A reminder that the monthly ARES Net for November is rapidly approaching. The monthly ARES Net for November is Monday November 1st, 2010, at 8:30 PM on the MMRA Repeater system. This is after the RACES Nets earlier in the evening. For frequencies that will be linked into the ARES Net on the MMRA Network, please see the following link from the MMRA web site and the repeaters that will be linked in will be through Hub 1:

Friday, September 3. 2010 – HYANNIS, MA – “K1PBO, this is W2BTA with the shelter status report from the Nantucket shelter.”

Amateur Radio Technician Wini Lord Meservey was on duty at the communications room crowded with radios and computers in the basement of the American Red Cross Cape Cod Chapter in Hyannis, MA. She returned the radio call from the amateur radio operator located at the Red Cross shelters on Nantucket Island, one of many regional shelters opened in response to Hurricane Earl.

“W2BTA, this is K1PBO. I copy you,” Meservey replied. “Go ahead with your shelter report.”

One by one, each of the stations at the Red Cross shelters checked in with the count of residents and tourists who had sought shelter from Hurricane Earl. This information, along with current weather and reports of flooding, was gathered and then passed along to the Red Cross as well as the Emergency Operations Center and the nearby military base.

“Amateur radio provides communications to support the disaster relief efforts of the American Red Cross,” said Frank O’Laughlin (WQ1O). “When all other forms of communications go out, we are still on the air to keep vital emergency links open. This is particularly important here at the Cape. We are vulnerable here on our peninsula and on Nantucket and Martha’s Vineyard to storms and power outages.”

O’Laughlin is the Director of the local Amateur Radio Emergency Service (ARES – pronounced A-Rees) and is a veteran ham radio operator and trained Red Cross volunteer with twenty years’ experience. ARES is a program of the Amateur Radio Relay League (ARRL) that provides point to point communications between shelters, assists in recovery efforts, provides weather reports in weather disasters and sends messages where normal communications have failed or are overloaded.

“The ARRL operates under a Memorandum of Understanding with the American Red Cross,” said Keith Robertory, Manager for Disaster Technology at the American Red Cross. “The hams are all volunteers and many of them are also trained Red Cross volunteers. They are our `force on the ground’ that respond when there is a disaster anywhere in the country.”

ARES has been supporting Red Cross disaster relief operations for a very long time and will celebrate its 75th anniversary this month. “We have been working with the Red Cross long before there were cell phones,” said Alan Pitts of the ARRL. “When the Internet, the cell phones and the electricity go out, they call on us, the hams, to get the job done.”

Effective disaster relief operations rely on a number of different skills and trained volunteers, and the dedicated ham radio operators of ARES play an invaluable key role in Red Cross emergency service delivery around the country, wherever disasters occur. Frank O’Laughlin and his crew of 35 committed amateur radio operators on Cape Cod expertly filled that role during Hurricane Earl, and when the next disaster strikes they are trained and ready to respond whenever called upon.

Earl weakened considerably over the past 36 hours resulting in far less impact to Southeastern Massachusetts. Therefore, no further communications needs were required and the Eastern Massachusetts ARES Stand-by Activation is recinded at 1030 AM ET. Special thanks to Amateur Radio Operators across the section who supported operations from various local/city town EOC’s, shelters, gave SKYWARN Criteria Reports and to the RACES folks who staffed the State EOC and Regional Offices. A special thank you to Cape Cod and Nantucket ARES folks who were deployed for much of the night at Red Cross Hyannis, various EOC’s and shelters. This turned into an operational exercise and where the 2010 Atlantic Hurricane Season isn’t over and we have another 4-5 weeks to experience another tropical system before ocean temperatures turn cooler, all are encouraged to continue to monitor events in the Atlantic as they unfold.

