Eastern Massachusetts ARES Stands Down From North Shore Red Cross Assistance

….Eastern Massachusetts ARES stands down from support of the Northeast Massachusetts and Massachusetts Bay Red Cross Chapters from the Floods of May 2006….

After over a week of support for the NWS Taunton SKYWARN program and ARES activations for Masaschusetts Bay Red Cross damage assessment and distribution of care and clean up kits by the Northeast Massachusetts Red Cross chapter, ARES is standing down its operations as assistance is no longer required.

Eastern Massachusetts ARES had been reactivated to support the Northeast Massachusetts Red Cross distribution of comfort and supply kits to people in Ipswich and Gloucester, Massachusetts and possibly other surrounding areas. At 10 AM Saturday, Dave Belsky-K1DBB requested ARES support for their operations of doing community outreach and distribution of comfort and clean-up kits to various cities and towns including Ipswich and Gloucester by contacting Eric Horwitz-KA1NCF and Jim Palmer-KB1KQW. This latest assistance occurring after working with Mass. Bay Red Cross and completing the damage assessment work in the Peabody, Danvers, North Reading, Salem, Saugus and surrounding areas of Central and Southern Essex County and Eastern Middlesex Counties.

Participating in the operations for the Northeast Massachusetts Red Cross Chapter on Saturday included the following Amateurs:

Coordinating Saturday’s efforts were Jim Palmer-KB1KQW, North Shore ARES Emergency Coordinator and Eric Horwitz-KA1NCF, North Shore ARES District Emergency Coordinator. Rob Macedo-KD1CY, Eastern Massachusetts ARES Section Emergency Coordinator also visited the base of operations which was at the Beverly office of the Northeast Massachusetts Red Cross chapter.

On Friday, Eastern Massachusetts ARES was able to cover the needs for damage assessment on Friday. The following Amateurs participated in the operation Friday:

Net Control at the town of Brigewater EOC, which serves as the Eastern Massachusetts ARES Command Center, was done by Carl Aveni-N1FY and Dan Howard-K1DYO. When Carl-N1FY left at 3 PM, Blake Haskell-K1BTH took over net control duties from his home location. In addition, KB1KQW-Jim Palmer, North Shore ARES Emergency Coordinator and KA1NCF-Eric Horwitz, North Shore ARES District Emergency Coordinator went to the Peabody office and assisted with coordination and planning for the potential weekend operations.

Overseeing the operations and coordination with Massachusetts Bay Red Cross at the Peabody Office on Thursday were KA1NCF-Eric Horwitz, North Shore ARES District Emergency Coordinator, and KB1KQW-Jim Palmer, North Shore ARES Emergency Coordinator. Jim and Eric worked the phones and coordination with Red Cross and recruited Amateur Radio Operators. Net Control was done by Carl Aveni-N1FY from the town of Bridgewater EOC.

All Damage Assessment operations were on the 145.47-Danvers Repeater PL: 136.5 Hz. Special thanks to the NSRA Club for their use of the repeater for ARES Damage Assessment and SKYWARN Operations during the Floods of 2006. Also, special thanks to WI1U-Charles Anderson for use of the 145.13-Gloucester Repeater on Saturday for outreach and distribution of supplies in the Gloucester area as the Gloucester Repeater has better coverage in that area.

Eastern MA ARES Activates to Support North Shore Damage Assessment

At the request of Massachusetts Bay Red Cross, Eastern Massachusetts ARES will activate starting Thursday Morning for damage assessment operations in the North Shore. This operation could last several days and more volunteers maybe needed from across the section. At 630 PM Wednesday Evening, Tom Kinahan-N1CPE, Massachusetts State RACES Radio Officer received a call from the EOC liaison to Mass. Bay Red Cross with a request for several Amateurs to support communications for damage assesment. This request was passed on to me and given to North Shore ARES District Emergency Coordinator, Eric Horwitz-KA1NCF and North Shore ARES Emergency Coordinator, Jim Palmer-KB1KQW. North Shore ARES will be deploying approximately 4-5 Amateurs with the damage assesment teams and they will meet at the Peabody office of Mass. Bay Red Cross. The Eastern Massachusetts ARES Net Control Center at the town of Bridgwater EOC will be utilized to act as net control. Operations will take place on the 145.47-Danvers Repeater, PL: 136.5 Hz.

