was begun at the Sandwich EOC. Vehicles were designated for 30 minute intervals to be used for cold weather rehab. Temperatures were in the low to mid 20s. A trailer was used for field NVIS operations and 2m operations. Another vehicle was used to support 6m operations. Both vehicles had expedient vertical antennas for vhf usage.

NVIS Operations

NVIS contact was established with Hyannis and with Nantucket. Band conditions were very poor, but signal from Nantucket was good. Contact with Hyannis was in close proximity and was somewhat weak.

VHF and 6m Operations

VHF repeater communications were nominal as expected. Our control operator simulated repeater failure of the RACES 146.955 Dennis machine by shutting the repeater on and off without notice. Operator did not know the repeater status from one moment to the other. Simplex emergency communications on the output of the repeater were successfully implemented. Signals were excellent. 6m FM continued to prove a star performer. Its range and clarity have made it a continued favorite for district wide usage.

Messaging

NTS messaging continues to improve with each exercise. This is especially true of “message fills” and corrections. Operators are moving messages with increased efficiency.

What Worked/or Not/Lessons Learned

1. Appropriate cold weather clothing cannot be over emphasized It can never be too much!

2. Adequate spacing for RF interference is a must if vehicles are operating simultaneously on VHF

3. A rehab vehicle can significantly ease the burden of the Operators in cold conditions

4. All metallic masts and accessories must be handled with gloves (re-emphisized from last year)

5. A simplex 2m or 440 local field operations frequency is a must if using seperate vehicles

The Winter Storm Watches and Warnings issued last night have been changed to Winter Weather Advisories. A Winter Weather Advisory is now in effect for Western and Central Massachusetts, Interior Northeast Massachusetts, Southern NH, Northern CT and Northwest RI. Total storm snowfall will be 2-6″ with the highest amounts in Western Massachusetts and Southwest New Hampshire. Icing is still expected tonight but with lesser amounts of 1/4″ expected. Some localized higher icing amounts could still occur. The reason for less icing is that weather models are calling for less precipitation than previously forecasted. Despite less precipitation occuring than what was expected last night, statements from NWS Taunton are still calling for the potential for damage to trees and power lines in these areas. This is due to the snow being very heavy and wet combined with the radial icing amounts that are expected. Given that the threat for infrastructure damage still exists, SKYWARN Formal Activation will still occur at 3 PM for this region unless the situation is downgraded further. Also, if previous model runs with higher precipitation amounts verifies, there could be a greater risk of infrastructure damage. If SKYWARN formal activation does not occur with Ops at NWS Taunton, an email will be sent by 9 PM this evening. A Winter WX Advisory continues for the North Shore of Massachusetts to the Boston-Providence Metropolitan area to the South Coasts of Rhode Island and Massachusetts. Snow will accumilate 1-3″ before a changeover to sleet and freezing rain and then to plain rain by tonight. Rain will beheavy at times overnight with minor urban and poor drainage flooding possible. Across Cape Cod and the Islands, most of the precipitation will fall as rain and it will be heavy at times with the possibility of minor urban and poor drainage flooding. Once again, SKYWARN Activation status for today has not been changed. SKYWARN will activate with Ops at NWS Taunton at 3PM today based on the current forecast. If the forecast is downgraded further, then this status will be changed and an email sent by 9 PM. While the threat for widespread significant infrastructure damage has lessened, the current forecast still states the potential for some damage to trees and power lines tonight, therefore, the SKYWARN Activation with Ops at NWS Taunton will continue. We will be looking for snow and ice reports, where the changeover line in precipitation is, and any tree and power line damage from snow and ice. The threat for ARES/RACES Groups to activate for this damage has lessened but these groups should continue to monitor future forecasts and consult their leadership for further information. This will be the last coordination message on this situation unless a downgrade to the forecast occurs causing NWS Taunton SKYWARN Ops to be cancelled. The Icom IC-208H is also capable of receiving the 800 MHz local police and fire frequencies. The equipment gives Marlborough EMA 440 MHz capability as well as the ability to operate from portable locations. Two Meter Net Manager, N1TPU, to move the net, which meets daily at 8:00 pm ET on the Boston 145.23 repeater to the Waltham 146.64 repeater until further notice. “We all are aware of the problems with the Boston repeater,” commented N1LKJ. “The window washing equipment is blocking [the repeater] antenna. I want to bring to your attention some of what’s going on with the Traffic Nets. First off, we want to welcome N1OTC back to the Net’s. Jack Boles underwent Heart surgery in December which was very successful. Jack is now back up and running again on the phone and CW Nets. It is good news. We also want to welcome KC1ML Mark Loring to the Traffic Nets. Mark has been on the local VHF Nets and just recently joined the CW Nets under the tutelage of Marcia KW1U and Jack N1OTC. We also welcome Marino Coppoleti N1PVP into the Traffic ranks. Marino will be working the CW Nets and will certainly be a welcomed there to fill a big need. Also rejoining the Traffic Nets will be NG1A, Fred Butts a seasoned Traffic handler who took some time off to visit Germany and move into a new house. Good to have Freddy back. Freddy is also a member of the CW Nets and VHF Nets. We all are aware of the problems with the Boston Repeater. The window washing equipment blocking our antenna. Please Note: If the band conditions are extremely crowded, then sometime the Net has to look for a clear frequency in excess of plus or minus 5 kHz. All Amateur Radio operators who have a genuine interest in volunteer emergency communications are welcome to check into the K1ARC training nets. The normal frequency for K1ARC is approximately 3.915 MHz plus or minus 5 kHz (Lower Side Band), however, this frequency may change during an emergency if necessary. In addition to 3.915 MHz, please make a note of some of the other common Red Cross frequencies which include 7.280 MHz (LSB) and 147.42 (FM-Simplex). Typically, if 3.915 MHz is unusable due to poor daylight propagation during an actual emergency, then look for K1ARC to be on 7.280 MHz (+/- 5 kHz) during the day, and 3.915 MHz (+/- 5 kHz) from late afternoon to morning.