Hurricane Earl is projected to track over or just southeast of Nantucket Island. Hurricane Earl is a large hurricane and Earl will likely bring hurricane force conditions to Nantucket Island in particular but also Outer Cape Cod potentially. Sustained tropical storm force winds with hurricane force gusts are possible over the remainder of Cape Cod and Souteast Coastal Massachusetts from Plymouth to Westport. The potential also exists for a further west track bringing stronger winds further inland and along the coast and will need to be monitored closely. 2-4″ of rainfall with isolated higher amounts are expected in Southeast New England with 1-3″ with isolated higher amounts are possible north and west of a Boston/Providence line. We’d like to have ARES personnel assist with SKYWARN reporting of any river, stream, urban flooding, wind damage and measured rainfall/wind/barometric pressure data and by providing damage/flood pictures where possible.   Keep your situational awareness level high for any updates from ARES leadership by checking your email for updates and our ARES web site at http://ares.ema.arrl.org, monitoring local SKYWARN/ARES/RACES frequencies and reporting into the nets and monitor local media on this potentially significant storm.

If you have not already done so, please advise your local EC/DEC/ADEC of your availability to support a potential deployment anytime from now through Monday September 6th. We are creating a list of availability for ARESMAT deployment if needed. The greatest area for potential activation is Cape Cod and the Islands in the form of an ARESMAT for that area.

What is ARES Stand-By mode?

ARES stand-by mode is to alert Amateurs within ARES that a mobilization is possible on a wide-scale and that some localized mobilizations are or could be taking place in isolated areas. It means to take a look at your Go-Kit and have batteries and equipment ready to go and charged up and take care of any requirements at home in case a mobilization is required and you can participate. Do NOT self-deploy. Wait for guidance from leadership for any deployment. It is an honor to be ready even if you don’t deploy for the event. Hopefully, this is just another exercise of our preparedness and capabilities. If not, the ARES leadership looks forward to working with you if any wide scale mobilization is required after the impact of this major storm to the region.

The Boxboro Hamfest and New England ARRL Division Convention will be held Friday August 27th-29th at the Holiday Inn in Boxboro Massachusetts. Cranberry TriFest – Aug 28 & 29, Volunteers Needed!

Team HAMCOW will again be supporting the Cranberry Trifest on both days.

*Cranberry Trifest offers a terrific weekend of racing including a sprint distance triathlon, a kids duathlon and the “classic” olympic
distance triathlon which has been selected as the 2010 USAT Northeast Regional Club Championship.

*Event Dates, Times and Location:

*Saturday, August 28, 2010: Sprint triathlon (9:00AM start) and kids duathlon (12:00PM start).
Sunday, August 29, 2010: Olympic triathlon (8:00AM start). The site of  the Cranberry Trifest is the Ted Williams Camp in Lakeville, MA with
entrances off Precinct Street and Rte 18.

Beneficiaries of the 2010 Cranberry Trifest:*
A portion of the proceeds from the Cranberry Trifest will be donated to the Ted Williams Camp. Other beneficiaries include the Kiwanis of

Many racers participate in the DetermiNation program to raise funds for the National Cancer Society and the fight against cancer. We all
know somebody touched by cancer, so this is a good opportunity to have some fun and fight back by supporting those who are donating their efforts to fund research.

The HAMCOW will be our net control station and operators will be needed around the course at checkpoints, water stops, course rovers, and
people to stay at the camp to monitor the swim, bike, and run transition areas. Camping on site will be allowed for the radio operators, so
please consider joining the gang and staying for the Friday and Saturday night activities.

After Sunday’s olympic triathlon, a nice catered meal will be provided for everybody. We also receive nice sports T-shirts and occasionally
hats. Free stuff is always cool!

Radio ops can use 2 Meters, 440, HT’s or mobiles. We have plenty of locations along the course to accommodate everybody.

I’m going to say it here so everybody is aware; this event falls on the same weekend as the Boxboro Hamfest, which puts extra pressure on
getting volunteers for the triathlon. Please pass the word along to anybody you might know who would be interested in supporting us at the
Cranberry, even for only one day. I have always tried to be accommodating to folks who need to depart early, so I can assign them to
a checkpoint that will clear out early, but we do need folks to stay the duration.