In talking with the Mass. Bay Red Cross liaison to the State EOC, this operation could last several days. Therefore, we may need additional Amateurs from across the Eastern Massachusetts section to support this operation. Also, Greater Newburyport Red Cross may need help of their own with damage assessment operations. If you’re available Friday and/or this weekend, please contact all of the following people below:

….POTENTIAL FOR FLOODING RIVALING THE OCTOBER 2005 EVENT IN STORE FOR THE REGION….

Continued heavy rains since Friday Night will stay with us through Sunday Night across Eastern Massachusetts. This will result in the potential for flooding rivaling the October 2005 event. The greatest risk is in South-Central New Hampshire, Northeast Massachusetts including the Greater Boston area and the area south of Boston from the I-95 and Route 3 corridor and points east in Norfolk and Plymouth counties. Widespread rainfall of 5-10″ with isolated higher amounts are possible in this region. The rest of Eastern Massachusetts could experience 3-6″ of rain with isolated higher amounts. The threat for flooding could last through Monday with isolated pockets of flooding possible in any scattered thunderstorms on Tuesday.

ARES Stand-by moblization means prepare for possible deployment but do NOT self-deploy. Prepare your Go Kit and make sure personal preparedness is complete so that if a deployment is required you may do so. We ask all ARES personnel that are cross-trained in SKYWARN to support SKYWARN operations by checking rivers and streams from a SAFE distance for potential flooding. This is especially important in Essex, Middlesex, Suffolk, Norfolk and Plymouth counties. Home stations that can support net control and liaison tasks are requested to do so. RACES in Region I and II and the State EOC will reactivate at 0800 Sunday Morning. Any MARS stations looking for reports suitable for EEI’s should monitor local VHF/UHF SKYWARN frequencies, 6 Meters or the New-ENG Reflector EchoLink *NEW-ENG, Node: 9123 and IRLP reflector 9123 for information that may meet the criteria.

Hopefully, this does not turn into a major operation, however, if it does, I look forward to working with all of you during this timeframe. Thanks to all of you for your continued support of ARES and SKYWARN and I’m sure Tom Kinahan, N1CPE, our state RACES Radio Officer appreciates the backup support ARES and SKYWARN provides RACES and he thanks those RACES folks that are active for their support.

New ARES Online Registration Form and Database

Hello to all….

The following is an announcement on the new ARES Online Registration Form and Database. This writeup was put together by Mike Neilsen-W1MPN, Eastern Massachusetts ARRL Section Manager, Phil McNamara-N1XTB, ARES EC MARS Liaison, Carl Aveni-N1FY, ARRL Assistant Section Manager-Chief of Staff and South Shore ARES DEC and Rob Macedo-KD1CY, Eastern Massachusetts ARES Section Emergency Coordinator. This announcement was posted as a special message to the ARRL email list.

Eastern Massachusetts ARES is pleased to announce a new method for radio amateurs to register with the section’s ARES program. Through the tremendous efforts of a team headed by Phil McNamara-N1XTB, we now have a new ARES online registration form and database for the Eastern Massachusetts section. Over the years, it has been very difficult to maintain continuity as people signed with the ARES program. With the ubiquity of the Internet, we now have a means that will allow people to register, and then receive rapid acknowledgement that their application has been received. Other powerful features of this database include allowing the user to self- update their information including response status changes, address and contact changes, new equipment or resources, and training from ARES, ARECC classes, SKYWARN Classes, and Incident Command System training etc.

The database will also notify the responsible area DEC and the SEC that a new application has been filed, or the pertinent contact information has changed. Phil, N1XTB, has enabled people in the ARES leadership to be notified of your application (or changes to it), in order to more effectively manage their cadre. The new online ARES database will also send the individual an email acknowledging their session shortly after submitting their registration. The new registrant should then contact his DEC or the SEC for other email lists and information that may be available to him. Also, our local Emergency Coordinator’s will be given access to review ARES applications for their specified coverage area. As the ARES leadership changes, the database can be easily modified to maintain continuity.

The Eastern Massachusetts ARES leadership successfully migrated the previous aging Microsoft Access database and integrated outstanding paper ARES Applications. This effort was spearheaded largely by the tremendous effort of Gil Follett- W1GMF, who updated over 300 people in the database, including call sign, name, address, phone numbers and email address. The Eastern Massachusetts ARES staff is very appreciative of his work. We are now asking that registrants fill in the remainder of the registration information and make any corrections.

We feel that much of this information has changed since originally provided by you. Those Amateurs who do not have Internet access can still obtain the paper ARES registration form from your ARES EC, DEC, or SEC. The Eastern Massachusetts ARES staff encourages Amateurs to learn computer and Internet capabilities as working in today’s emergency communications situations usually require these skills.

In the database inquiry form, you will notice we now ask for your date of birth information and a recent photograph. Since the attacks of September 11th, security has become a paramount issue to the agencies we serve. More questions are being asked prior to participation in federal exercises as well as some activation’s where the federal government is involved, resulting in their requiring our members date of birth data. As this information may be requested with little or no advanced warning, we encourage all participating Amateurs to put this information into the database. You can be sure that the information will only be utilized when it is required by a served agency for ID card preparation. Please be advised that without this information, we may not be able to make you available for operations such as Operation Atlas or TOPOFF-III where the DHS requires this information in order to participate. This information improves our readiness for a major disaster response.

During the testing and data entry phase, some of you may have received a message stating a registration has been submitted for ARES. This was due to having the email mechanism turned on during testing phase. We understand some of you may have deleted this message as spam. After this press release circulates via email lists over the next few days, you will receive an email concerning your registration with login information. At that time, we ask that you login and update your record accordingly. Please take the time to update any training at the link at the top of your record page.

There may be some concern about privacy, hackers and spammers. Phil, N1XTB, keeps the site updated with the latest security patches. The information that you provide is protected by the same robust technology used in credit card transactions and online banking.

We are most fortunate to have received the benefit of Phil’s expertise with online database development work. He deserves a tremendous amount of credit for giving the gift of his time and abilities to the section on this project. Phil has been a huge asset to the section having assisted with the many ARES and SKYWARN activations over the past several years.
Following the blitz of these press releases to as many of the emergency communications lists that we have at our disposal for Eastern Massachusetts, you will receive an email with login information and the initial password we’ve assigned. Please login, change your password, and review/update the information that we have put together for your ARES registration. The EMA privacy policy can be found on our website at http://ema.arrl.org.

Eastern Massachusetts ARES Exercise: Operation Home Station Support

Date and Timeframe of Exercise

Saturday February 25th, 2006
Start Time 10 AM
End Time: 12:30 PM
Duration: 2.5 Hours

Please allow time for setup and take down of any equipment during this exercise.

Purpose and Scenario

Eastern Massachusetts ARES will conduct its first exercise of 2006 on Saturday February 25th, 2006 from 10 AM-1230 PM. The scenario will be as follows:

A widespread medical emergency from a contagious illness has caused problems across the section. This medical emergency and its highly contagious nature have grounded most deployments to field stations and EOC’s. People across the section have been asked by local officials to remain in their homes for several weeks and not to venture outdoors for fears of the illness and its contagious nature. Amateur Radio usage will need to come largely from support at home stations and a few selected club or EOC stations that are on the air. Official agencies are currently overwhelmed by the medical emergency and have not called for Amateur Radio support as of yet. ARES leadership is requesting ARES Nets to activate on designated frequencies to collect the resources of home stations and Amateur’s abilities to withstand a prolonged period of time at home and providing vital communications via their homes for as long as possible so that when requests are received, they can be handled remotely as required.

The purpose of this drill will be the following:

• Local ARES team coordination and deployment as well as local NTS and tactical message handling.
• Intra district and interdistrict tactical and formal message handling.
• Gathering home station resources and capabilities across the section via drill messages disseminated from section leadership.
• Utilization of HF, VHF, UHF, Packet, IRLP and EchoLink modes of communication. This includes utilization of SKYWARN frequencies as required to fill the gap of local ARES frequencies and SKYWARN frequencies.
• Utilization of home stations at various points across the section and interfacing with any EOC’s or Simulated EOC’s in our section or other sections where appropriate.
• Utilization of the New England Network integrated conference server, which is the EchoLink *NEW-ENG* conference node and IRLP Reflector 9058 as a command net for communications within the section and outside the section.