ICS-100 Training at the ARRL New England Division Convention and Hamfest in Boxboro Massachusetts

Please see the note from Massachusetts State RACES Radio Officer, Tom Kinahan-N1CPE, on ICS-100 Training being offered at the ARRL New England Division Convention and Hamfest in Boxboro, Massachusetts.

Hi Everyone!

 We’ve asked MEMA to hold a special ICS-100 training class for any and all ham radio operators
during the Boxboro ARRL New England Ham radio convention.

 On Friday August 27 from 9am to 4pm, we will be offering an in person ICS-100 training class. If
you are involved or want to be involved in emergency communications or emergency management with any
government or non-government agency, they will require you to have taken this class, and some
others. The training class is Free, and you will need to bring your lunch, or buy it there. On
Saturday and Sunday August 28 and 29 there will be many other seminars and events including a flea
market.

 In order to attend this ICS-100 class, you will need to pre-register. Convention tickets will not
 required for this class. (but will be available)

Massachusetts Statewide Hurricane Drill – Hurricane Hudson Participants Document

The Massachusetts Statewide Hurricane Drill – Hurricane Hudson is set for Monday August 2nd, 2010 from 7-9 PM. The participants document has been created. This participants document is revision 1. The document may be revised once more between now and drill time but represents all of the pertinent information for the exercise as of Sunday July 25th. A link to the document is provided below:

The biggest highlight to mention to all participants is that there will be failover from repeaters, Echolink/IRLP etc. to 2-Meter simplex, HF and RF only modes including Winlink RF only modes at a certain juncture within the exercise. This will be an opportunity to practice failover which has not been practiced in a number of exercises and will be a worthwhile item to practice as part of this exercise.

We encourage strong participation across RACES, ARES, SKYWARN and MARS members. Water temperatures off our coastline are warmer than normal. While this won’t necessarily dictate the track of hurricanes towards the region, it is an indicator that if we do get a hurricane coming up the coast posing a potential threat to New England, the water temperatures will be warmer alllowing the hurricane to sustain its strength longer than normal. This exercise will serve as good practice to a real hurricane situation. Thanks to all for their continued support of RACES, ARES, SKYWARN and MARS in the commonwealth of Massachusetts.

Reminder: Monthly Eastern Massachusetts ARES Net for July 2010

Hello to all…

A reminder that the monthly ARES Net for July is rapidly approaching. The monthly ARES Net for July is Monday July 12th, 2010, at 8:30 PM on the MMRA Repeater system. This is after the RACES Nets earlier in the evening. For frequencies that will be linked into the ARES Net on the MMRA Network, please see the following link from the MMRA web site and the repeaters that will be linked in will be through Hub 1:

In addition, if the Echo-IRLP node on the MMRA hub is available, we will likely link that to the New England Reflector system on IRLP 9123/Echolink Conference *NEW-ENG* Node: 9123.

Due to the holiday, the ARES/RACES Nets were pushed up to the second Monday of the month so for this month, make the second Monday of the month, “Emergency Communications Night” and check into your local RACES Net and then check into the ARES Net on the MMRA Repeater System. We look forward to your participation and remember, we are always looking for Net Controls to run the ARES Net.

Massachusetts Statewide Hurricane Drill Set for Monday Evening August 2nd, 2010 7-9 PM

Hello to all..

The Massachusetts Statewide Hurricane Drill is set for Monday Evening August 2nd, 2010 from 7-9 PM. The drill will be similar to past years in that it will be leveraged off the MEMA Region Two scenario and expanded statewide and will be named ‘Hurricane Hudson’. There will be some changes, however, from past hurricane drills and it is hoped these changes will bring further interest in the exercise and allow for practice in newer items that have not been attempted in quite some time. Region Two will hold a briefing approximately 4-7 days prior to the exercise.

A meeting was held with Region Two Communications Officer Doug Forbes, Region Two RACES Radio Officer, Bob Mims-WA1OEZ, Mike Russas, MEMA Exercise Planner from the MEMA Training Department at Framingham HQ, Carl Aveni, Assistant ARRL SM/ARES ASEC and Rob Macedo-KD1CY, Eastern Massachusetts ARES SEC. The meeting was held on Tuesday June 29th. The drill scenario was reviewed with the new/different components added to the exercise.