For this exercise, it is expected that all ARES DEC’s/EC’s, or their designee will support this drill and what is to be exercised. Those SKYWARN liaisons that also perform ARES/RACES are also asked to participate. As always, at the local level, message handling and formation is critical and keeping Hams at the local level busy must occur. The Eastern Massachusetts ARES leadership will inject message traffic into the system requesting information from net participants in NTS and tactical message format in an attempt to get responses from those participating. We will be requesting information from Amateurs on their equipment and resources to operate effectively from home and that their personal needs can be met from home for an extended period of time without venturing outdoors. This is in the hopes to generate more traffic and build an updated database of home station resources in the region. We will ask for messages be directed to their local EC, DEC or the Net Control on frequency.

Net Controls are asked to use their discretion in doing call-ups and to be prepared for the ARES leadership to pass traffic of tactical and formal nature to each net. Amateurs are asked to then build tactical messages and formal messages in response to this traffic as required. For this drill, the Eastern Massachusetts ARES SEC will be located either at home or at the Southeast Massachusetts Amateur Radio Association Club in South Dartmouth Massachusetts, performing his duties as ARES SEC and other duties to support operations as required.

Exercise Control Team

The exercise will be controlled and walked through the scenario by the SM, SEC, and DEC’s or the staff will assign a designee to walk through the scenario on the air. This will be done through a series of tactical message announcements. Also, as stated previously, the staff will be injecting NTS traffic messages along with tactical message announcements on the air in an attempt to get responses from people on the air concerning their home resources. This will make it easier to have more message traffic during the course of the exercise and should allow for easier play by those participating. It will also build up an updated database of ARES resources in the section.

Exercise Objectives

The objectives of this exercise are as follows:

• Have all teams have one liaison that monitors their local RACES Repeater in addition to their local operations.
• Have as many home stations on the air as possible passing tactical and NTS traffic on their capabilities.
• Establish district wide communication utilizing the following modes:
o IRLP and/or EchoLink nodes.
o Utilizing the integrated EchoLink *NEW-ENG* Conference Node (Node #9123) and IRLP reflector 9058 as a command net for contact with the Eastern Massachusetts section and surrounding areas.
o Utilizing Various 2 Meter Repeaters that the ARES teams will be utilizing in the area when necessary.
o Utilizing SKYWARN frequencies as an additional backbone as needed to ARES and RACES infrastructure.
o Utilize RACES frequencies where active for support in the drill along with local ARES and SKYWARN frequencies.
• Establish contact with other ARES districts and EOC’s/Simulated EOC via HF (3943 and/or 7245 KHz depending on band conditions).
• Test and evaluate the range of Home stations for relay operations.
• Amateurs are encouraged to test their backup power equipment wherever possible.
• Mobile “roving” Amateurs are not required but welcomed to participate.
• Practice sending many test NTS messages.
• Practice sending many test tactical messages.
• Practice sending traffic between home stations within each ARES team.
• Practice sending traffic between any EOC’s or home stations within the Eastern Massachusetts section.
• Practice sending traffic to other section’s ARES/RACES/SKYWARN personnel where appropriate.
• Assure MARS Liaisons have a way to gather ARES reports to formulate into EEI’s (Essential Elements of Information).

Operational Ground Rules

The following are some operational ground rules for this exercise:

• All communications options should be utilized. EC’s may throw in “failures” to test out “failover” of communications wherever possible as long as they are properly communicated up and down the ARES leadership.
• Many messages of both a tactical and NTS formal nature should be sent within the teams participating, between teams and between districts wherever possible. In this drill, we’ll be looking for answers to specific requests on home station capabilities and resources.
• Frequent usage of the phrase “This is a Drill” should be incorporated with any messages, traffic or announcements relating to the drill as required.

Operational Players

The following is a list of agencies and a general list of EOC’s that will be playing in the exercise.

Various EOC’s and Simulated EOC’s

There may be various city/town EOC’s, Red Cross Chapters and simulated EOC’s participating in the exercise. While this drill is focused on home stations, EOC participation will be welcomed if it occurs. If enough of them become known, the document will be updated to provide a short listing.

SEMARA: Southeast Massachusetts Amateur Radio Association (W1AEC)

The club station will be active for this exercise staffed by Amateurs from the Southeast Massachusetts Amateur Radio Association and the club’s ARES group known as SEMARA-ARES. This station will act as one of the key hubs for the region.

Home Stations

This drill is focusing on home station capabilities. We encourage many home stations across the Eastern Massachusetts section to monitor and check into nets across Eastern Massachusetts district for ARES assistance. We encourage them to answer the requests made via NTS either in NTS or tactical format. Some home stations can act as “simulated EOC’s” or net controls where appropriate. We encourage stations to generate tactical message traffic and formal message traffic for ARES where possible.