Further details on the scenario will be posted in approximately 1-1.5 weeks with coordination with other parts of the state in a similar timeframe. This notice is being sent out as a primer to reach Amateurs in ARES/RACES/SKYWARN/MARS and other EMCOMM groups who would be interested in participating in this exercise. Governor Patrick Declares Massachusetts Amateur Radio Week

Members of the Hampden County Radio Association (HCRA) successfully campaigned a state legislator to obtain from Governor Deval Patrick’s office a proclamation of “Amateur Radio Week” coinciding with the 2010 annual ARRL Field Day event. Good Samaritan Hospital Approaches Eastern Massachusetts ARES for EMCOMM Support

Hello to all,

Eastern Mass. ARES has been approached by Good Samaritan Hospital in Brockton to develop a hospital/ham radio relationship for emergency communications. Mike Neilsen, W1MPN, Eastern Mass. Section Manager and I met with staff from Good Samaritan hospital and came to a preliminary agreement. We will be persuing a formal Memorandum of Understanding (MOU) with them in the very near future.

In the meantime, we would like to start recruiting for folks who might be interested in being a regular part of Good Samaritan’s Emergency Communications Response Team. As such, each participant will be registered with the hospital’s Volunteer Department and issued an appropriate Volunteer ID that will allow access to the Good Samaritan Campus. Arrangements will be developed for regular training exercises so that participants can get to know the hospital and its equipment.

Good Samaritan is working on developing a three hospital (i.e. Good Samaritan, Norwood, & St. Anne’s) grant program to obtain the necessary equipment.

Salvation Army Disaster Vehicle and FedEx Nascar Vehicle On Display in Boston on Thursday June 24th, 2010

The following information was provided by N1DHW-Frank Murphy, Salvation Army Boston Emergency Communications Coordinator for SATERN on their new disater vehicle and FedEx Nascar vehicle that will be on display in Boston on Thursday June 24th at Boston City Hall Plaza. On June 24th The Salvation Army and FedEx will be hosting a dedication for a newest addition to our Emergency Disaster Services Massachusetts division fleet. This event will be held at City Hall Plaza beginning at 11am until 1pm and will include the FedEx NASCAR stock car and driver, tours of the new vehicle, a TSA band, and iced coffee and snacks served from the new canteen. This new vehicle, a DRU-2, will be the largest of The Salvation Army fleet in Massachusetts, and will provide primary support of the Mass Bay area from the new Kroc Center as well as secondary support throughout the state. Please plan to attend if you are available as your presence would be a welcome addition to the event.

Search Dogs Northeast (Non-Profit Organization) Seeking Amateur Radio/ARES Support

Hello to all..

The following announcement is about the Search Dogs of Northeast Non-Profit organization seeking Amateur Radio/ARES support for communications in search and rescue exercises and real events. See announcement below:

A non-profit search dog organization in MA and RI is looking for communication
support.  They may need to conduct large area searches beyond the
capabilities of their existing radio’s.

Volunteers would work directly with the search dog teams – and would be
on short notice call- which is the current practice with the dog
handlers now.

Volunteers must be in good health – able to handle lengthy walks in
rough terrain in all weather conditions.

The teams have standards for support personnel that need to be met:
-CPR, and First responder first aid, or EMT, or higher EMS.
(Arrangements will be made to provide the first responder training
through fire department volunteers)
-You will have to pass each states courses for Navigation and Search.
-You will have to pass Massachusetts and Rhodes Island State police
criminal records checks

Volunteers will need to provide their own go-kit with food, water, or
other items.

Job will include tasks to relieve the dog-handler of distractions i.e.
Navigation support (personal GPS and skill using it desirable), map
reading,  and radio communication via ham radio and other frequencies
allocated to the dog teams.

You will also be used as a subject for training searches, asked to hide
in remote places during training sessions.

Support may also include operating the search dog team base station.

Volunteers are expected to attend 9 training exercises with the dog
teams to get familiar with typical operations and the teams.