Mobile Stations

Mobile stations are encouraged to participate utilizing all modes at their disposal and can be utilized as roving stations as required. While this drill is focusing on home station support, we understand many Amateurs may be mobile and we want maximum participation in the exercise and mobile stations can give their home station resources while they are mobile.

Individual Hams are welcome to listen and if they have no other means to pass their information they can pass it over this system as needed.

ARES Standdown Message and Update On February 25th Exercise

….EASTERN MASSACHUSETTS ARES STANDDOWN EFFECTIVE LATE SUNDAY EVENING WITH SECURING OF SKYWARN OPERATIONS….
….DETAILS ON FEBRUARY 25TH EXERCISE TO FOLLOW LATER THIS WEEK….

Eastern Massachusetts ARES stood down late yesterday evening with the securing of operations at both the Massachusetts State EOC and the National Weather Service in Taunton, Massachusetts. 10-20″ snowfall amounts were common across the NWS Taunton County Warning Area. Higher amounts of over 20″ were reported in the Hartford, Connecticut area and slightly lesser amounts of 6-10″ were reported in some south coastal locations of Rhode Island and Massachusetts.

Numerous wind gusts were reported of 45 MPH or greater with a sustained wind of 38 MPH and a gust to 69 MPH reported at WQ1O’s home in Marstons Mills, Massachusetts. This caused isolated pockets of wind damage. Also, moderate coastal flooding was reported in East Coastal Massachusetts particularly from Boston South with some of the vulnerable shore roads closed or impassable during the time of Sunday Morning’s high tide.

Concerning the ARES exercise, due to preparations for the blizzard, an update on what the exercise will involve will be posted by Wednesday or Thursday of this week. Since the exercise will largely involve home station support with little if any field station work, less preparation and lead time should be required.

Thanks to all ARES, RACES, SKYWARN and MARS Amateurs who supported the effort during this major nor’easter which was classified as the Pre-Valentine’s Day Blizzard of 2006 by the National Weather Service Sunday Afternoon.

All Eastern Massachusetts ARES personnel are requested to go to Standby Moblization effective 6 AM Sunday February 12th, 2006. A major nor’easter/blizzard will impact Eastern Massachusetts with 10-18 Inches of snow with potentially higher amounts, potential for snow/wind damage, and moderate coastal flooding. The greatest threat for major infrastructure damage is first and foremost on Cape Cod and the Islands and East Coastal Massachusetts. See Blizzard Coordination Messages for details on Blizzard/Winter Storm/Coastal Flood Watches/Warnings.

For the standby mobilization, we ask all ARES members to go to their nearest SKYWARN repeater and relay reports of snowfall, wind damage etc. for NWS Taunton. If you are a capable net control or liaison, offer your services in that capacity to help SKYWARN Net Controls.

The town of Bridgewater EOC, which serves as a Net Control/liaison center for Eastern Massachusetts ARES, will be active either late tonight or Sunday Morning and throughout the day on Sunday. Its goal will be to assess any issues requiring ARES assistance and assist with report gathering for NWS Taunton station WX1BOX.

Given the potential for travel to be paralyzed, any type of ARESMAT or ARES mobilization for shelters that might occur if conditions are bad enough may wait until later in the day Sunday or even Monday. Keep that in mind if such mobilzation is needed. Have your Go Kit prepared and ready to go and any battery operated equipment or generators for home used prepared and ready to use in case the storm warrants use of such equipment. Please stay in touch via Amateur Radio by going to your local SKYWARN Repeater during the event or ARES/RACES repeater once we are in the recovery phase of the storm.

I hope this storm spares us the significant damaging aspect of it. If it doesn’t, I look forward to working with all of you. This notice may be updated later today with additional information if necessary.

A reminder that the monthly ARES Net for February is rapidly approaching.

The monthly ARES Net for February is February 6th, 2006, at 8:30 PM on the MMRA Repeater system. This is after the RACES Nets earlier in the evening.

Make the first Monday of the month, “Emergency
Communications Night” and check into your local RACES Net and then check into the ARES Net on the MMRA Repeater System. We look forward to your participation and remember, we are always looking for Net Controls to run the ARES Net.

Cape Cod ARES Drill – January 28
